Cartoons from Dan Mitchell’s blog that demonstrate what Obama is doing to our economy Part 4

I have put up lots of cartoon’s from Dan Mitchell’s blog before and they have got lots of hits before. Many of them have dealt with the economy, eternal unemployment benefits, socialism,  Greece,  welfare state or on gun control. Here is another one.

What is Obama doing to America’s future?

In my speeches, especially when talking about the fiscal crisis in Europe (or the future fiscal crisis in America), I often warn that the welfare state reaches a point-of-no-return when the number of people riding in the wagon begins to outnumber the number of people pulling the wagon.

To be more specific, if more than 50 percent of the population is dependent on government (employed in the bureaucracy, living off welfare, receiving pensions, etc), it becomes rather difficult to form a coalition to fix the mess. This may explain why Greek politicians have resisted significant reforms, even though the nation faces a fiscal death spiral.

But you don’t need me to explain this relationship. One of our Cato interns, Silvia Morandotti, used her artistic skills to create two images (click pictures for better resolution) that show what a welfare state looks like when it first begins and what it eventually becomes.

These images are remarkably accurate. The welfare state starts with small programs targeted at a handful of genuinely needy people. But as  politicians figure out the electoral benefits of expanding programs and people figure out the that they can let others work on their behalf, the ratio of producers to consumers begins to worsen.

The 45 minute video above is from the film series created from Francis Schaeffer’s book “Whatever Happened to the Human Race?” with Dr. C. Everett Koop. This book  really helped develop my political views concerning abortion, infanticide, and youth euthanasia, and it gave me a good understanding of those issues.
I was able to watch Francis Schaeffer deliver a speech on a book he wrote called “A Christian Manifesto” and I heard him in several interviews on it in 1981 and 1982. I listened with great interest since I also read that book over and over again. Below is a portion of one of Schaeffer’s talks  on a crucial subject that is very important today too.

This address was delivered by the late Dr. Schaeffer in 1982 at the Coral Ridge Presbyterian Church, Fort Lauderdale, Florida. It is based on one of his books, which bears the same title.

TYRANNY as anti-God agenda pushed through courts in USA

It is about us on every side, and especially the government and the courts have become the vehicle to force this anti-God view on the total population. It’s exactly where we are.
The abortion ruling is a very clear one. The abortion ruling, of course, is also a natural result of this other world view because with this other world view, human life — your individual life — has no intrinsic value. You are a wart upon the face of an absolutely impersonal universe. Your aspirations have no fulfillment in the “what-isness” of what is. Your aspirations damn you. Many of the young people who come to us understand this very well because their aspirations as Humanists have no fulfillment, if indeed the final reality is only material or energy shaped by pure chance.
The universe cannot fulfill anything that you say when you say, “It is beautiful”; “I love”; “It is right”; “It is wrong.” These words are meaningless words against the backdrop of this other world view. So what we find is that the abortion case should not have been a surprise because it boiled up out of, quite naturally, (I would use the word again) mathematically, this other world view. In this case, human life has no distinct value whatsoever, and we find this Supreme Court in one ruling overthrew the abortion laws of all 50 states, and they made this form of killing human life (because that’s what it is) the law. The law declared that this form of killing human life was to be accepted, and for many people, because they had no set ethic, when the Supreme Court said that it was legal, in the intervening years, it has become ethical.
The courts of this country have forced this view and its results on the total population. What we find is that as the courts have done this, without any longer that which the founding fathers comprehended of law (A man like Blackstone, with his Commentaries, understood, and the other lawgivers in this country in the beginning): That there is a law of God which gives foundation. It becomes quite natural then, that they would also cut themselves loose from a strict constructionism concerning the Constitution.
Everything is relative. So as you cut yourself loose from the Law of God, in any concept whatsoever, you also soon are cutting yourself loose from a strict constructionism and each ruling is to be seen as an arbitrary choice by a group of people as to what they may honestly think is for the sociological good of the community, of the country, for the given moment.
Now, along with that is the fact that the courts are increasingly making law and thus we find that the legislatures’ powers are increasingly diminished in relationship to the power of the courts. Now the pro-abortion people have been very wise about this in the last, say, 10 years, and Christians very silly. I wonder sometimes where we’ve been because the pro-abortion people have used the courts for their end rather than the legislatures — because the courts are not subject to the people’s thinking, nor their will, either by election nor by a re-election. Consequently, the courts have been the vehicle used to bring this whole view and to force it on our total population. It has not been largely the legislatures. It has been rather, the courts.
The result is a relativistic value system. A lack of a final meaning to life — that’s first. Why does human life have any value at all, if that is all that reality is? Not only are you going to die individually, but the whole human race is going to die, someday. It may not take the falling of the atom bombs, but someday the world will grow too hot, too cold. That’s what we are told on this other final reality, and someday all you people not only will be individually dead, but the whole conscious life on this world will be dead, and nobody will see the birds fly. And there’s no meaning to life.
As you know, I don’t speak academically, shut off in some scholastic cubicle, as it were. I have lots of young people and older ones come to us from the ends of the earth. And as they come to us, they have gone to the end of this logically and they are not living in a romantic setting. They realize what the situation is. They can’t find any meaning to life. It’s the meaning to the black poetry. It’s the meaning of the black plays. It’s the meaning of all this. It’s the meaning of the words “punk rock.” And I must say, that on the basis of what they are being taught in school, that the final reality is only this material thing, they are not wrong. They’re right! On this other basis there is no meaning to life and not only is there no meaning to life, but there is no value system that is fixed, and we find that the law is based then only on a relativistic basis and that law becomes purely arbitrary.
And this is brought to bear, specifically, and perhaps most clearly, in the public schools (I’ll come to that now) in this country. In the courts of this country, they are saying that it’s absolutely illegal, from the lowest grades up through university, for the public schools of this country to teach any other world view except this world view of final material or energy. Now this is done, no matter what the parents may wish. This is done regardless of what those who pay the taxes for their schools may wish. I’m giving you an illustration, as well as making a point. The way the courts force their view, and this false view of reality on the total population, no matter what the total population wants.
We find that in the January 18 — just recently — Time magazine, there was an article that said there was a poll that pointed out that about 76% of the people in this country thought it would be a good idea to have both creation and evolution taught in the public schools. I don’t know if the poll was accurate, but assuming that the poll was accurate, what does it mean? It means that your public schools are told by the courts that they cannot teach this, even though 76% of the people in the United States want it taught. I’ll give you a word. It’s TYRANNY. There is no other word that fits at such a point.
And at the same time we find the medical profession has radically changed. Dr. Koop, in our seminars for Whatever Happened to the Human Race, often said that (speaking for himself), “When I graduated from medical school, the idea was ‘how can I save this life?’ But for a great number of the medical students now, it’s not, ‘How can I save this life?’, but ‘Should I save this life?'”
Believe me, it’s everywhere. It isn’t just abortion. It’s infanticide. It’s allowing the babies to starve to death after they are born. If they do not come up to some doctor’s concept of a quality of life worth living. I’ll just say in passing — and never forget it – it takes about 15 days, often, for these babies to starve to death. And I’d say something else that we haven’t stressed enough. In abortion itself, there is no abortion method that is not painful to the child — just as painful that month before birth as the baby you see a month after birth in one of these cribs down here that I passed — just as painful.

