Sequester Cartoons from Dan Mitchell’s blog Part 3

I have put up lots of cartoons from Dan Mitchell’s blog before and they have got lots of hits before. Many of them have dealt with the economy, eternal unemployment benefits, socialism,  Greece,  welfare state or on gun control.

These sequester cartoons from Dan Mitchell’s blog have been great but today he has about 1/2 cartoons that are much more funny than the past ones. Obama’s scare tactics make for real funny cartoons.

I shared some sequester cartoons last month, but I didn’t think they hit the nail on the head.

As regular readers know, I want the message to be focused.

  1. The problem is spending, not deficits.
  2. Government is too big.
  3. The sequester is a good thing, albeit too small.
  4. Obama and the other politicians are engaging in hysterical hyperbole to protect special-interest spending.

I think that message is slowly sinking in, which is why I was much happier about the next batch of sequester cartoons.

Now we have an embarrassment of riches. Enjoy (and widely share) this set of cartoons.

We’ll start with Michael Ramirez, who uses pie charts to show how much bigger government is today and how the sequester is just crumbs.

And here’s one from Ed Gamble showing the President engaging in fear tactics, though both Ramirez and Gamble are wrong about the “cuts.” The sequester cuts $85 billion of “budget authority,” but that translates into only $44 billion of “budget outlays.”

That’s just 1.2 percent of FY2013 spending. And remember that this means spending will still go up compared to FY2012 – as I explained in my most recent interview.

I’m especially fond of this Glenn Foden cartoon since I’m sick and tired of the absurd hyperbole from the interest groups in DC.

Makes me wish I could bop a few Chicken Little characters on the head.

Here’s one from A.F. Branco, which I also like because it simultaneously mocks Obama’s Keynesian mindset while showing that the real danger is an ever-rising burden of government spending.

Last but not least, Lisa Benson makes fun of Obama for his never-ending efforts to instill panic.

Let’s keep our fingers crossed that the sequester happens on March 1. Then, even if the Obama Administration deliberately tries to cause inconvenience for the American people, we’ll see that the world doesn’t come to an end.

Who knows, maybe that will even lead lawmakers to think they can impose some real fiscal restraint, as we’ve recently seen in countries like Estonia and in the 1990s by nations such as Canada and New Zealand.

We have to change the economic direction of our country!!! The Heritage Foundation gives us a plan to get our country on a firm financial basis again.

But as Heritage’s Matt Spalding has written, “it will be a turning point in American history: Either our leaders will guide the country even further along the road to ‘progressivism’ or they will begin a long, slow turn back toward the principles of the American Founding.”

“The federal government has acquired an all but unquestioned dominance over virtually every area of American life,” Spalding says. “It acts without constitutional limits and is restricted only by expediency, political will, and (less and less) budget constraints.”

The Heritage Foundation recently published Changing America’s Course, which gives our political leaders recommendations on how to stay within the limits of the Constitution.

To put America on a path toward preserving and growing freedom, Spalding says, “The first step is to reduce the size and scope of government and unleash the engines of economic productivity and the institutions of cultural renewal.”

It is possible to change America’s course.

On 2-25-13 we lost a great man when we lost Dr. C. Everett Koop. I have written over and over the last few years quoting Dr. C. Everett Koop and his good friend Francis Schaeffer. They both came together for the first time in 1973 when Dr. Koop operated on Schaeffer’s daughter and as a result they became close friends. That led to their involvement together in the book and film series “WHATEVER HAPPENED TO THE HUMAN RACE?” in 1979.

In the film series “WHATEVER HAPPENED TO THE HUMAN RACE?” the arguments are presented  against abortion (Episode 1),  infanticide (Episode 2),   euthenasia (Episode 3), and then there is a discussion of the Christian versus Humanist worldview concerning the issue of “the basis for human dignity” in Episode 4 and then in the last episode a close look at the truth claims of the Bible. 

