Trump vs. Biden on the Minimum Wage

In another display of selfless masochism, I watched the Trump–Biden debate last night.

The candidates behaved better, for whatever that’s worth, but I was disappointed that there so little time (and even less substance) devoted to economic issues.

One of the few exceptions was the brief tussle regarding the minimum wage. Trump waffled on the issue, so I don’t give him any points, but Biden fully embraced the Bernie Sanders policyof basically doubling the minimum wage to $15 per hour.

This is very bad news for low-skilled workers and very bad news to low-margin businesses.

The economic of this issue are very simple. If a worker generates, say, $9 of revenue per hour, and politicians say that worker can’t be employed for less than $15 per hour, that’s a recipe for unemployment.

Earlier this month, Professor Steven Landsburg on the University of Rochester opined for the Wall Street Journal on Biden’s minimum-wage policy.

It isn’t only that I think Mr. Biden is frequently wrong. It’s that he tends to be wrong in ways that suggest he never cared about being right. He makes no attempt to defend many of his policies with logic or evidence, and he deals with objections by ignoring or misrepresenting them. …Take Mr. Biden’s stance on the federal minimum wage, which he wants to increase to $15 an hour from $7.25. …So why does Mr. Biden want to raise the minimum wage…?He hasn’t said, so I have two guesses, neither of which reflects well on him. Guess No. 1: He’s dissembling about the cost. …The minimum wage…comes directly from employers but indirectly (after firms shrink and prices rise) from consumers. A minimum wage is a stealth tax on eating at McDonald’s or shopping at Walmart. …Mr. Biden should acknowledge the cost of wage hikes and argue for accepting it. Instead he’s silent about the cost, hoping he can foist it on people who won’t realize they’re footing this bill. Guess No. 2: He’s rewarding his friends and punishing his enemies. New York is going to vote for Mr. Biden. The state also has a high cost of living and high wages—so New Yorkers would be largely unaffected by the minimum-wage hike. Alabama is going to vote against Mr. Biden. Alabama has a low cost of living and relatively low wages—so under the Biden plan Alabama firms would shrink, to the benefit of competitors in New York. Alabama workers and consumers would pay a greater price than New Yorkers.

And Mark Perry of the American Enterprise Institute recently highlighted some of the adverse effects for unskilled workers.

It’s an economic reality that workers compete against other workers, not against employers, for jobs, and higher wages in the labor market. And it’s also true that lower-skilled, limited-experience, less-educated workers compete against higher-skilled, more experienced, more educated workers for jobs. …If the minimum wage is increased…, that will…take away from unskilled workers the one advantage they currently have to compete against skilled workers – the ability to offer to work for a significantly lower wage than what skilled workers can command. …Result of a minimum wage hike to $15 an hour? Demand for skilled workers goes up, demand for unskilled workers goes down, and employment opportunities for unskilled workers are reduced.

Since I recently shared videos with Milton Friedman’s wisdom on both taxes and spending, here’s what he said about the minimum wage.

Let’s share one last bit of evidence. Mark Perry’s article referenced some new research by Jeffrey Clemens, Lisa Kahn, and Jonathan Meer.

Here’s what those scholars found in a study published by the National Bureau of Economic Research.

We investigate whether changes in firms’ skill requirements are channels through which labor markets respond to minimum wage increases. …Data from the American Community Survey show that recent minimum wage changes resulted in increases in the average age and education of the individuals employed in low-wage jobs. Data on job vacancy postings show that the prevalence of a high school diploma requirement increases at the same time. The shift in skill requirements begins within the first quarter of a minimum wage hike. Further, it results from both within-firm shifts in postings and across-firms shifts towards firms that sought more-skilled workers at baseline. Given the poor labor market outcomes of individuals without high school diplomas, these findings have substantial policy relevance. This possibility was recognized well over a century ago by Smith (1907), who noted that the “enactment of a minimum wage involves the possibility of creating a class prevented by the State from obtaining employment.” Further, negative effects may be exacerbated for minority groups in the presence of labor market discrimination.

So why do politicians push for higher minimum wages, when all the evidence suggests that vulnerable workers bear the heaviest cost?

Part of the answer is that they don’t understand economics and don’t care about evidence.

But there’s also a more reprehensible answer, which is that they do understand, but they want to curry favor with union bosses, and those union bosses push for higher minimum wages as a way of reducing competition from lower-skilled workers.

Milton Friedman on Taxation

Yesterday’s column featured some of Milton Friedman’s wisdom from 50 years ago on how a high level of societal capital (work ethic, spirit of self-reliance, etc) is needed if we want to limit government.

Today, let’s look at what he said back then about that era’s high tax rates.