Dear Mr. President,

I know that you receive 20,000 letters a day and that you actually read 10 of them every day. I really do respect you for trying to get a pulse on what is going on out here.

If we want to get on the right track again in this country then we must lower taxes for the job creators.  Dan Mitchell points out that tax policy is not the only policy you need to pay attention to:

There are five major policy areas, each of which counts for 20 percent of a nation’s grade.

  1. Size of government
  2. Regulation
  3. Monetary Policy
  4. Trade
  5. Rule of Law/Property Rights

I’m a big fan of fundamental tax reform, in part because I believe in fairness and want to reduce corruption.

But I also think the flat tax will boost the economy’s performance, largely because lower tax rates are the key to good tax policy.

There are four basic reasons that I cite when explaining why lower rates improve growth.

  1. They lower the price of work and production compared to leisure.
  2. They lower the price of saving and investment relative to consumption.
  3. They increase the incentive to use resources efficiently rather than seek out loopholes.
  4. They attract jobs and investment from other nations.

As you can see, there’s nothing surprising or unusual on my list. Just basic microeconomic analysis.

Yet some people argue that lower tax rates don’t make a difference. And if lower tax rates don’t help an economy, then presumably there is no downside if Obama’s class-warfare tax policy is implemented.

Many of these people are citing David Leonhardt’s column in Saturday’s New York Times. The basic argument is that Bush cut tax rates, but the economy stunk, while Clinton increased tax rates and the economy did well.

The defining economic policy of the last decade, of course, was the Bush tax cuts. President George W. Bush and Congress, including Mr. Ryan, passed a large tax cut in 2001, sped up its implementation in 2003 and predicted that prosperity would follow. The economic growth that actually followed — indeed, the whole history of the last 20 years — offers one of the most serious challenges to modern conservatism. Bill Clinton and the elder George Bush both raised taxes in the early 1990s, and conservatives predicted disaster. Instead, the economy boomed, and incomes grew at their fastest pace since the 1960s. Then came the younger Mr. Bush, the tax cuts, the disappointing expansion and the worst downturn since the Depression. Today, Mitt Romney and Mr. Ryan are promising another cut in tax rates and again predicting that good times will follow. …Mr. Romney and Mr. Ryan would do voters a service by explaining why a cut in tax rates would work better this time than last time.

