The Machine: The Truth Behind Teachers Unions

America’s public education system is failing. We’re spending more money on education but not getting better results for our children.

That’s because the machine that runs the K-12 education system isn’t designed to produce better schools. It’s designed to produce more money for unions and more donations for politicians.

For decades, teachers’ unions have been among our nation’s largest political donors. As Reason Foundation’s Lisa Snell has noted, the National Education Association (NEA) alone spent $40 million on the 2010 election cycle (source: http://reason.org/news/printer/big-education-and-big-labor-electio). As the country’s largest teachers union, the NEA is only one cog in the infernal machine that robs parents of their tax dollars and students of their futures.

Students, teachers, parents, and hardworking Americans are all victims of this political machine–a system that takes money out of taxpayers’ wallets and gives it to union bosses, who put it in the pockets of politicians.

Our kids deserve better.

No one did more to advance the cause of school vouchers than Milton and Rose Friedman. Friedman made it clear in his film series “Free to Choose” how sad he was that young people who live in the inner cities did not have good education opportunities available to them.

Dear Mr. President,

I know that you receive 20,000 letters a day and that you actually read 10 of them every day. I really do respect you for trying to get a pulse on what is going on out here. 

I have posted often about the voucher system and how it would solve our education problems. What we are doing now is not working. Milton Friedman’s idea of implementing school vouchers was hatched about 50 years ago.

Poor families are most affected by this lack of choice. As Friedman noted, “There is no respect in which inhabitants of a low-income neighborhood are so disadvantaged as in the kind of schooling they can get for their children.” It is a sad statement quantified by data on low levels of academic achievement and attainment. SAT scores among the nation’s test-takers are at a 40-year low.

As The Washington Post reports:

Reading scores on the SAT for the high school class of 2012 reached a four-decade low, putting a punctuation mark on a gradual decline in the ability of college-bound teens to read passages and answer questions about sentence structure, vocabulary and meaning on the college entrance exam.

The decline over the decades has been significant. The average reading (verbal) score is down 34 points since 1972. Sadly, the historically low SAT scores are only the latest marker of decline. Graduation rates have been stagnant since the 1970s, reading and math achievement has been virtually flat over the same time period, and American students still rank in the middle of the pack compared to their international peers.

On the heels of the news about the SAT score decline, President Obama filmed a segment with NBC’s Education Nation earlier today. The President notably praised the concept of charter schools and pay for performance for teachers.

But those grains of reform were dwarfed by his support of the status quo. During the course of the interview, President Obama suggested hiring 100,000 new math and science teachers and spending more money on preschool. He also stated that No Child Left Behind had good intentions but was “under-resourced.”

Efforts by the federal government to intervene in preschool, most notably through Head Start, have failed—despite a $160 billion in spending on the program since 1965. And No Child Left Behind is far from “under-resourced.” The $25 billion, 600-page law has been on the receiving end of significant new spending every decade since the original law was first passed nearly half a century ago.

President Obama was also pressed on the issue of education unions by host Savannah Guthrie:

Some people think, President Obama gets so much support from the teachers’ unions, he can’t possibly have an honest conversation about what they’re doing right or wrong. Can you really say that teachers’ unions aren’t slowing the pace of reform?

President Obama responded: “You know, I just really get frustrated when I hear teacher-bashing as evidence of reform.”

Criticizing education unions for standing in the way of reform should not be conflated with criticizing teachers, as the President does in the interview. The unions have blocked reforms such as performance pay and charter schools (which the President supports), have opposed alternative teacher certification that would help mid-career professionals enter the classroom, and have consistently fought the implementation of school choice options for children.

If we ever hope to move the needle on student achievement—or see SAT scores turn in the right direction again—we’ll need to implement many of those exact reforms, particularly school choice.

And as he has in the past, President Obama stated that his Administration wants to “use evidenced-based approaches and find out what works.” We know what works: giving families choices when it comes to finding schools that best meet their children’s needs. Instead of continuing to call for more spending and more Washington intervention in education, let’s try something new: choice and freedom.

I have gone back and forth and back and forth with many liberals on the Arkansas Times Blog on many issues such as abortion, human rights, welfare, poverty, gun control  and issues dealing with popular culture. Here is another exchange I had with them a while back. My username at the Ark Times Blog is Saline Republican.