His core argument is that high marginal tax rates are self-defeating because the affected taxpayers (like Trump and Biden) will change their behavior to protect themselves from being pillaged.

This was in the pre-Reagan era, when the top federal tax rate was 70 percent, and notice that Friedman made a Laffer Curve-type prediction that a flat tax of 19 percent would collect more revenue than the so-called progressive system.

We actually don’t know if that specific prediction would have been accurate, but we do know that Reagan successfully lowered the top tax rate on the rich from 70 percent in 1980 to 28 percent in 1988.

So, by looking at what happened to tax revenues from these taxpayers, we can get a pretty good idea whether Friedman’s prediction was correct.

Well, here’s the IRS data from 1980 and 1988 for taxpayers impacted by the highest tax rate. I’ve circled (in red) the relevant data showing how we got more rich people, more taxable income, and more tax revenue.

The bottom line is that Friedman was right.

Good tax policy (i.e., lower rates on productive behavior) can be a win-win situation. Taxpayers earn more and keep more, while politicians also wind up with more because the economic pie expands.

Something to keep in mind since some politicians in Washington want a return to confiscatory taxes on work, saving, investment, and entrepreneurship.

Libertarians and others are often torn about school choice. They may wish to see the government schooling monopoly weakened, but they may resist supporting choice mechanisms, like vouchers and education savings accounts, because they don’t go far enough. Indeed, most current choice programs continue to rely on taxpayer funding of education and don’t address the underlying compulsory nature of elementary and secondary schooling.

Skeptics may also have legitimate fears that taxpayer-funded education choice programs will lead to over-regulation of previously independent and parochial schooling options, making all schooling mirror compulsory mass schooling, with no substantive variation.

Friedman Challenged Compulsory Schooling Laws

Milton Friedman had these same concerns. The Nobel prize-winning economist is widely considered to be the one to popularize the idea of vouchers and school choice beginning with his 1955 paper, “The Role of Government in Education.” His vision continues to be realized through the important work of EdChoice, formerly the Friedman Foundation for Education Choice, that Friedman and his economist wife, Rose, founded in 1996.

July 31 is Milton Friedman’s birthday. He died in 2006 at the age of 94, but his ideas continue to have an impact, particularly in education policy.

Friedman saw vouchers and other choice programs as half-measures. He recognized the larger problems of taxpayer funding and compulsion, but saw vouchers as an important starting point in allowing parents to regain control of their children’s education. In their popular book, Free To Choose, first published in 1980, the Friedmans wrote:

We regard the voucher plan as a partial solution because it affects neither the financing of schooling nor the compulsory attendance laws. We favor going much farther. (p.161)

They continued:

The compulsory attendance laws are the justification for government control over the standards of private schools. But it is far from clear that there is any justification for the compulsory attendance laws themselves. (p. 162)

The Friedmans admitted that their “own views on this have changed over time,” as they realized that “compulsory attendance at schools is not necessary to achieve that minimum standard of literacy and knowledge,” and that “schooling was well-nigh universal in the United States before either compulsory attendance or government financing of schooling existed. Like most laws, compulsory attendance laws have costs as well as benefits. We no longer believe the benefits justify the costs.” (pp. 162-3)

Still, they felt that vouchers would be the essential starting point toward chipping away at monopoly mass schooling by putting parents back in charge. School choice, in other words, would be a necessary but not sufficient policy approach toward addressing the underlying issue of government control of education.

Vouchers as a First Step

In their book, the Friedmans presented the potential outcomes of their proposed voucher plan, which would give parents access to some or all of the average per-pupil expenditures of a child enrolled in public school. They believed that vouchers would help create a more competitive education market, encouraging education entrepreneurship. They felt that parents would be more empowered with greater control over their children’s education and have a stronger desire to contribute some of their own money toward education. They asserted that in many places “the public school has fostered residential stratification, by tying the kind and cost of schooling to residential location” and suggested that voucher programs would lead to increased integration and heterogeneity. (pp. 166-7)

To the critics who said, and still say, that school choice programs would destroy the public schools, the Friedmans replied that these critics fail to

explain why, if the public school system is doing such a splendid job, it needs to fear competition from nongovernmental, competitive schools or, if it isn’t, why anyone should object to its “destruction.” (p. 170)

What I appreciate most about the Friedmans discussion of vouchers and the promise of school choice is their unrelenting support of parents. They believed that parents, not government bureaucrats and intellectuals, know what is best for their children’s education and well-being and are fully capable of choosing wisely for their children—when they have the opportunity to do so.