While I’ll explain below why I think he’s wrong, Leonhardt’s column is reasonably fair. He gives some space to both Glenn Hubbard and Phil Swagel, both of whom make good points.

“To me, the Bush tax cuts get too much attention,” said R. Glenn Hubbard, who helped design them as the chairman of Mr. Bush’s Council of Economic Advisers and is now a Romney adviser. “The pro-growth elements of the tax cuts were fairly modest in size,” he added, because they also included politically minded cuts like the child tax credit. Phillip L. Swagel, another former Bush aide, said that even a tax cut as large as Mr. Bush’s “doesn’t translate quickly into higher growth.” Why not? The main economic argument for tax cuts is simple enough. In the short term, they put money in people’s pockets. Longer term, people will presumably work harder if they keep more of the next dollar they earn. They will work more hours or expand their small business. This argument dominates the political debate.

I hope, by the way, that neither Hubbard nor Swagel made the Keynesian argument that tax cuts are pro-growth because “they put money in people’s pockets.” Leonhardt doesn’t directly attribute that argument to either of them, so I hope they’re only guilty of proximity to flawed thinking.

But that’s besides the point. Several people have asked my reaction to the column, so it’s time to recycle something I wrote back in February. It was about whether a nation should reform its tax system, but the arguments are the same if we replace “a flat tax” with “lower tax rates.”

…even though I’m a big advocate for better tax policy, the lesson from the Economic Freedom of the World Index…is that adopting a flat tax won’t solve a nation’s economic problems if politicians are doing the wrong thing in other areas.

Now let’s pick Ukraine as an example. As a proponent of tax reform, I like that lawmakers have implemented a 15 percent flat tax.

But that doesn’t mean Ukraine is a role model. When looking at the mix of all policies, the country gets a very poor score from Economic Freedom of the World Index, ranking 125 out of 141 nations.

Conversely, Denmark has a very bad tax system, but it has very free market policies in other areas, so it ranks 15 out of 141 countries.

In other words, tax policy isn’t some sort of magical elixir. The “size of government” variable accounts for just one-fifth on a country’s grade, and keep in mind that this also includes key sub-variables such as the burden of government spending.

Yes, lower tax rates are better for economic performance, just as wheels matter for a car’s performance. But if a car doesn’t have an engine, transmission, steering wheel, and brakes, it’s not going to matter how nice the wheels are.

Not let’s shift from theory to reality. Here’s the historical data for the United States from Economic Freedom of the World. As you can see, overall economic policy moved in the right direction during the Clinton years and in the wrong direction during the Bush-Obama years.

To be more specific, the bad policy of higher tax rates in the 1990s was more than offset by good reforms such as lower trade barriers, a lower burden of government spending, and less regulation.

Similarly, the good policy of lower tax rates last decade was more than offset by bad developments such as a doubling of the federal budget, imposition of costly regulations, and adoption of two new health entitlements.

This is why I have repeatedly challenged leftists by stating that I would be willing to go back to Bill Clinton’s tax rates if it meant I could also go back to the much lower levels of spending and regulation that existed when he left office.

The Church Awakens: Whatever Happened to the Human Race?

Though the pall of death loomed over America’s unborn with the Roe decision, the Evangelical Church was not quick to wake from its slumber. While Roman Catholics were faster on point in the battle over the sanctity of human life, Protestants throughout the ’70s largely stayed on the sidelines.

Many longstanding leaders in the pro-life movement who are still active today credit Francis Schaeffer as a key prod who prompted Protestants to enter the fight. Dr. George Grant notes the significance of Schaeffer’s 1979 book and accompanying video, Whatever Happened to the Human Race?, which confronted the issues of abortion, euthanasia, and infanticide; as well as Schaeffer’s best-selling book,A Christian Manifesto, released in 1981, as works that spurred many Evangelicals to engage the arena in defense of life.

Dan Becker of Georgia Right to Life offers these comments:

Francis Schaeffer was the one who brought most of the evangelical church to the pro-life movement itself back in the early ’80s. It was totally absent from the culture completely, prior to anything having to do with the sanctity of life. It wasn’t on the radar of [most] churches [until Schaeffer brought it to their attention].

Jim Zes, a Reformed Baptist who has been fighting for the sanctity of life for many years in the St. Louis area, remembers a billboard Schaeffer took out in a major Florida city that said, in essence, “Abortions clinics are open with permission by the Church of Jesus Christ.”

Schaeffer’s salvo on the Church’s lethargy is a theme that has motivated Zes to remain engaged in this battle for the long haul.