In this 1979 film series they dealt with the big social issues and predicted what social problems we have in the future because of humanism. For instance, they knew that the Jack Kevorkians of the world would be coming down the pike. They predicted that there was a slippery slope from abortion to infanticide to youth euthanasia brought on by the materialistic worldview.

Actually I have written the President several times about abortion and have received several responses from the White House. In several of the letters I emailed to the White House I included links to the episodes of “WHATEVER HAPPENED TO THE HUMAN RACE?” and in one letter I included the article Francis Schaeffer and C. Everett Koop’s Invaluable Impact on Pro-Life Evangelicalism written by Dr. Richard Land from 2003.

I have received several form letter responses from the White House and the most popular goes like this:

Sanctity of Life Sunday began in 1983 when the Christian Action Council (now known as Care Net), founded with the help of Francis Schaeffer and former Surgeon General C. Everett Koop, “asked President Ronald Reagan to create a special day to focus on the intrinsic value of human life.”

In the film series “WHATEVER HAPPENED TO THE HUMAN RACE?” in the first episode “Abortion of the Human Race” Dr. Koop takes on the lies of the abortion crowd. One of those lies is that abortion will keep down child abuse numbers. Child abuse has been rising dramatically in the last forty years. 

In 1972 there were 60,000 reported child-abuse incidents in the U.S.  In
1976, the number had soared to over 500,000!  Child Abuse is now the fifth most frequent cause of death among children.  (Francis Shaeffer and Dr.  C.  Everett Koop, “Whatever Happened to the Human Race?”, Crossway Books, Westchester, IL., )

At the 32 minute mark in the episode you will see Dr. C. Everett Koop make this comment (in 1979):

There are those who try and justify abortions by saying that abortions get rid of unwanted children and therefore will cut down on child abuse, but consider this, since 1973 there have been 6 million abortions in the USA and there are therefore 6 million fewer children than there would have been without the liberal abortion ruling and yet child abuse has increased in incidents year by year from that date.

Dr. Koop went on to point out concerning the Hippocratic oath:

The graduates of American medical schools have traditionally taken the Hippocratic oath, which goes back more than two thousand years at the time of their commencement. The Declaration of Geneva (adopted in September 1948 by the General Assembly of the World Medical Organization and modeled closely on the Hippocratic oath) became used as the graduation oath by more and more medical schools. It includes, “I will maintain the utmost respect for human life; from the time of conception.” This concept for the preservation of human life has been the basis of the medical profession and society in general. It is significant that, when the University of Pittsburgh changed from the Hippocratic oath to the Declaration of Geneva in 1971, the students deleted “from the time of conception” from the clause beginning “I will maintain the utmost respect for human life.” The University of Toronto School of Medicine has also removed the phrase “from the time of conception” from the form of oath it now uses.

There is a question that I have asked pro-abortionists over and over and they just don’t like answering it. It comes also from the first episode of “WHATEVER HAPPENED TO THE HUMAN RACE.” Dr. Koop put forth the question:

My question to the pro-abortionist who would not directly kill a newborn baby the minute it is born is this, “Would you have killed it a minute before that or a minute before that or a minute before that or a minute before that?” You can see what I am getting at. At what minute does an unborn baby cease to be worthless and become a person entitled to the right to life and legal protection?

Died: C. Everett Koop, Surgeon General Who Taught Evangelicals To Hate Abortion

(UPDATED) Koop brought abortion into the social conscience of American evangelicals.

C. Everett Koop, the Christian physician and former U.S. Surgeon General who brought abortion to the forefront of evangelical social action, died today at 96.

Together with theologian Francis Schaeffer (they met when Koop operated on Schaeffer’s daughter), Koop—a pioneering pediatric surgeon—exposed the issues of abortion and euthanasia in a series of films and books in the early 1980s. Their arguments began the movement against abortion that continues within American evangelicalism today.

(Editor’s note: Philip Yancey wrote a 1989 CT cover story on Koop’s embattled career spent attempting to “fight disease, not people.”)