They wrote:

Parents generally have both greater interest in their children’s schooling and more intimate knowledge of their capacities and needs than anyone else. Social reformers, and educational reformers in particular, often self-righteously take for granted that parents, especially those who are poor and have little education themselves, have little interest in their children’s education and no competence to choose for them. That is a gratuitous insult. Such parents have frequently had limited opportunity to choose. However, U.S. history has demonstrated that, given the opportunity, they have often been willing to sacrifice a great deal, and have done so wisely, for their children’s welfare. (p. 160).

Voucher Programs Today

Today, school voucher programs exist in 15 states plus the District of Columbia. These programs have consistently shown that when parents are given the choice to opt-out of an assigned district school, many will take advantage of the opportunity. In Washington, D.C., low-income parents who win a voucher lottery send their children to private schools.

The most recent three-year federal evaluationof voucher program participants found that while student academic achievement was comparable to achievement for non-voucher students remaining in public schools, there were statistically significant improvements in other important areas. For instance, voucher participants had lower rates of chronic absenteeism than the control groups, as well as higher student satisfaction scores. There were also tremendous cost-savings.

In Wisconsin, the Milwaukee Parental Choice Program has served over 28,000 low-income students attending 129 participating private schools.

According to Corey DeAngelis, Director of School Choice at the Reason Foundation and a prolific researcher on the topic, the recent analysis of the D.C. voucher program “reveals that private schools produce the same academic outcomes for only a third of the cost of the public schools. In other words, school choice is a great investment.”

In Wisconsin, the Milwaukee Parental Choice Program was created in 1990 and is the nation’s oldest voucher program. It currently serves over 28,000 low-income students attending 129 participating private schools. Like the D.C. voucher program, data on test scores of Milwaukee voucher students show similar results to public school students, but non-academic results are promising.

Increased Access and Decreased Crime

Recent research found voucher recipients had lower crime rates and lower incidences of unplanned pregnancies in young adulthood. On his birthday, let’s celebrate Milton Friedman’s vision of enabling parents, not government, to be in control of a child’s education.

According to Howard Fuller, an education professor at Marquette University, founder of the Black Alliance for Educational Options, and one of the developers of the Milwaukee voucher program, the key is parent empowerment—particularly for low-income minority families.

In an interview with NPR, Fuller said: “What I’m saying to you is that there are thousands of black children whose lives are much better today because of the Milwaukee parental choice program,” he says. 
“They were able to access better schools than they would have without a voucher.”

Putting parents back in charge of their child’s education through school choice measures was Milton Friedman’s goal. It was not his ultimate goal, as it would not fully address the funding and compulsion components of government schooling; but it was, and remains, an important first step. As the Friedmans wrote in Free To Choose:

The strong American tradition of voluntary action has provided many excellent examples that demonstrate what can be done when parents have greater choice. (p. 159).

On his birthday, let’s celebrate Milton Friedman’s vision of enabling parents, not government, to be in control of a child’s education.

Supreme Court Decision May Force Young Women to Confront Sexual Reality

Thanks to the overturning of Roe v. Wade, young women are confronting some basic truths about men and women that feminism has denied for the last half-century.

Like other left-wing movements, feminism is based on a denial of reality (or, if you prefer, on lies). The best-known example is the feminist insistence that, except for physical differences, men and women are basically the same. This includes the central feminist belief about men’s and women’s sexual natures. 

For half a century, women have been told that their sexual nature is no different from male sexual nature—just as men can enjoy sex with no commitment and even anonymous sex, so can women. Women, feminism insisted, have been socialized into believing such sex does not accord with their nature.

Who’d have predicted that a Supreme Court decision would force young women to confront sexual reality?

But it seems that the decision to overturn Roe v. Wade has done just that.

For example, some women have called for a sex strike against men. According to the New York Post, “Calls for a nationwide sex strike were also gathering momentum on social media and, at one point, ‘abstinence’ was trending on Twitter with more than 26,900 tweets as of Saturday afternoon.”

Some tweets:

“Women of America: Take the pledge. Because SCOTUS overturned Roe v. Wade, we cannot take the risk of an unintended pregnancy, therefore, we will not have sex with any man—including our husbands—unless we are trying to become pregnant.”

“Perhaps a #sexstrike (also known as #abstinence) would help the men folk to be all in on this #womensrights issue.”

Likewise, some young women have called for an end to hookups (casual sexual encounters). In the view of some young women, abortion being banned in some states will lead to the end of the hookup culture.

After the Supreme Court decision was leaked, TikToker Bridget Gwyn wrote in an overlay text to a video she made: “What woman would have mediocre s*x with a drunk rando if he could potentially father their child?” At the time (May 2022), the video garnered some 325,000 views.

“I’m entering my celibacy era,” @rebecky69420 posted.