“It doesn’t matter what you believe as long as you’re sincere.” It’s said that all the religions in the world could be wrong, but only one can be right. ‘Truth’ must be true for everyone, or it isn’t true for anyone; and more than that, a truth remains true whether it is believed or not. People used to believe the world was flat – that didn’t change the truth though. Truth is never purely subjective, but open to objective assessment. So, what is truth? The most important question anyone can ask – though just asking it won’t necessarily lead us anywhere. The Roman governor Pilate asked Jesus Christ the same question, and then handed him over for execution, famously washing his hands of the responsibility. No, if we are going to seek out truth, we must be willing to follow where it leads. Some people want to be drifters rather than seekers. Real seekers are on a quest for truth.

“but surely all religions lead to God?”

Many hope to find meaning and purpose through religion. But there are many faiths, and many paths a seeker may take in pursuit of truth. Aren’t they all heading in the same direction? But if we start asking some basic questions we discover how radically different they are. Does the source or essence of the religion come from outside a person or from within? Is it derived from an external power or an inner energy? If it is from outside, what is the nature of this power or cosmic force? Is ‘God’ a thing or a person? Is ‘God’ one or many?

Let’s take for example Islam, Judaism, and Christianity? Aren’t they pretty much the same – they all worship one God? A closer look reveals important differences…

  • To a Muslim, God is above and beyond this world, not involved in the daily lives of his followers, but to be worshipped and obeyed so as to avoid judgement.
  • To a Jew, God is within reach and has a plan for the world and Israel in particular. He communicated with his people through specific individuals – priests, kings and prophets. He is concerned, compassionate, jealous, loving, forgiving.
  • To a Christian, God is personal and perfectly revealed in the life of Jesus Christ – the human face of God. Christianity builds upon the Jewish understanding of God; He is a tri-unity – Father, Son and Spirit – above and beyond the world – yet fully engaged within it and desiring us to know him personally.

Some might think that if all good people follow their own religious pathways it would bring about unity of the faiths, mutual respect, and cooperation leading to world peace. Could all these paths lead to the same destination? If that were the case, there’d be no need to argue about which religion is the true one. But what if all paths do not lead to the same destination? As we’ve seen, religious traditions and beliefs differ significantly from one another. Some teach that there are many gods, others that there is only one; some that God is personal, others that God is not. They cannot all be true, and thus it cannot be true that all religions lead to the same destination.

Christianity is the only religion that claims man cannot earn his way to God, but that it is a gift of God through faith. But Christianity’s claim to exclusivity is not for a ‘religion’ – but for a person; that Jesus Christ is the only true Saviour. Even membership of the Christian church does not automatically lead to salvation; only a personal faith response to Christ. Only Christianity teaches that Jesus is God. He cannot be both God and not God. The claims of Jesus are unique. ‘I am the way and the truth and the life. No one comes to the Father except through me’. There are really only three possible responses to his claim – to believe him, to disbelieve him or to withhold belief. The choice is ours.

In his youth, goalkeeper Iain Brunnschweiler played guitar alongside Coldplay drummer Will Champion in a little-known Southampton band called Fat Hamster.”

Brunnschweiler recalled: “We were quite young when we first knew each other, about 12 or 13 years old, and we used to go to the youth activities group at Highfield Church. Will lived in Portswood and I lived in Glen Eyre and we got together with another lad, David Milln, to form a three-piece band. I played the guitar and tried to sing, but I was absolute rubbish!”

While former Hampshire Cricket wicket-keeper Brunnschweiler went on to excel in sport, his old bandmates followed musical careers.

“Will went off to university at UCL in London and met up with Chris Martin and the others to form Coldplay and David’s now a successful drum and bass DJ called DJ Sciphi,” said the 27-year-old, who combines his Totton goalkeeping duties with the role of assistant coach at Hampshire Cricket.

He laughed: “Out of the trio, you’ve got one who plays in one of the world’s biggest bands, one who’s had some singles out as a DJ and me who’s got nothing to do with music any more.Recording a song for Wembley with Totton is the height of my musical career!”

Chris Martin revealed in his interview with Howard Stern that he was rasied an evangelical Christian but he has left the church. I believe that many words that he puts in his songs today are generated from the deep seated Christian beliefs from his childhood that find their way out in his life. His belief in being generous with charities, and the fact Coldplay’s songs  deal so much with death and the search for meaning and purpose of life (similar to Solomon’s search in Ecclesiastes), that our actions are being watched, and Chris describes different ways God tries to reveal himself to us, and many songs deal with trying to find a way to an afterlife and heaven, and he stills uses Christian terms like being “blessed” and “grateful.”