On 2-21-13 on the Arkansas Times Blog  I asserted: 

Elwood you suggest if prolife people are not willing to pay for poor people’s unwanted babies’ needs then we are not part of the answer.

Hank Hanegraaff noted:

Attacking people rather than arguing principles, ad hominem arguments are a trick designed to distract attention from the real issue — namely, that abortion is the killing of an innocent human being.

On 2-21-13 on the Arkansas Times Blog  the liberal Amy Benton Bradley-Hole observed:

“Instead, it is an attempt to attack character in order to avoid the case against abortion.”

The hell it is. It’s an attempt to make moral absolutists face reality and comprehend the actual results of their misguided actions. But the problem with moral absolutists is they’re too dense to understand this.

On 2-21-13 on the Arkansas Times Blog  I responded:

Francis Schaeffer rightly noted, “If there is no absolute moral standard, then one cannot say in a final sense that anything is right or wrong. By absolute we mean that which always applies, that which provides a final or ultimate standard. There must be an absolute if there are to be morals, and there must be an absolute if there are to be real values. If there is no absolute beyond man’s ideas, then there is no final appeal to judge between individuals and groups whose moral judgements conflict. We are merely left with conflicting opinions.”

That is why I wonder why Amy Bento Bradley-Holes would be critical of moral absolutes. On what basis do moral nonabsolutists have to say that Hitler was wrong?

I truly believe that many of the problems we have today in the USA are due to the advancement of humanism in the last few decades in our society. Ronald Reagan appointed the evangelical Dr. C. Everett Koop to the position of Surgeon General in his administration. He partnered with Dr. Francis Schaeffer in making the video below. It is very valuable information for Christians to have.  Actually I have included a video below that includes comments from him on this subject.

In the film series “WHATEVER HAPPENED TO THE HUMAN RACE?” the arguments are presented  against abortion (Episode 1),  infanticide (Episode 2),   euthenasia (Episode 3), and then there is a discussion of the Christian versus Humanist worldview concerning the issue of “the basis for human dignity” in Episode 4 and then in the last episode a close look at the truth claims of the Bible.

The 45 minute video above is from the film series created from Francis Schaeffer’s book “Whatever Happened to the Human Race?” with Dr. C. Everett Koop. This book  really helped develop my political views concerning abortion, infanticide, and youth euthanasia, and it gave me a good understanding of those issues.
 
I was able to watch Francis Schaeffer deliver a speech on a book he wrote called “A Christian Manifesto” and I heard him in several interviews on it in 1981 and 1982. I listened with great interest since I also read that book over and over again. Below is a portion of one of Schaeffer’s talks  on a crucial subject that is very important today too.

This address was delivered by the late Dr. Schaeffer in 1982 at the Coral Ridge Presbyterian Church, Fort Lauderdale, Florida. It is based on one of his books, which bears the same title.
 

Liberal theology is humanism with religious words

Now, we cannot be at all surprised when the liberal theologians support these things, because liberal theology is only Humanism using theological terms, and that’s all it ever was, all the way back into Germany right after the Enlightenment. So when they come down on the side of easy abortion and infanticide, as some of these liberal denominations as well as theologians are doing, we shouldn’t be surprised. It follows as night after day.

Sequester not so bad after all (includes cartoons)

I have put up lots of cartoons from Dan Mitchell’s blog before and they have got lots of hits before. Many of them have dealt with the economy, eternal unemployment benefits, socialism,  Greece,  welfare state or on gun control.

Sequester was not so bad after all.

Let’s take a moment and enjoy how Obama made himself a laughingstock because of his anti-sequester hysteria.

In spite of his hyperbolic rhetoric, nothing bad has happened. Schools are still open, planes are still flying, and supermarkets aren’t poisoning us with tainted food.

I’ve already shared some very funny cartoons on this topic, which can be viewed here, here, here, here, and here.

Actually, the sequester was a double victory. Not only did we trim the growth of spending, we also avoided the tax hike that Obama wanted as a replacement.

No wonder he’s so unhappy!

This first cartoon, from Chip Bok, captures his sullen mood.

Now the question is what comes next?