“Deleting all dating apps as we speak,” @ghbsthbh commented.

“I already told my sneaky link, no more meet up’s cause of fears of pregnancy,” @confusedlobsters wrote.

The obvious implication of all this is that men want sex—with or without commitment—more than women do.

Which is, of course, true. Feminism has lied to young women for more than 50 years.

Have men ever called for a sex strike—even on college campuses, where a hookup gone wrong can result in a sexual assault allegation and punishment with no due process? The idea is preposterous.

The only men in America who call on themselves and other men not to participate in the hookup culture (which is male nature’s dream environment) are religious Jews and Christians—the very men most likely to be pro-life.

All this notwithstanding, I am certain that most women calling for, or sympathizing with, calls for a sex strike and an end to the hookup culture will not put two and two together.

Ask these women whether men and women have different sexual natures—that is, have built-in differences with regard to their sex drives—and most will deny that they do. In fact, the more college-educated they are, the more likely they are to deny bult-in sex differences

The whole issue is saturated with irony. With regard to men and women, most of what feminism fought for has hurt women and benefited men.

Brainwashing women into believing that their sexual nature is no different from men’s only benefited men.

The hookup culture only benefited men.

And men have benefited from abortion becoming a form of birth control. Abortion on demand meant that men impregnating women to whom they were not married came with no consequences. Abortion meant that men didn’t have to marry the woman they impregnated. Abortion meant that men didn’t have to raise the child they conceived. And abortion meant that men didn’t have to pay child support.

Turns out that abortion is many men’s best friend.

Dear President Obama,

I wrote you over 700 letters while you were President and I mailed them to the White House and also published them on my blog http://www.thedailyhatch.org .I received several letters back from your staff and I wanted to thank you for those letters. 

I have been reading your autobiography A PROMISED LAND and I have been enjoying it. 

Let me make a few comments on it, and here is the first quote of yours I want to comment on:

The high-profile rejection of Robert Bork’s nomination in the late 1980s and the Clarence Thomas–Anita Hill hearings in the early 1990s—in which the nominee was accused of sexual harassment—proved to be irresistible TV drama. All of which meant that when it came time for me to replace Justice Souter, identifying a well-qualified candidate was the easy part. The hard part would be getting that person confirmed while avoiding a political circus that could sidetrack our other business.
     We already had a team of lawyers in place to manage the process of filling scores of lower court vacancies, and they immediately began compiling an exhaustive list of possible Supreme Court candidates. In less than a week, we’d narrowed it down to a few finalists, who would be asked to submit to an FBI background check and come to the White House for an interview. The short list included former Harvard Law School dean and current solicitor general Elena Kagan and Seventh Circuit appellate judge Diane Wood, both first-rate legal scholars whom I knew from my time teaching constitutional law at the University of Chicago. But as I read through the fat briefing books my team had prepared on each candidate, it was someone I’d never met, Second Circuit appellate judge Sonia Sotomayor, who most piqued my interest. A Puerto Rican from the Bronx, she’d been raised mostly by her mom, a telephone operator who eventually earned her nurse’s license, after her father—a tradesman with a third-grade education—died when Sonia was just nine years old. Despite speaking mostly Spanish at home, Sonia had excelled in parochial school and won a scholarship to Princeton. There, her experiences echoed what Michelle would encounter at the university a decade later: an initial sense of uncertainty and displacement that came with being just one of a handful of women of color on campus; the need to sometimes put in extra work to compensate for the gaps in knowledge that more privileged kids took for granted; the comfort of finding community among other Black students and supportive professors; and the realization over time that she was as smart as any of her peers.
     Sotomayor graduated from Yale Law School and went on to do standout work as a prosecutor in the Manhattan district attorney’s office, which helped catapult her to the federal bench. Over the course of nearly seventeen years as a judge, she’d developed a reputation for thoroughness, fairness, and restraint, ultimately leading the American Bar Association to give her its highest rating. Still, when word leaked that Sotomayor was among the finalists I was considering, some in the legal priesthood suggested that her credentials were inferior to those of Kagan or Wood, and a number of left-leaning interest groups questioned whether she had the intellectual heft to go toe-to-toe with conservative ideologues like Justice Antonin Scalia.
     Maybe because of my own background in legal and academic circles—where I’d met my share of highly credentialed, high-IQ morons and had witnessed firsthand the tendency to move the goalposts when it came to promoting women and people of color—I was quick to dismiss such concerns. Not only were Judge Sotomayor’s academic credentials outstanding, but I understood the kind of intelligence, grit, and adaptability required of someone of her background to get to where she was. A breadth of experience, familiarity with the vagaries of life, the combination of brains and heart—that, I thought, was where wisdom came from. When asked during the campaign what qualities I’d look for in a Supreme Court nominee, I had talked not only about legal qualifications but also about empathy. Conservative commentators had scoffed at my answer, citing it as evidence that I planned to load up the Court with woolly-headed, social-engineering liberals who cared nothing about the “objective” application of the law. But as far as I was concerned, they had it upside down: It was precisely the ability of a judge to understand the context of his or her decisions, to know what life was like for a pregnant teen as well as for a Catholic priest, a self-made tycoon as well as an assembly-line worker, the minority as well as the majority, that was the wellspring of objectivity.
     There were other considerations that made Sotomayor a compelling choice. She’d be the first Latina—and only the third woman—to serve on the Supreme Court. And she’d already been confirmed twice by the Senate, once unanimously, making it harder for Republicans to argue that she was an unacceptable choice.
     Given my high regard for Kagan and Wood, I was still undecided when Judge Sotomayor came to the Oval Office for a get-to-know-you session. She had a broad, kind face and a ready smile. Her manner was formal and she chose her words carefully, though her years at Ivy League schools and on the federal bench hadn’t sanded away the Bronx accent. I’d been warned by my team not to ask candidates their positions on specific legal controversies like abortion (Republicans on the committee were sure to ask about any conversation between me and a nominee to see if I had applied a “litmus test” in making my choice). Instead, the judge and I talked about her family, her work as a prosecutor, and her broad judicial philosophy.