Up to this point many people may be saying that this is all based on some pretty flimsy evidence. However, one of the most revealing things came out when Chris wrote the song “Viva La Vida.” He had previously said he left Christianity because of the biblical view of eternal damnation but what does Chris do with the evil king in the song “Viva La Vida?”  Q Magazine asked Chris Martin about the lyric in this song “I know Saint Peter won’t call my name.” Martin said,  “It’s about…You’re not on the list… Its always fascinated me that idea of finishing your life and then being analyzed on it…That is the most frightening thing you could possibly say to somebody. Eternal damnation.  I know it. It’s mildly terrifying to me. And this is serious.”

Maybe we have heard the last of this journey from Chris?

Europe is going down the tube but we are heading their way (includes editorial cartoon)

I have put up lots of cartoons from Dan Mitchell’s blog before and they have got lots of hits before. Many of them have dealt with the economy, eternal unemployment benefits, socialism,  Greece,  welfare state or on gun control.

It is sad to me that we can’t learn from history. So many european countries are so far down the socialist road that there is little economic growth and there is massive budget problems. Under Obama we are heading the same way as this cartoon demonstrates today on Dan Mitchell’s blog.

Too bad I didn’t have this Glenn Foden masterpiece when I did the political cartoonist contest last week.

I think it’s better than my previous favorite of his (about the “private sector doing fine”), and it’s thematically quite similar to the famous “European lemming” cartoon from Ramirez.

One tiny correction, though. The Europeans aren’t socialists anymore. It’s more accurate to describe the policy in France, Italy, and elsewhere as cronyism, corporatism, or statism.

Though Thomas Sowell prefers to use an even harsher adjective when analyzing Obama’s approach.

What about providing some evidence that Obama’s making America more like Europe? Well, just check out the data from the latest Economic Freedom of the World annual report.

There are now six European nations that score above the United States, including two of my favorite places – Switzerland and Estonia!

It doesn’t justify his bad policies, but it’s worth noting that Obama’s merely continuing a bad trend that started under Bush.

Dear Mr. President,

I know that you receive 20,000 letters a day and that you actually read 10 of them every day. I really do respect you for trying to get a pulse on what is going on out here.

Basically Bill Clinton meant that we are all tied to the federal government to have many of our needs met when he said at the Democratic National Convention, “We’re all in this together.” I reject that philosophy and hope that America will turn away from that kind of slavery to the federal government mentality.

My response:

The Democrats are counting, as they always have, on widespread economic ignorance. And Bill Clinton captured it perfectly last night when he contrasted the alleged Republican philosophy — “You’re on your own” — with the Democratic philosophy — “We’re all in this together.” I say “alleged” because no Republican says or believes what the Democrats claim, whereas both Clinton and Obama have repeatedly said “We’re all in this together.”

Republicans don’t say that because they recognize the fundamental place of cooperation — whether economic or charitable — in human affairs, and the role of government in providing “public goods” like national defense, clean air, and infrastructure — as well as certain “private goods” if voluntary measures prove insufficient. They believe, in short, in a free society.

By contrast, if “we’re all in this together” — and let’s be clear, when Democrats say that they aren’t talking about voluntary associations but about government programs — then we’re all dependent on government for our retirement, our health care, our education, and on and on. What better example than the Obama campaign’s much ridiculed ”Life of Julia“? The problem with that vision is that it’s a cruel hoax. Wherever it’s been tried, including in America, it’s failed. Social Security, Medicare, and Medicaid are all going broke. And even where our massive public programs hobble on, they’re massively inefficient compared to private alternatives. In pursuit of “fairness” — read, “free goods” — you can tax the rich only so far. That’s the economic ignorance that’s underneath the siren song that “we’re all in this together.”

Joycelyn Elders was the first black Surgeon General of the USA and I have a picture of her with Dr. C. Everett Koop taken in 1993. I used to watch her husband Oliver coach at Hall High School and he always had a great basketball team. Sidney Moncrief was one of star players in the past.

On 2-25-13 we lost a great man when we lost Dr. C. Everett Koop. I have written over and over the last few years quoting Dr. C. Everett Koop and his good friend Francis Schaeffer. They both came together for the first time in 1973 when Dr. Koop operated on Schaeffer’s daughter and as a result they became close friends. That led to their involvement together in the book and film series “WHATEVER HAPPENED TO THE HUMAN RACE?” in 1979.

In the film series “WHATEVER HAPPENED TO THE HUMAN RACE?” the arguments are presented  against abortion (Episode 1),  infanticide (Episode 2),   euthenasia (Episode 3), and then there is a discussion of the Christian versus Humanist worldview concerning the issue of “the basis for human dignity” in Episode 4 and then in the last episode a close look at the truth claims of the Bible

In this 1979 film series they dealt with the big social issues and predicted what social problems we have in the future because of humanism. For instance, they knew that the Jack Kevorkians of the world would be coming down the pike. They predicted that there was a slippery slope from abortion to infanticide to youth euthanasia brought on by the materialistic worldview.