I wrote yesterday that Obama is likely to offer a bait-and-switch budget designed to impose more taxes and more spending.

It’s possible, though, that it won’t be as far to the left as the budget approved by the Senate (as cartoonists have ably illustrated).

In any event, there is no possible compromise with the House-approved budget. Or, to be more specific, there’s no possible compromise that would be good for the nation, so we’re looking at stalemate for the near future.

But stalemate is a lot better than moving in the wrong direction.

Lower down in this post, we have a couple of additional cartoons that deserve a few chuckles, but I also want to share this interview to help make an important policy point about the need to reduce the burden of government spending.

Washington, Apr 2 – Today, Congressman Rick Crawford (AR-1), issued the following statement regarding the so-called Arkansas Plan that would use federal Medicaid dollars to buy private insurance for low-income Arkansans:

“Arkansas state legislative leaders are doing their best to make lemonade out of lemons, and I applaud them for taking the initiative to cope with a bad situation. However, I feel the Arkansas Plan, which can only receive temporary approval at best, is destined to worsen the fiscal outlook for our state. As the reality of ObamaCare’s unsustainable and skewed funding formula becomes the subject of review as Congress grapples with the national debt crisis, states that sign up for ObamaCare, even under waivers, will find themselves caught between a rock and a hard place.

“In my view, the current un-winnable situation in which state legislators find themselves will become significantly worse if they set up a government-funded private insurance program and are forced to pull it back in a few years after the entire provider system has plugged into it. Perhaps a better approach would be to petition Congress to delay ObamaCare for two or three years and ask the hard question – isn’t it the height of recklessness to add $1.3 trillion in new entitlement spending in the middle of a debt crisis?

“I encourage all state legislators who are concerned about our nation’s debt crisis to set aside the Arkansas Plan and call on Congress to delay the multi-trillion-dollar ObamaCare entitlement program.”

Open letter to President Obama (Part 289)

Dear Mr. President,

I know that you receive 20,000 letters a day and that you actually read 10 of them every day. I really do respect you for trying to get a pulse on what is going on out here.

I really believe that we should balance the budget now!!! I really don’t understand how people can seriously think that bringing in 2.2 trillion while spending almost double that can continue very long without us heading to Greece.

You recently were critical of Paul Ryan’s plan and  said some very hateful words like “social darwinism” about it. Yet Democratic President left office with our government spending 18.2 % of GDP when Ryan’s plan spends much more than that!!! Are you attacking other plans because yours is failing?

Why would the President, elected to the highest office in the land, stoop to attack a plan authored by the Chairman of the House Budget Committee, Paul Ryan (R–WI)? It’s a budget whose individual policies stand virtually no chance of ever becoming law, if for no other reason than the President’s own veto pen.

Obama has chosen to directly criticize the plan. In doing so, he curiously elevates Ryan to the level of contender, worthy of direct presidential attention in a contentious election year. Why not just let this plan die quietly in the Senate, as Harry Reid (D–NV) has already promised? Perhaps Obama is stinging from the sound rejection of his own budget proposal. Not a single Democrat voted in for it in the House last week. Last year’s budget fared no better in the Senate. It is Obama who truly has the radical plan: Do nothing.

Perhaps the President is worried about his own policies. He should be; they have failed to get the economy’s engines revving at full speed, and unemployment is still unacceptably high. On his watch, the debt has increased dramatically. Despite his lofty rhetoric about “an obligation to future generations to address our long-term, structural deficits, which threaten to hobble our economy and leave our children and grandchildren with a mountain of debt,” his plan would do nothing. This year Obama proposed, again, a budget which fails to tackle the twin crises of spending and debt and hikes taxes to unprecedented levels with divisive class warfare arguments. So, as a counter to his failure to lead us away from the fiscal abyss, Obama has chosen to attack Ryan and the House budget with scary rhetoric about Trojan horses, social Darwinism, and a radical vision for the country. (And whining about President George W. Bush’s policies—the great bulk of which Obama has maintained—doesn’t cut it any more.) Americans are a smart lot and are not fooled easily.