in November 1986, Senate Judiciary Committee Chairman Joe Biden had said that he would support Bork if “after our investigations, he looks a lot like [Antonin] Scalia [who had been confirmed unanimously earlier that year]…and if the [special-interest] groups tear me apart, that’s the medicine I’ll have to take.”

Bork was the obvious choice, head and shoulders in intellectual reputation and resume alike above other contenders. Then serving on the U.S. Court of Appeals for the D.C. Circuit, to which he was unanimously confirmed in 1982, Bork had been U.S. solicitor general in the Nixon and Ford administrations, the number three man at the Justice Department and the government’s lawyer before the Supreme Court. Upon learning of Powell’s resignation, Reagan asked for a list of potential nominees, which was prepared by his chief of staff, former Senator Howard Baker, along with Attorney General Edwin Meese and White House Counsel A.B. Culvahouse. Baker took the list to key senators, revealing several possibilities but asking for discretion to avoid leaks. Biden, who was on the presidential campaign trail and had now heard from those activist groups, flew back to Washington to meet with Reagan and give advice. “If you nominate [Bork],” a chastened Biden said, “you’ll have trouble on your hands.”

President Reagan announced Bork’s nomination on July 1, describing him as “well prepared, evenhanded and openminded” and highlighting his exceptional academic and professional qualifications. The strategy was to portray Bork as neither a conservative nor a liberal, but as someone who would use his towering intellect to follow the law wherever it led. On pure legal merit, he was widely considered the most qualified nominee since Felix Frankfurter.

Within 40 minutes of Reagan’s announcement, Senator Ted Kennedy (D-MA) took to the Senate floor with a condemnation of “Robert Bork’s America” as “a land in which women would be forced into back-alley abortions,

Recently I have been revisiting my correspondence in 1995 with the famous astronomer Carl Sagan who I had the privilege to correspond with in 1994, 1995 and 1996. In 1996 I had a chance to respond to his December 5, 1995letter on January 10, 1996 and I never heard back from him again since his cancer returned and he passed away later in 1996. Below is what Carl Sagan wrote to me in his December 5, 1995 letter:

Thanks for your recent letter about evolution and abortion. The correlation is hardly one to one; there are evolutionists who are anti-abortion and anti-evolutionists who are pro-abortion.You argue that God exists because otherwise we could not understand the world in our consciousness. But if you think God is necessary to understand the world, then why do you not ask the next question of where God came from? And if you say “God was always here,” why not say that the universe was always here? On abortion, my views are contained in the enclosed article (Sagan, Carl and Ann Druyan {1990}, “The Question of Abortion,” Parade Magazine, April 22.)

I was introduced to when reading a book by Francis Schaeffer called HE IS THERE AND HE IS NOT SILENT written in 1968.

I was blessed with the opportunity to correspond with Dr. Sagan, and in his December 5, 1995 letter Dr. Sagan went on to tell me that he was enclosing his article “The Question of Abortion: A Search for Answers”by Carl Sagan and Ann Druyan. The issue had been decided years ago. The court had chosen the middle ground. You’d think the fight was over. Instead, there are mass rallies, bombings and intimidation, murders of workers at abortion clinics, arrests, intense lobbying, legislative drama, Congressional hearings, Supreme Court decisions, major political parties almost defining themselves on the issue, and clerics threatening politicians with perdition. Partisans fling accusations of hypocrisy and murder. The intent of the Constitution and the will of God are equally invoked. Doubtful arguments are trotted out as certitudes. The contending factions call on science to bolster their positions. Families are divided, husbands and wives agree not to discuss it, old friends are no longer speaking. Politicians check the latest polls to discover the dictates of their consciences. Amid all the shouting, it is hard for the adversaries to hear one another. Opinions are polarized. Minds are closed.