A graduate of Dartmouth College, Cornell Medical College, and the University of Pennsylvania, Koop established the first neonatal surgical intensive care unit and was the first surgeon to separate twins conjoined at the heart, according to the National Institutes of Health (NIH).

“Operating on newborns with life-threatening birth defects, spending nights at the bedside of a sick or dying child, and consoling bereaved parents gained Koop acclaim as a pioneering surgeon and empathic healer, and led him to reexamine his Christian faith and the ethical implications of medical procedures, above all abortion and euthanasia,” his NIH biography said.

During Koop’s seven years in office, NBC News reports:

Koop changed the previously low-profile position of surgeon general into a bully pulpit for seven years during the Ronald Reagan and George H. W. Bush administrations.Yet, as an evangelical Christian, he surprised conservatives when he endorsed condoms and sex education—in order stop the spread of AIDS, which blossomed into a national epidemic on his watch.

He also embarked on a mission to end smoking in the United States by 2000. A former pipe smoker, he said cigarettes were as addictive as heroin and cocaine.

Koop continued to speak out on abortion as recently as 2009, when he wrote and hand-delivered a letter to Congress to voice his opposition to proposed federal funding for the procedure.

In addition to Yancey’s cover story on Koop’s career, CT featured his thoughts on death and dying in an essay Koop wrote called “The End Is Not the End.” CT’s first interview with Koop was in 1973 when he and five other evangelical scholars discussed technology and bioethics.

According to a recent poll, 74 percent of likely voters are extremely or very concerned about the current level of government spending. And 58 percent think the level of spending is unsustainable.

Is the public right? Is Washington bankrupting America? Some facts from the video:

Spending per household has risen over 40 percent in the last 10 years and is set to do so again in the next 10 pushing debt (and interest on the debt) to unprecedented levels. But that’s just a result of PAST spending…

Our government owes $106 trillion in FUTURE spending commitments – that cannot be paid for.

We can solve it, but politicians will have to make tough choices. Increasing taxes can’t do the trick ($106 trillion is equivalent to taking all of the taxable income from every American nine times over), nor is it fair to saddle taxpayers with a problem created by government irresponsibility.

We need real spending reform. Merely returning to the spending per household levels of the 1990s would balance the budget in three years.

I wish we would eliminate several departments of the federal government  and in the process get back to the vision of founders. That is what the GOP Platform has done in 2012. Take a look at this article below by Dan Mitchell of the Cato Institute.

I wish the Republican Platform was binding.

Too bad it’s meaningless fluff

Why? Because the GOP, for all intents and purposes, has just proposed to eliminate the Department of Education, the Department of Housing and Urban Development, the Department of Energy, the Department of Agriculture, the Department of Transportation, the Department of Health and Human Services, along with a host of other government programs, agencies, and departments.

More specifically, they endorsed the 10th Amendment to the U.S. Constitution, which means they put themselves on record in favor of getting rid of all federal spending and intervention that is inconsistent with the Founding Fathers’ vision of a limited central government.

Here’s some of the story, as reported by The Hill,

All federal spending should be reviewed to ensure powers reserved for the states are not given to the federal government, according to the GOP platform approved Tuesday. The platform language is meant to ensure all federal spending meets the requirements of the 10th amendment, which prohibits state powers from being given to the feds. “We support the review and examination of all federal agencies to eliminate wasteful spending, operational inefficiencies, or abuse of power to determine whether they are performing functions that are better performed by the States,” the platform reads. “These functions, as appropriate, should be returned to the States in accordance with the Tenth Amendment of the United States Constitution.”

For those of you who don’t have your Cato Institute pocket Constitutions handy, here’s what the 10th Amendment says.

The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

In other words, the 10th Amendment is basically a back-up plan to re-emphasize that the federal government was prohibited from exercising power in any area other than what is specified in the enumerated powers section of Article I, Section VIII.

And if you look at those enumerated powers, that pretty much invalidates much of what happens in Washington.