Chuck Hagel is, of course, not the first presidential nominee to face stiff opposition in the Senate. In 1981, Democrats spent eight months battling the nomination of C. Everett Koop to be surgeon general. Ronald Reagan’s choice of Koop, who was known as an outspoken foe of abortion, was seen as a sop to rightwing evangelicals and to the new right, which had successfully used opposition to abortion as a wedge issue to defeat Democrats in the 1980 election. But Koop, who died on Monday at age 96, turned out to be one of the great surprises of the Reagan years. By the time he left office in 1989 the same people who had vilified him as Dr. Kook were singing his praises, and in 1995, Bill Clinton awarded Koop the Medal of Freedom.

Koop did change his views in office, but he was also misjudged by both supporters and detractors. Koop was a highly respected surgeon, the founder of the department of pediatric surgery at Children’s Hospital in Philadelphia. He was also a devout Christian and impassioned foe of abortion. In 1975, Koop and theologian Harold O.J. Brown met at Billy Graham’s home in Minneapolis to found the Christian Action Council (CAC), the first Protestant lobby against abortion. Koop wrote two books against abortion, including a 1979 tract with evangelist Francis Schaeffer, Whatever Happened to the Human Race. Koop and Schaeffer also produced an anti-abortion movie of the same name that they took around the country. It featured photos of dolls, symbolizing aborted babies, strewn over the floor of the Dead Sea.

Koop’s position on abortion was entirely uncompromising. In The Right to Live, the Right to Die, Koop explained how he had once believed that “Christian compassion” allowed for abortion in “hard cases,” but that under the influence of Brown he had decided to taken an absolute stand “for the sanctity of life.” Koop also saw the issue of abortion in the most extreme moral and religious terms. “The legalization of abortion on demand in the United States,” Koop wrote, “will someday be looked upon by historians as the last turning point of a materialistic society in abandoning the advantages accruing to our society from a Judeo-Christian heritage.”

Prior to becoming surgeon general, Koop’s other social views were equally conservative. He denounced “women’s lib” and “gay pride” for encouraging “anti-family trends.” He declared that the establishment of “government-subsidized childcare centers” was a sign that the U.S. was following the same path as “Hitler’s Germany.” And his religious views were, if anything, even more extreme. Raised in the Dutch Reform Church, Koop was not only a Fundamentalist who rejected the theory of evolution, but also a Calvinist who believed, in Harold O. J. Brown’s words, that “government has the obligation to uphold fundamental principles of morality.” In The Right to Live, the Right to Die, Koop defended the practice of outlawing “private activity … repugnant to the moral sensitivity of the American people. That is why we have laws against such seemingly private engagements as homosexuality, sodomy, prostitution, and adultery.”

But even before taking office, Koop’s views diverged from the radical conservative of the day. Koop had no interest in using abortion as a political wedge issue. His anti-abortion activity was not part of a broader political agenda; it was entirely an expression of his religious belief. Koop worked against abortion in the same spirit that he worked with MAP International—a Third World medical relief agency—or with Philadelphia’s Evangelical Family and Child Service. Koop distrusted the rightwing anti-abortion lobbies. “He was really suspicious of ideology,” Brown explained, “so where you have political ideology that is being presented as a sort of necessary consequence of a theological position he was very suspicious of that.”

In addition, as his colleagues from Philadelphia testified at his hearings, Koop viewed his responsibility as a “health man” as being above politics. He saw “the office” of surgeon general as having a certain function that must be performed regardless of the surgeon general’s own beliefs and wishes. For instance, if there were a conflict between protecting the public health and condoning what he believed were immoral actions, the surgeon general would have to protect the public health. Similarly if there were a conflict between medical evidence and religious belief, then the surgeon general would have to act on the basis of medical evidence even if doing so went against his religious beliefs. From the beginning, this distinction put him at odds with new right activists who wanted him to use his position as a bully pulpit for their political agenda.

Koop first offended Reagan conservatives, including his chief Senate sponsor, North Carolina Republican Senator Jesse Helms, by his outspoken campaign against tobacco products. At issue was not merely an important Republican constituency, Southern tobacco growers, but also the administration’s unequivocal support for free enterprise. In May 1984, Koop issued a blistering condemnation of smoking and the tobacco industry. Attacking the effects of “passive smoking,” when non-smokers were forced in inhale smoke from others’ cigarettes, Koop called for a “smokeless society by the year 2000.” Koop also endorsed smoking bans in workplaces and other public places. In response, Helms called for his resignation, and the administration sabotaged his attempt to strengthen anti-smoking regulations.