Is it wrong to abort a pregnancy? Always? Sometimes? Never? How do we decide? We wrote this article to understand better what the contending views are and to see if we ourselves could find a position that would satisfy us both. Is there no middle ground? We had to weigh the arguments of both sides for consistency and to pose test cases, some of which are purely hypothetical. If in some of these tests we seem to go too far, we ask the reader to be patient with us–we’re trying to stress the various positions to the breaking point to see their weaknesses and where they fail.

In contemplative moments, nearly everyone recognizes that the issue is not wholly one-sided. Many partisans of differing views, we find, feel some disquiet, some unease when confronting what’s behind the opposing arguments. (This is partly why such confrontations are avoided.) And the issue surely touches on deep questions: What are our responses to one another? Should we permit the state to intrude into the most intimate and personal aspects of our lives? Where are the boundaries of freedom? What does it mean to be human?

Of the many actual points of view, it is widely held–especially in the media, which rarely have the time or the inclination to make fine distinctions–that there are only two: “pro-choice” and “pro-life.” This is what the two principal warring camps like to call themselves, and that’s what we’ll call them here. In the simplest characterization, a pro-choicer would hold that the decision to abort a pregnancy is to be made only by the woman; the state has no right to interfere. And a pro-lifer would hold that, from the moment of conception, the embryo or fetus is alive; that this life imposes on us a moral obligation to preserve it; and that abortion is tantamount to murder. Both names–pro-choice and pro-life–were picked with an eye toward influencing those whose minds are not yet made up: Few people wish to be counted either as being against freedom of choice or as opposed to life. Indeed, freedom and life are two of our most cherished values, and here they seem to be in fundamental conflict.

Let’s consider these two absolutist positions in turn. A newborn baby is surely the same being it was just before birth. There ‘s good evidence that a late-term fetus responds to sound–including music, but especially its mother’s voice. It can suck its thumb or do a somersault. Occasionally, it generates adult brain-wave patterns. Some people claim to remember being born, or even the uterine environment. Perhaps there is thought in the womb. It’s hard to maintain that a transformation to full personhood happens abruptly at the moment of birth. Why, then, should it be murder to kill an infant the day after it was born but not the day before?

As a practical matter, this isn’t very important: Less than 1 percent of all tabulated abortions in the United States are listed in the last three months of pregnancy (and, on closer investigation, most such reports turn out to be due to miscarriage or miscalculation). But third-trimester abortions provide a test of the limits of the pro-choice point of view. Does a woman’s “innate right to control her own body” encompass the right to kill a near-term fetus who is, for all intents and purposes, identical to a newborn child?

When I was in high school the book and film series named WHATEVER HAPPENED TO THE HUMAN RACE? came out and it featured Doctor C. Everett Koop and Francis Schaeffer and they looked at the issues of abortion, infanticide, and youth euthanasia and they looked at comments from such scholars as Peter Singer and James D. Watson.

Peter Singer, an endowed chair at Princeton’s Center for Human Values, said, “Killing a disabled infant is not morally equivalent to killing a person. Very often it is not wrong at all.”

In May 1973, James D. Watson, the Nobel Prize laureate who discovered the double helix of DNA, granted an interview to Prism magazine, then a publication of the American Medical Association. Time later reported the interview to the general public, quoting Watson as having said, “If a child were not declared alive until three days after birth, then all parents could be allowed the choice only a few are given under the present system. The doctor could allow the child to die if the parents so choose and save a lot of misery and suffering. I believe this view is the only rational, compassionate attitude to have.”

On August 30, 1995 I mailed a letter to Carl Sagan that probably prompted this discussion on abortion and it enclosed a lengthy story from Adrian Rogers about an abortion case in Pine Bluff, Arkansas that almost became an infanticide case:

An excerpt from the Sunday morning message (11-6-83) by Adrian Rogers in Memphis, TN. 

I want to tell you that secular humanism and so-called abortion rights are inseparably linked together. We have been taught that our bodies and our children are the products of the evolutionary process, and so therefore human life may not be all that valuable to begin with. We have come today to where it is legal and even considered to be a good thing to put little babies to death…15 million little babies put to death since 1973 because of this philosophy of Secular Humanism. 