That’s the good news. The bad news is that the Republican platform will have less impact on a potential Romney presidency than this blog.  In other words, Republicans don’t intend to live up to this promise. Heck, they don’t even know that they have such a position. That’s why I included the asterisk in the title and must draw your attention to this fine print.

*Offer not good when GOP holds power.

But I suppose it’s good that they included this language in the platform, even if it’s merely empty political rhetoric

P.S. If they did abide by the 10th Amendment, it means that Obamacare also would be repealed.

P.P.S. Yes, this implies limits on democracy. Our Founding Fathers, contrary to E.J. Dionne’s superficial analysis, were opposed to untrammeled majoritarianism and wanted to make sure 51 percent of the people couldn’t vote to rape and pillage 49 percent of the people.

Dear Mr. President,

I know that you receive 20,000 letters a day and that you actually read 10 of them every day. I really do respect you for trying to get a pulse on what is going on out here.

Is Greece going broke before the USA? We got to control the entitlement mentality. Will you take the bull by the horns and do something about this, Mr. President?

I wrote yesterday that the United Kingdom is doomed because there isn’t a political party with the vision or courage to restrain the welfare state.

At various points, I’ve also expressed pessimism about the future of France, Germany, Italy, Spain, Ireland, and even the United States.

Simply stated, almost all western nations suffer from the same toxic combination of dependency, demographic decline, and poorly structured entitlement programs.

But some nations are heading in the wrong direction more rapidly than others, and Greece is best example (perhaps I should say worst example?) of a country that is careening toward catastrophe.

It’s such a basket case that I’m not sure whether the politicians or the people deserve the lion’s share of the blame.

  •  The politicians deserve blame because they treat public office as a tool for self-enrichment and self-aggrandizement, largely by steering taxpayer money to friends, cronies, contributors, and supporters. Sometimes they do this in a search for votes. Sometimes in a search for cash.
  •  The people deserve blame because they view the state as a magical source of freebies and they see no economic or moral problem with using a coercive government to steal from fellow citizens. They realize the system is corrupt, which is why they seek to evade taxes, but that doesn’t stop them from trying to live at the expense of others.

In a best-case scenario, this type of dysfunctional system reduces prosperity. But when the number of people mooching off the state reaches a critical mass (as illustrated by these two cartoons), then you get societal meltdown.

Which is a good description of what’s happening in Greece.

And even when the government is on the verge of collapse and there’s pressure for reform, the political elite somehow figure out how to screw things up.

The latest example is the possible creation of “special economic zones.” When I first glanced at the story excerpted below, I thought this meant the Greek government was going to create something akin to “enterprise zones” featuring lower tax rates and less red tape.

Because I’m a supporter of the law applying equally to everybody, I’m not a big fan of such policies. I want to reduce the burden of government, of course, but I want that approach for entire countries, not just a handful of areas selected by politicians.

But at least the concept is good, right?

Not when Greek politicians are involved. They have taken the worst features of enterprise zones and combined them with the worst features of redistributionism. Here’s some of the story from Ekathimerini.

The government is paving the way for negotiations with the European Commission regarding the creation of special economic zones (SEZ) in Greece, Development Minister Costis Hatzidakis confirmed on Tuesday in Athens. …“SEZ will give a boost to the basis of the real economy,” said Hatzidakis, reiterating that the existing labor legislation will be fully respected. ..This forms part of the 10-point priority plan Hatzidakis announced yesterday aimed at boosting growth. Changes to the investment incentives law and the fast-track regulations will be completed within the next 15 days. The bill to be prepared will include subsidies of up to 80 percent for smaller companies… Public-private partnerships will be used for bolstering regional growth.

So the zones will keep all the bad labor laws, but provide big subsidies and create “public-private partnerships” (i.e., cronyism).

I hate to sound negative all the time, but that sounds precisely like the kind of nonsense that put Greece in a ditch to begin with.