This is really about two visions for the future of the country. Under one, we follow in the footsteps of Greece and Italy, replete with debt crises and an economic and cultural meltdown and in the end, vastly higher taxes. Under another, we return to our smaller government roots with lower spending and lower taxation—for all Americans—and unshackle our system of free enterprise so Americans from all walks of life can seize opportunity.

Under Obama’s vision, we close our eyes and pretend that big government has all the answers to every risk and problem in society, real or perceived. Under Obama’s vision, fairness and prosperity come from spreading the wealth around and the government picking winners and losers. Crony capitalism, waste, and corruption capture the headlines. We do nothing about our entitlement crisis and instead pretend it doesn’t exist, while driving health care further into the clutches of unelected government bureaucrats and away from patient-centered care. Under Obama’s vision, we get crushing levels of debt or crippling levels of taxation, and America’s younger generations pay the price in terms of lost freedom, opportunity, and prosperity. Obama truly has the radical plan.

Many of Ryan’s proposals are similar to proposals in Heritage’s Saving the American Dream plan. Under Ryan’s vision, health care is moved away from bureaucrats and into the hands of patients and their doctors. It starts with the repeal of Obamacare, which adds trillions in new government spending and puts the government in the middle of Americans’ health care decisions. The President doesn’t fix entitlements in his budget or his health law; instead, Obamacare ends Medicare as we know it by raiding it to pay for other new programs and handing control over to an unelected board of officials to further ratchet down its cost through perpetuation of the flawed price control model.

The Ryan budget takes a better route to preserve both the Medicare program and patient choice. It builds a premium support system for America’s seniors to choose a health plan that suits them best, expanding upon the success of choice and competition that seniors already experience today under the Medicare prescription drug program. Ryan’s vision would drive down costs without meddling from Washington and would preserve Medicare for today’s and tomorrow’s seniors. His budget also addresses the need for change in Medicaid, reforming the program’s financing to remove incentives for its runaway costs and encouraging states to improve the quality of the program for beneficiaries.

Rather than punitive tax hikes, Ryan would tackle the entire mess of today’s tax code with the goals of increasing growth, wages, and of course jobs. It’s not that affluent American’s aren’t part of the solution in the Ryan plan. But rather than raising their taxes, Ryan simply reduces the taxpayer-funded contributions to their benefits. Taxes stay low, and so does spending. Under Ryan’s plan, defending the nation is a priority, not a casualty. Under Ryan’s plan—passed by the House of Representatives—today’s soaring spending levels decline, the level of debt stabilizes and then declines, while taxes are kept at roughly their historical level.

Under the President’s vision, we walk squarely and knowingly into a Grecian-style debt and democratic crisis. Under Ryan’s vision, we correct course and unshackle opportunity for all Americans. No, Obama has the truly radical plan. Curious he would choose to highlight it to the American people.

Obama on Ryan Plan: “It’s Laughable. It Is a Trojan Horse. It’s Thinly-Veiled Social Darwinism.”

Dan Mitchell of the Cato Institute has hit a home run with this post. If Congressman Paul Ryan could get criticized for wanting to bring down our federal spending to around 20% in 11 years  and earn the label of “social darwinist” from President Obama then surely President Obama would have thought President Clinton’s effort to cut spending to 18.2 % of GDP in 2001 as extremely devilish.

“Sanctity of Life Saturday” Abortion supporters lying in order to further their clause? Window to the Womb (includes video ABORTION OF THE HUMAN RACE)

It is truly sad to me that liberals will lie in order to attack good Christian people like state senator Jason Rapert of Conway, Arkansas because he headed a group of pro-life senators that got a pro-life bill through the Arkansas State Senate the last week of January in 2013. I have gone back and forth with the liberals at the Arkansas Times Blog over this issue of Jason Rapert’s comments.