How did the court make that type of decision? You would think it would be so obvious. You can’t do that! You can’t kill little babies! Why? Because the Bible says! Friend, they don’t give a hoot what the Bible says! There used to be a time when they talked about what the Bible says because there was a time that we as a nation had a constitution that was based in the Judeo-Christian ethic, but today if we say “The Bible says” or “God says “Separation of Church and State. Don’t tell us what the Bible says or what God says. We will tell you what we think!” Therefore, they look at the situation and they decide if it is right or wrong purely on the humanistic philosophy that right and wrong are relative and the situation says what is right or what is wrong. 

This little girl just 19 years old went into the doctor’s office and he examined her. He said, “We can take take of you.” He gave her an injection in her arm that was to cause her to go into labor and to get rid of that protoplasm, that feud, that little mass that was in her, but she wasn’t prepared for the sound she was about to hear. It was a little baby crying. That little baby weighed 13 ounces. His hand the size of my thumbnail. You know what the doctor did. The doctor put that little baby in a grocery sack and gave it to Maria’s two friends who were with her in that doctor office and Said, “It will stop making those noises after a while.”

They took that grocery sack and Maria home and one hour passed and two hours passed and that baby was still crying and panting for his life in that grocery sack. They took that little baby down to the hospital there in Pine Bluff, Arkansas, and they called an obstetrician and he called a pediatrician and they called nurses and they began to work on that little baby. Today that baby is alive and well and healthy, that little mass of protoplasm. That little thing that wasn’t a human being is alive and well. I want to tell you they spent $150,000 to save the life of that baby. NOW CAN YOU EXPLAIN TO ME HOW THEY CAN SPEND $150,000 TO SAVE THE LIFE OF SOMETHING THAT SOMEBODY WAS PAYING ANOTHER DOCTOR TO TAKE THE LIFE OF? The same life!!! Are you going to tell me that is not a baby? Are you going to tell me that if that baby had been put to death it would not have been murder? You will never convince me of that. What has happened to us in America? We have been sold a bill of goods by the Secular Humanists!

Give me neither poverty nor riches—feed me with the food allotted to me, lest I be full and deny You, and say, “Who is the Lord?” Or lest I be poor and steal, and profane the name of my God” (Proverbs 30:7-9)

PONDER THIS:

You may encounter in this life both the tests of poverty and of riches. If so, the Lord has some advice for you.

See poverty in the proper perspective. In the Lord Jesus Christ, you are highly exalted, no matter how poor you are. Having Christ, you are richer than the richest man on earth without the Lord Jesus. As a Christian, you have gone from rags to riches in Him.

It’s hard to be poor and even harder to be rich. The rich man may have an easier time in life, but he has a harder time passing the test.

The Lord doesn’t tell the rich to renounce their riches but to properly assess them. It’s not wrong to have money. Some of God’s choicest saints—Abraham for example—were wealthy. But the rich are to see their wealth from a proper perspective.

Many people would do better being poor than rich. Some people can stand almost anything but prosperity.

PRACTICE THIS:

It’s better to have balance, neither wealth nor poverty, but enough food for our daily bread. If we have too much, we may think we don’t need God. If too little, we might be tempted to steal and dishonor the Lord. Remember to thank the Lord today for His daily provision.

29 Whoever stubbornly refuses to accept criticism
    will suddenly be destroyed beyond recovery.

² When the godly are in authority, the people rejoice.
    But when the wicked are in power, they groan.

³ The man who loves wisdom brings joy to his father,
    but if he hangs around with prostitutes, his wealth is wasted.

⁴ A just king gives stability to his nation,

So let me ask your question while you turn Proverbs chapter 19. How many of you ever get angry, lose your temper or find it. Whatever the case is were going to be speaking today on God’s answer to anger God’s answer to anger. 

Proverbs chapter 19 in verse 11 the discretion of a man for it is aimed that is a smart fella not quick to get mad. 

The discretion of a man before his anger and it is his glory to pass over a transgression. Now when you get angry, dear friend. Now we must deal with sinful anger as we would be with any other sin. 

It must be condemned.

The devil has six this is going to destroy you with this matter of stubborn anger that I’m talking about beginning verse 31 when Ephesians 431 let all bitterness, one, and wrath to an angry three and clamor for an evil speaking. Five. Be put away from you, with all malice. Six those are the six steps six the number remain. And when you open the door to the devil you let the sun go down upon your wrath. Sudden anger becomes stubborn anger sure what happens. First of all he talked about bitterness here. 

What is bitterness bitterness is that feeling of resentment when somebody does your wrong or you think they’ve done your wrong and you get better in your heart. 