To be fair, the article does talk about targeted tax relief and accelerated procedures for dealing with red tape. But that’s not exactly good news. Targeted tax cuts are a form of discrimination and they create an environment favorable to lobbying and corruption. And while it seems like good news to approve licenses more quickly, why not just get rid of bureaucratic hurdles? After all, this is the country (this is not a joke) that requires stool samples from entrepreneurs seeking to set up online companies.

It’s very hard to have any optimism after reading this type of story. Greece surely is an example of statism run amok, but let’s return to the point I made above about almost all other western nations heading in the same direction. Greece may be closest to the fiscal cliff, but the rest of us are driving in the same direction.

And if you think this is overheated rhetoric (yes, I’m prone to hyperbole), check out these dismal numbers from the Bank for International Settlements and the Organization for Economic Cooperation and Development.

P.S. The BIS and OECD numbers show that the United States is in worse shape – in the long run – than every European welfare state. I assume this is largely based on assumptions of health care spending rising more rapidly in America. The bad news is that this is a reasonable assumption (thanks to our third-party payer problem). The good news is that we can easily solve the problem with a combination of entitlement reform (which deals with a direct cause of third-party payer) and tax reform (which deals with an indirect cause of third-party payer).

The fact that “the price of hospital care and higher education” has risen much faster than the cost of other goods is not an exogenous variable. Why do those costs rise so much faster? Because the government purchases them, reducing or eliminating the normal effects of supply, demand, and competition.

In today’s Washington Post Lawrence Summers demonstrates with mathematics that you can’t shrink the federal government — as long as (he doesn’t say) you don’t change the tasks you assign to it. True enough, if the government is still going to engage in “sustained deployments” of our military across the globe, and provide retirement income and health care to tens of millions of people, then the size of government isn’t going to shrink. But surely those are the issues we should be debating.

Michael Cannon below notes another key point in Summers’s argument:

[I]ncreases in the price of what the federal government buys relative to what the private sector buys will inevitably raise the cost of state involvement in the economy. Since the early 1980s the price of hospital care and higher education has risen fivefold relative to the price of cars and clothing, and more than a hundredfold relative to the price of televisions.

I would elaborate on Michael’s response. The fact that “the price of hospital care and higher education” has risen much faster than the cost of other goods is not an exogenous variable. Why do those costs rise so much faster? Because the government purchases them, reducing or eliminating the normal effects of supply, demand, and competition. I wrote about this in a 1994 article reprinted in my book The Politics of Freedom responding to an argument made by the economist William Baumol and the scholar-statesman Daniel Patrick Moynihan:

Moynihan identifies a number of services afflicted with Baumol’s disease: “The services in question, which I call The Stagnant Services, included, most notably, health care, education, legal services, welfare programs for the poor, postal service, police protection, sanitation services, repair services . . . and others.” He points out that many of those are provided by government and posits that “activities with cost disease migrate to the public sector.”

But maybe he has it backwards. Maybe activities that migrate to the public sector become afflicted with cost disease. The conservative magazine National Review, which, surprisingly, seems to accept Moynihan’s thesis, has inadvertently supplied us with some evidence on this point.

Ed Rubinstein, National Review‘s economic analyst, writes, “For more than three decades health-care spending has grown faster than national income. . . . The trend in health-care costs is no different from that of other services.” He cites education and auto repair as examples. However, the numbers Rubinstein provides don’t support his–or Moynihan’s–point. Look at the accompanying figure.

The cost of auto repair, a service provided almost entirely in the private sector, has barely outpaced inflation. The cost of medical care increased twice as fast as inflation. Government’s share of medical spending increased from 33 percent in 1960, when the chart begins, to 53 percent in 1990. Meanwhile, the cost of education, almost entirely provided by government, increased three times as fast as inflation–despite the constant complaints about underfunded schools.

The lesson is clear: Services provided by government are afflicted with Baumol’s disease in spades. Services provided in the private sector, where people spend their own money, are much less likely to soar in cost.