I can understand national publications like the Huffington Post, NY Magazine, and other liberal blogs being mislead by this hack job on Jason Rapert done by The Nation, but it is truly amazing to me that Max Brantley of the Arkansas Times Blog who prides himself in always being completely honest would buy into this hack job on Jason Rapert, but my conclusion is very simple: MAX BRANTLEY WILL DO WHATEVER IT TAKES TO HELP THE PROCHOICE FORCES AND IF THAT MEANS MISLEAD HIS FLOCK TO BELIEVE THAT PRO-LIFE STATE SENATOR JASON RAPERT IS RACIST THEN HE WILL EVEN DO THAT.  In his weekly podcast on 2-1-13 at the 7 min mark Brantley said he listened to Rapert’s comment in context and contends  it was a racial comment. Brantley said that Tea Party speakers like to talk about the “negro black” President Obama, but Rapert no comment concerning the president’s race in his talk to the Tea Party in 2011 at the Capitol.  Furthermore on his blog Brantley asserted, “Rapert defenders contend he was talking about minority political interests, not minorities, references to the Obama birth certificate, Muslims and a Ramadan event notwithstanding.”

But the truth always does come out eventually. John Lyon of Stephens Media did have a balanced article that included an explantion from Jason Rapert and Jason Tolbert also gave both sides and it is obvious that Rapert was talking about minority political interests and not different people’s races!!!! 

Did that cause pro-choice supporters like Michael Cook and Max Brantley to apologize? No way, but they led the flock to continue the party line!!!

Bernard Nathanson was a founder of NARAL and he often lied in order to allow himself to continue to run the largest abortion clinic in the nation. Here is a portion of an article by Robert George concerning his interaction with Dr. Nathanson about this:

There are many lessons in Bernard Nathanson’s life for those of us who recognize the worth and dignity of all human lives and who seek to win hearts and change laws. Two in particular stand out for me.

First is the luminous power of truth. As I have written elsewhere, and as Nathanson’s own testimony confirms, the edifice of abortion is built on a foundation of lies. Nathanson told those lies; indeed, he helped to invent them. But others witnessed to truth. And when he was exposed to their bold, un-intimidated, self-sacrificial witness, the truth overcame the darkness in Nathanson’s heart and convicted him in the court of his own conscience.

Bernie and I became friends in the early 1990s, shortly after my own pro-life writings came to his attention. Once during the question-and-answer session following a speech he gave at Princeton, I asked him: “When you were promoting abortion, you were willing to lie in what you regarded as a good cause. Now that you have been converted to the cause of life, would you be willing to lie to save babies? How do those who hear your speeches and read your books and articles know that you are not lying now?” It was, I confess, an impertinently phrased question, but also, I believe, an important one. He seemed a bit stunned by it, and after a moment said, very quietly, “No, I wouldn’t lie, even to save babies.” At the dinner he and I had with students afterward, he explained himself further: “You said that I was converted to the cause of life; and that’s true. But you must remember that I was converted to the cause of life only because I was converted to the cause of truth. That’s why I wouldn’t lie, even in a good cause.”

The second lesson is this: We in the pro-life movement have no enemies to destroy. Our weapons are chaste weapons of the spirit: truth and love. Our task is less to defeat our opponents than to win them to the cause of life. To be sure, we must oppose the culture and politics of death resolutely and with a determination to win. But there is no one–no one–whose heart is so hard that he or she cannot be won over. Let us not lose faith in the power of our weapons to transform even the most resolute abortion advocates. The most dedicated abortion supporters are potential allies in the cause of life. It is the loving, prayerful, self-sacrificing witness of Joan Bell Andrews and so many other dedicated pro-life activists that softens the hearts and changes the lives of people like Dr. Bernard Nathanson.

Last Friday afternoon, the Centers for Medicare and Medicaid Services (CMS) issued a short frequently asked questions (FAQ) document that should remove any remaining belief that the federal government will give state lawmakers flexibility on the Obamacare Medicaid expansion. The message is clear: The only thing a state that agrees to the Medicaid expansion will get is a bigger Medicaid program.

The CMS reiterated the position it took in an earlier FAQ that the Obama Administration considers the expansion to be an “all or nothing” proposition for states.

What the Supreme Court Said

The issue arose out of last summer’s Supreme Court ruling on Obamacare. The Court held that the federal government could not coerce states into expanding Medicaid by conditioning continued federal funding for their existing Medicaid programs on states implementing the expansion. While the effect was to make the expansion optional for states, the Court did not address the practical consequences of its ruling.

In the wake of the Court’s ruling, a number of state officials suggested that, since the new federally subsidized exchange coverage will be available to those with incomes above the federal poverty level (FPL), they might be willing to expand Medicaid that far up the income scale. States would then give those with incomes between 100 and 138 percent of the FPL—who would otherwise be part of the Medicaid expansion—federally subsidized exchange coverage instead. However, the Administration has once more made it clear that it will not agree to such an arrangement.