Koop clashed directly with the administration two years later when he came out in favor of a bill banning cigarette advertising. White House Chief of Staff Don Regan had tried to prevent his appearing before Henry Waxman’s House Subcommittee on Health and the Environment, but Regan finally agreed to Koop’s appearance on the condition that a Justice Department official accompany him and speak against the bill. An incredulous Koop put on his best Dr. Johnson imitation when Ohio Rep. Buz Lukens defended cigarette advertising on the grounds that “more discussion… is the answer rather than less.” Koop replied, “I don’t think advertising, sir, is discussion.”

But Koop really began to alienate the Republican right when he started taking positions on the growing AIDS epidemic. New right conservatives like Paul Weyrich and Howard Phillips blamed the AIDS epidemic on homosexuals, and wanted the Reagan administration to use the epidemic to point out the immorality of homosexuality. During Koop’s first term, his immediate superior, Assistant Secretary Edward Brandt, ordered him not to take a public position on AIDS, but after Brandt resigned, Koop began answering reporters’ questions on the epidemic. Then, after the 1984 election, Reagan, put on the defensive about the administration’s lack of action on the disease, asked Koop to prepare a report.

After personally going through 27 drafts, Koop issued his report in October 1986. Koop’s report tried to calm the rising hysteria about AIDS by explaining that it could not be spread through casual social contact, but the report raised hackles on the right by calling for sexual education about AIDS in elementary school and by advocating the use of condoms by heterosexuals and homosexuals to prevent the spread of infection. Koop also addressed directly the new right’s attempt to blame the epidemic on gays. “At the beginning of the AIDS epidemic many Americans had little sympathy for people with AIDS,” Koop wrote. “The feeling was that somehow people from certain groups ‘deserved’ their illness. Let us put those feelings behind us. We are fighting a disease, not a people.”

Koop’s position was based on the assumption that as a “health man” he had to recommend programs that protect the public health even if they indirectly condoned behavior that he disapproved of. “With AIDS,” Koop later explained, “the law has to wink at certain things. If you find all the prostitutes in a given community are infected, you have to step in and do something about it.” Koop also believed that AIDS education had to be credible. “When you approach the 70 percent of sexually active teenagers and tell them to just say no, they laugh at you,” Koop said.

Koop’s pamphlet created a furor on the right. In its January 1987 issue, Conservative Digest charged that Koop is “proposing instructing in buggery for schoolchildren as young as the third grade on the spurious grounds that the problem is one of ignorance and not morality.” National Review accused Koop of “criminal negligence” in recommending the use of condoms. In response, Koop accused National Review of “letting politics and ideology supersede science.”

There is no doubt that Koop’s actions reflected his view that as surgeon general he had to act as a “health man” rather than as a moralist. But when Koop talked about the issues raised by the AIDS epidemic, it became evident that his morals have also changed. Koop has lost some of his most extreme Calvinist convictions. In talking about AIDS, Koop went out of his way not to blame the gay community. He now rejected the idea that the state should pass laws against homosexuality. “I don’t think such laws are enforceable,” he said.  

Koop’s attitudes changed because of his encounter with the AIDS epidemic. “He suffers with the disease of AIDS and he suffers with prospect of millions of being affected. This is an agonizing situation for him, and it is very unsettling,” Harold O.J. Brown explained. Koop let the struggle against AIDS color his views on a wide range of subjects in the same way the he once let the struggle against abortion color his view of “women’s lib.” He no longer condemned homosexuality, because he saw homosexuals as innocent victims of a terrible disease. He turned away from the right and from his former allies because he believed they lack compassion for AIDS victims.

Koop’s last controversial act as Surgeon General was a report on the psychological effects of abortion is bound to raise new questions about whether he had abandoned his absolute opposition to abortion. Ironically, Reagan had asked Koop to do the report to mollify pro-life lobbyists angered by the administration’s unwillingness to press their case defending the dismissal of a pro-life activist at Health and Human Services. White House aide Dinesh D’Souza had convinced the president that by documenting the terrible psychological effects of abortion, Koop’s report would lay the basis for overturning Roe v. Wade. But in preparing the study, Koop acted as a “health man” rather than as an anti-abortion activist.  He and several staff people went over the scientific evidence carefully, and became convinced that past studies demonstrating post-abortion stress were flawed.

Koop remained unalterably opposed to abortion, but he remained a professional committed to medical science and to the responsibilities of his office. “What has given me so much trouble in this job from the right,” Koop told me in 1988 when I did a profile of him for The New Republic, “is that I separate ideology, religion and other things from my sworn duty as a health officer in this country.” Koop remains a stirring example—to both left and right—of how a public official should conduct himself. He was one of the most impressive officials I ever had the chance to interview.