Medical care is a good area in which to test this theory because over the past 30 years it has been paid for in three different ways: out-of-pocket spending by consumers; insurance payments, mostly provided by employers; and government payments. As out-of-pocket spending declines in importance, medical inflation heats up. And private-sector spending on medical care rose only 1.3 percent a year between 1960 and 1990, while government spending rose more than three times as fast–4.3 percent a year.

When services are provided privately, and consumers can decide whether to purchase them, or choose another provider, or do without, there’s a powerful incentive to improve productivity and keep costs down. Stagnant productivity in government-run services reflects not so much Baumol’s disease as what we might call Clinton’s disease, the notion—even now, in 1994—that government can provide services more efficiently and cost-effectively than can the marketplace.

Now, I think Larry Summers knows this. He knows that when consumers don’t face full costs for services, they tend to consume more of them without worrying about the cost. So he knows that these costs could come down, if only we moved these services into the market, or at least found ways to get consumers directly concerned with costs. He should rethink his claims about the inevitability of more expensive government. These realities are in fact choices, decisions that voters and taxpayers can change.

Cartoons from Dan Mitchell’s blog that demonstrate what Obama is doing to our economy Part 3.2 (Two Social Security Cartoons)

I have put up lots of cartoons from Dan Mitchell’s blog before and they have got lots of hits before. Many of them have dealt with the economy, eternal unemployment benefits, socialism,  Greece,  welfare state or on gun control.

 

Since we recently learned Social Security is even more financially decrepit than previously estimated, let’s cheer ourselves up with a couple of cartoons.

This first one is a pretty good assessment of what’s going to happen in a few years if we don’t see reform. Think about what’s happening in Europe, if you don’t have a good imagination.

This cartoon covers the same topic, but looks at how an aging population is going to create unsustainable fiscal demands.

There are solutions, of course, but don’t hold your breath waiting for them to be implemented.

Dear Mr. President,

I know that you receive 20,000 letters a day and that you actually read 10 of them every day. I really do respect you for trying to get a pulse on what is going on out here.

We must change the upward trend of spending in our country now or entitlement debt will bankrupt us.

Back in 2010, I posted a fascinating map from the Economist website, showing debt burdens (as a share of GDP) for nations around the world. This data showed lots of red ink, with Western Europe generally being more indebted than the United States.

In 2011, I posted some charts from a study by the Bank for International Settlements, revealing that the long-run fiscal outlook for the United States is worse than the outlook for European nations.

In other words, our politicians to date haven’t over-spent as much as their counterparts in Europe, but it appears that – if government is left on auto-pilot – America will suffer more from excessive government than European nations in the future.

Here’s some new evidence about the perilous long-term state of public finances in America. According to the Organization for Economic Cooperation and Development, the United States has to do more than almost every other nation to avoid becoming another Greece.

If this data is correct, the United States isn’t just in danger of becoming Greece. It’s actually in worse shape than Greece. Not just Greece, but every other European welfare state as well. That doesn’t bode well.

But time for some caveats. The OECD research mistakenly focuses on debt levels and what needs to happen to reduce red ink to a certain level. This isn’t a meaningless issue, but it puts the cart before the horse. What matters most is the size of government and the total burden of government spending – not whether it is financed with borrowing rather than taxes.

This doesn’t mean the long-run estimates are wrong. But if the focus is on the real problem of government spending, then it is much more apparent that the only feasible solution is to restrain the growth of government spending.

If the burden of government spending grows slower than the economy’s productive sector (i.e., Mitchell’s Golden Rule), then deficits and debt fall. To be blunt, if you cure the disease, the symptoms automatically disappear.

Which helps explain why I’m a fan of the Ryan budget, particularly his reforms to Medicare and Medicaid.

P.S. Regular readers know I’m not a fan of the OECD (for many reasons), but the economists at the Paris-based bureaucracy generally are competent at putting together good data. It goes without saying, of course, that this doesn’t justify raping taxpayers to subsidize economists.