Illusion of a “Non-Medicaid” Medicaid Expansion

Many state lawmakers are justifiably wary of the long-term costs to their states if they agree to expand Medicaid, yet they are being lobbied to do so by hospitals seeking more Medicaid funding. Some have been trying to square the circle by looking for ways to take the extra federal funding offered as an inducement for the expansion while limiting the risks to their states.

One idea—first floated last month in Arkansas and getting attention in other states—was to use the new Medicaid funding to enroll the expansion population in coverage offered through the new Obamacare exchanges. How such a “premium assistance” design might work, and what advantages (if any) it might offer, have never been fully explained.

Yet what the FAQ issued on Friday also makes clear is that under any such design, the Administration will still require that a state first expand Medicaid and that any premium assistance conform to Medicaid benefit requirements and cost-sharing limitations. In CMS’s own words:

Under all these arrangements, beneficiaries remain Medicaid beneficiaries and continue to be entitled to all benefits and cost-sharing protections. States must have mechanisms in place to “wrap-around” private coverage to the extent that benefits are less and cost sharing requirements are greater than those in Medicaid.

In fact, states already have the option (under prior law) of using premium assistance to enroll Medicaid beneficiaries in private coverage. However, that option is subject to federal rules requiring comprehensive benefits and prohibiting more than nominal cost sharing. Congress previously set those restrictive parameters (in the Deficit Reduction Act of 2006) on the assumption that if states adopted premium assistance, most of the enrollees would be children in low-income families, since children currently account for between one-half and two-thirds of Medicaid beneficiaries in most states.

The People Covered by the Expansion

However, because Medicaid already covers poor children, the Obamacare expansion population will consist exclusively of adults, of whom almost all are able-bodied, 82 percent don’t have dependent children, and 52 percent are young (age 19 to 34).

If there is any group whose health care coverage should be designed with benefit limits and co-payments structured to encourage greater personal responsibility, it is this group. Yet expanding Medicaid to this population would preclude states from designing coverage that is more appropriate while forcing states to ask the federal government for permission to make even modest changes.

The False Hope of “Flexibility”

It should now be apparent to all that there are no “deals” to be had on the Obamacare Medicaid expansion and that the Obama Administration will not offer states any additional flexibility on benefits or cost sharing. Furthermore, it should also be obvious that any state that agrees to the Medicaid expansion will get exactly what the term expansion implies: simply a bigger version of the same expensive and dysfunctional program.

The 26 states that sued the federal government to prevent being coerced into expanding Medicaid should not now turn around a year later and tell the federal government, “Go ahead. Super-size me!”

I have put up lots of cartoons from Dan Mitchell’s blog before and they have got lots of hits before. Many of them have dealt with the economy, eternal unemployment benefits, socialism,  Greece,  welfare state or on gun control.

I’m not sure why political cartoonists have been revisiting the issue of Obamacare in recent days, but I’ve been enjoying their humor.

President Obama will not cut spending ever it appears

President Obama will not cut spending ever it appears.

Are we about to see a new kinder-and-gentler Obama? Has the tax-and-spend President of the past four years been replaced by a fiscal moderate?

That’s certainly the spin we’re getting from the White House about the President’s new budget. Let’s look at this theme, predictably regurgitated in a Washington Post report.

President Obama will release a budget next week that proposes significant cuts to Medicare and Social Security and fewer tax hikes than in the past, a conciliatory approach…the document will incorporate the compromise offer Obama made to House Speaker John A. Boehner (R-Ohio) last December in the discussions over the “fiscal cliff” – which included $1.8 trillion in deficit reduction through spending cuts and tax increases. …unlike the Republican budget that passed the House last month, Obama’s budget does not balance within 10 years.

Since America’s fiscal challenge is the overall burden of government spending, I’m not overly worried about the fact that Obama’s budget doesn’t get to balance.

But I am curious whether Obama truly is proposing a “conciliatory” budget. Are the tax hikes smaller? Are the supposed spending cuts larger?