Joycelyn Elders was born Minnie Lee Jones in Schaal, Arkansas on August 13, 1933. In college, she changed her name to Minnie Joycelyn Lee (later using just Joycelyn). In 1952, she received her B.A. in biology from Philander Smith College in Little Rock, Arkansas. After working as a nurse’s aid in a Veterans Administration hospital in Milwaukee for a period, she joined the Army in May, 1953. During her 3 years in the Army, she was trained as a physical therapist. She then attended the University of Arkansas Medical School, where she obtained her M.D. degree in 1960. After completing an internship at the University of Minnesota Hospital and a residency in pediatrics at the University of Arkansas Medical Center, Elders earned an M.S. in Biochemistry in 1967.

Elders then received a National Institutes of Health career development award, also serving as assistant professor in pediatrics at the University of Arkansas Medical Center from 1967. She was promoted to associate professor in 1971 and professor in 1976. Her research interests focused on endocrinology, and she received certification as a pediatric endocrinologist in 1978. She became an expert on childhood sexual development.

In 1987, Elders was appointed Director of the Arkansas Department of Health by then-Governor Bill Clinton. Her accomplishments in this position included a ten-fold increase in the number of early childhood screenings annually and almost a doubling of the immunization rate for two-year-olds in Arkansas. In 1992, she was elected President of the Association of State and Territorial Health Officers.

Elders became Surgeon General of the Public Health Service on September 8, 1993, appointed by President Clinton. She was the first African American to serve in the position. As Surgeon General, Elders argued the case for universal health coverage, and was a spokesperson for President Clinton’s health care reform effort. She was a strong advocate for comprehensive health education, including sex education, in schools. She was outspoken in her views, and was forced to resign after only 15 months in the position as a result of a controversial remark about sex education. Her last day in office was December 31, 1994. She returned to the University of Arkansas Medical Center as professor of pediatrics.

The government’s budget deficit in 2009 was $1.5 trillion. Many have suggested raising taxes on the rich to cover the difference between what the government collected in revenue and what it spent. Is that a realistic solution? Economics professor Antony Davies uses data to demonstrate why taxing the rich will not be sufficient to make the budget deficit disappear. He says, “The budget deficit is so large that there simply aren’t enough rich people to tax to raise enough to balance the budget.” Instead, it’s time to work on legitimate solutions, like cutting spending.

There are many states that really go after the rich in a big way with their state income tax. Evidently that is not the way to go if you want your economy to grow.

New Evidence Shows States with No Income Tax Grow Faster and Create More Jobs

One of the key ways of controlling state and local tax burdens, according to this map from the Tax Foundation, is to not have an income tax.

But that’s not too surprising. States have just a couple of ways of generating significant tax revenue, so it stands to reason that states without an income tax would have relatively low tax burdens.

Light-blue states have no broad-based income tax

The more important question is whether this approach leads to better economic performance. The evidence is pretty clear that zero-income-tax states grow faster and create more jobs.

I’ve already shared some important research on this topic, including this review of research in the Cato Journal by Richard Rahn, as well as this summary of similar analysis in Rich States, Poor States by Art Laffer and Steve Moore.

There’s even some evidence that people in low-tax states are happier than those in high-tax states, though I’m not sure that I trust that kind of subjective research since there’s also a study showing people are happier in high-tax nations.  (at least, unlike Brazil, nobody in the U.S. is talking about making happiness a responsibility of government).

Let’s return to the more substantive topic of taxes and economic performance. There’s a column examining this issue in today’s Wall Street Journal. Authored by two experts from the Kansas Policy Institute, it finds that states with no income tax have a lower burden of government spending.

In the midst of a dismal recovery where every job counts, one fact stands out: States that tax less achieve better economic performance. …The secret to having low taxes is controlling spending, and that’s exactly what low-tax-burden states do. States with an income tax spent 42% more per resident in 2011 than the nine states without an income tax. …Every state has public schools, social-service programs, prisons, etc. Some just find ways to provide essentially the same basket of services at lower prices.

They also reveal that lower taxes and lower spending translate into more growth and prosperity.

States that allow taxpayers and employers to keep more of their earnings are reaping the benefits. States without an income tax have significantly better growth in private sector GDP (59% versus 42%) over the last 10 years. They increased the number of jobs by 4.9% while jobs in the rest of the states declined by 2.6%. States without an income tax gained population (+5.5%) from domestic migration (U.S. residents moving in and out of states) while all other states as a whole lost 1.3% of population between 2000 and 2009.

The migration data is particularly powerful, and it’s one of the reasons why California’s class-warfare tax policy is so suicidal and why Texas is growing so rapidly. As I’ve said many times before, tax competition is a critical way of disciplining profligate governments and rewarding jurisdictions with more responsible fiscal policy.

Last but not least, if you want a powerful example of why income taxes are economic poison, read this research showing how Connecticut’s economic performance dropped after imposing a state income tax about 20 years ago.

P.P.S. Here’s the famous Moocher Index of state dependency, and you’ll notice that states with no income tax are more likely to be near the bottom of the list (with Alaska being a notable – but not surprising – exception).