When Governments Cut Spending

Do governments ever cut spending? According to Dr. Stephen Davies, there are historical examples of government spending cuts in Canada, New Zealand, Sweden, and America. In these cases, despite popular belief, the government spending cuts did not cause economic stagnation. In fact, the spending cuts often accelerated economic growth by freeing up resources for the private sector.

More and more government is not the answer to our problems.

For the record, I will unequivocally state that I would prefer to endure a bloated and wasteful government rather than a nuclear explosion.

But since I’m not a fan of big government and I’ve mocked Detroit’s dysfunctional statism, you will understand why this poster made me laugh.

I suppose I should add another caveat. It’s not Democrats that ruined Detroit. It’s big government. As shown by the Bush years, you get equally bad results when Republicans expand the size and scope of Washington.

So I guess the moral of the story is that if you want prosperity, free markets and small government are a much better combination than big government and nuclear blasts.

While the theory behind the Laffer Curve is widely accepted, the concept has become very controversial because politicians on both sides of the debate exaggerate. We got to reduce taxes to grow our economy!!!

Even though I’m not a Romney fan, I sometimes feel compelled to defend him against leftist demagoguery.

But instead of writing about tax havens, as I’ve done in the past, today we’re going to look at incremental tax reform.

The left has been loudly asserting that the middle class would lose under Mitt Romney’s plan to cut tax rates by 20 percent and finance those reductions by closing loopholes.

That class-warfare accusation struck me as a bit sketchy because when I looked at the data a couple of years ago, I put together this chart showing that rich people, on average, enjoyed deductions that were seven times as large as the deductions of middle-income taxpayers.

And the chart includes only the big itemized deductions. There are dozens of other special tax preferences, as shown in this depressing image, and you can be sure that rich people are far more likely to have the lawyers, lobbyists, and accountants needed to exploit those provisions.

But that’s not a surprise since the internal revenue code has morphed into a 72,000-page monstrosity (this is why I sometimes try to convince honest leftists that a flat tax is a great way of reducing political corruption).

But this chart doesn’t disprove the leftist talking point, so I’m glad that Martin Feldstein addressed the issue in today’s Wall Street Journal. Here’s some of what he wrote.

The IRS data show that taxpayers with adjusted gross incomes over $100,000 (the top 21% of all taxpayers) made itemized deductions totaling $636 billion in 2009. Those high-income taxpayers paid marginal tax rates of 25% to 35%, with most $200,000-plus earners paying marginal rates of 33% or 35%. And what do we get when we apply a 30% marginal tax rate to the $636 billion in itemized deductions? Extra revenue of $191 billion—more than enough to offset the revenue losses from the individual income tax cuts proposed by Gov. Romney. …Additional revenue could be raised from high-income taxpayers by limiting the use of the “preferences” identified for the Alternative Minimum Tax (such as excess oil depletion allowances) or the broader list of all official individual “tax expenditures” (such as tax credits for energy efficiency improvements in homes), among other credits and exclusions. None of this base-broadening would require taxing capital gains or making other changes that would reduce the incentives for saving and investment. …Since broadening the tax base would produce enough revenue to pay for cutting everyone’s tax rates, it is clear that the proposed Romney cuts wouldn’t require any middle-class tax increase, nor would they produce a net windfall for high-income taxpayers. The Tax Policy Center and others are wrong to claim otherwise.

In other words, even with a very modest assumption about the Laffer Curve, it would be quite possible to implement something akin to what Romney’s proposing and not “lose” tax revenue.

This doesn’t mean, of course, that Romney seriously intends to push for good policy. I’m much more concerned, for instance, that he’ll wander in the wrong direction and propose something very bad such as a value-added tax.

But Romney certainly can do the right thing if he wins. Assuming that’s what he wants to do.

Just like he can fulfill his promise the reduce the burden of government spending by implementing Paul Ryan’s entitlement reforms. But don’t hold your breath waiting for that to happen.