Actually, there are no genuine spending cuts since the President’s budget is based on dishonest baseline budgeting. At best, we’re simply talking about slowing the growth of government.

But since Mitchell’s Golden Rule is based on the very modest goal of having government grow slower than the private sector, it’s possible that Obama may be proposing something worthwhile.

But possible isn’t the same as probable. Indeed, it appears that the budget is predicated on a giant bait-and-switch since the beneficial spending restraint imposed by sequestration would be repealed!

Obama’s budget proposal, however, would eliminate sequestration.

This appears almost as an afterthought in the Washington Post article, but it should be the lead story. The White House wants to get rid of a policy that genuinely limits the growth of spending.

We won’t have the official numbers until the budget is released next Wednesday, but I’ll be very curious to see whether the supposed spending cuts elsewhere in his budget are greater than or less than the spending increases that will occur if sequestration is canceled. Particularly since the President also is proposing lots of new spending on everything from early child education to brain mapping.

Moreover, it seems as though Obama tax numbers are based on dodgy math as well. The White House is claiming that this is a “conciliatory” budget because he’s no longer proposing $1.6 trillion of tax hikes.

The budget is more conservative than Obama’s earlier proposals, which called for $1.6 trillion in new taxes and fewer cuts to health and domestic spending programs. Obama is seeking to raise $580 billion in tax revenue by limiting deductions for the wealthy and closing loopholes for certain industries like oil and gas. Those changes are in addition to the increased tobacco taxes and more limited retirement accounts for the wealthy that are meant to pay for new spending.

Let’s try to disentangle the preceding passage. The President wants $580 billion of new taxes from “deductions” and “loopholes.” But he also wants an unknown pile of revenue from new tobacco taxes and from restricting IRAs. And keep in mind that he already got $600 billion as part of the fiscal cliff.

Until we get official numbers, we can’t say anything with certainty, but I’ll be checking on Wednesday to see how much revenue the President intends to grab as a result of the tobacco and IRA provisions. Suffice to say that I won’t be surprised if the net impact of all his tax hikes is close to $1.6 trillion. Especially since he’s also proposing to manipulate CPI data, a change that would generate another $100 billion in revenues.

In other words, the revenue side of his budget likely will be a bait-and-switch scam, just like the spending side is a joke once you understand that he wants to get rid of sequestration.

I hope I’m wrong, but I fear that my concerns will be validated next Wednesday and we’ll see another budget that has no real entitlement reform and more class-warfare tax hikes.

P.S. The budget approved by the House of Representatives avoided any tax increases and restrained spending to that it will grow by an average of 3.4 percent annually. Not exactly draconian, but that approach does balance the budget in 10 years.

Issa: IRS Is Violating ObamaCare by Illegally Taxing Employers in 33 States

House Committee on Oversight and Government Reform chairman Darrell Issa (R-CA) writes in the Washington Examiner: 

To combat the sticker shock of Obamacare’s numerous requirements on health insurance premiums, the law creates expensive subsidies, which take the form of tax credits, for individuals who purchase a government-approved insurance plan. In order to avoid the appearance of a federal takeover of health care, the law ties the availability of these premium tax credits to an “Exchange established by the State.” Importantly, the way the law was written, if tax credits are not available within a state, then the expensive employer mandate tax does not apply to companies within that state.

With so many states refusing to play the role the law’s drafters envisioned, the Obama administration has embarked on a legally dubious effort to bypass the plain language of the law. Obama’s IRS has issued a rule that delivers the expensive subsidies through federally run exchanges as well. If it stands, this extralegal rule will undermine the decision-making role offered to states by Obamacare, and cause hundreds of billions of dollars of taxes and spending not authorized by the president’s health care law…

The language that limits tax credits to state-established exchanges should not now shock Obamacare’s supporters. Early in 2009, legal scholar Timothy Jost, one of Obamacare’s leading proponents, explicitly suggested linking the tax credits to state-established exchanges as a way to encourage states to set up the exchanges.

The Obama administration may be surprised and disappointed that many states have not found the refundable tax credit to be a sufficient incentive to set up their own exchanges, exposing their citizens to the other taxes and penalties associated with the law. But this does not justify the administration’s effort to ignore the plain language of the law that Obama championed and signed.