Now the Bible in the book of Hebrews calls this a root of bitterness trying to ban a lineup. So Jim dealt with at rascal because the room is down there and there is that root of bitterness and it gets in their and you began to feel hurt somehow you feel that your rights have been trampled on. Somehow you been overlooked. 

Somebody wrong and you feel that you are justified and that’s what the Bible calls bitterness that step number one bitterness now what happens to bitterness. Well the next thing is the next word he uses here is that step number two. The word wrath come from the Greek word that means you get all hot about you get all hot and bothered as a slow burn start and the bitterness turns the burning you just feel at fire starting and its mole smokers, you know, I feel it’s an ugly feeling that bitterness I felt that business becomes that hotness that burning that smoldering thing. Look at the third step here. 

The third word is anger now wrath speaks of that which is on the inside. 

But anger speaks of that which is only outside and the Greek word for anger here means that which is open and outward. It is outward hostility. Now, as the smoldering rags that are in the attic of the mind now burst into playing we may been better for quite a while. We may be doing the slow burn for quite a while and then just the right catalyst happened and that is anger. That’s the third step. This is outward now and is active now and then. 

That’s followed by number four clamor. Now the word clamor as the idea being vocal being live and maybe tears, but most often it is shouting you ever notice when people get angry and begin their divorce rises and saying you talk to the person is that when I you don’t have to shout and clamor comes in but I want Paul is when we start we lift our voices that way. That clamor turns to evil speaking, then when we hear ourselves talking that way and open hostility breaks out. Then we start to say things we never really meant we began to speak evil is evil speaking, slander, I hate you. I wish you’d never been born. A stupid shop person I ever knew, and we began to say thing that we know not true but will the role I’m doing good now me and telling this and you start to say those things you know me, but you verbalize because that bitterness turned up burning and burning to anger and that anger turned to clamor and I clamor turns an evil speaking men that evil speaking, does one turns to malice, no analysis as when you hurt somebody you can hurt them with the official hurt, with words can hurt them with words you hurt them with money get hurt with Mike. School Choice on the March…Again

I thought passage of statewide school choice last year in West Virginia was something to celebrate.

And it was, especially since other states also expanded educational freedom for families.

But there’s even better news from Arizona, where the legislature just enacted, and the governor just signed, the nation’s most comprehensive system of school choice.

Parents will get vouchers of about $7,000 for each school-age child, to be used at the schools that are best for their children.

This is a victory for parents. And a victory for taxpayers.

The Goldwater Institute in Phoenix played a big role in this victory. Here’s their description of the now-universal Empowerment Scholarship Accounts.

In a major victory for families weary of a one-size-fits-all approach to education, the Arizona Legislature today passed a groundbreaking bill which ensures all Arizona families can access school choice.…ESAs, which Goldwater pioneered in Arizona more than a decade ago, put money that would otherwise go toward a given child’s public education into an account that parents can use to customize their child’s education experience to best meet their unique needs. …Families would receive over $6,500 per year per child for private school, homeschooling, ‘learning pods,’ tutoring, or any other kinds of educational service that would best fit their students’ needs.

I’m glad to see that homeschooling is on a level playing field.

Arizona Republican lawmakers late Friday gave final approval to the most comprehensive system of vouchers of taxpayer funds for private and parochial schools in the nation. The 16-10 Senate vote came as proponents said parents want more choice for their children.…The solution that Republicans say HB 2853 offers is to allow each of the 1.1 million students in Arizona public schools to get a voucher they can use to attend a private or parochial school. …Sen. Paul Boyer, R-Glendale, said the nature of providing resources to parents to make education choices necessarily makes them more involved in their child’s education as they have the resources to choose a school. “Remember: this is for whatever the parent thinks is best for their kid,” he said. “And, for the life of me, I still can’t fathom why anybody would oppose that.”

Sen. Boyer is right. There are no good arguments against school choice.

This is a very simple issue. Government schools are failing. They’ve received more money and more money, yet they keep producing dismal results.

You can blame the natural inefficiency of monopolies. You can blame teacher unions. Heck, you can blame sunspots or space aliens for all I care.

What matters is giving ordinary families an opportunity to get better education for their kids (the same choice that rich – and hypocritical – leftists like to utilize).

Thanks to lawmakers in Arizona, more American families will now have this opportunity.

P.S. It’s uplifting to see very successful school choice systems operate in nations such as Canada, Sweden, Chile, and the Netherlands.

The Case Against Government Schools

I’ve been writing about the benefits of school choice for a long time, largely because government schools are becoming ever-more expensive while produced ever-more dismal outcomes.

But even I was surprised to see this tweet, which shows how so many parents in New York City seek alternative educational opportunities for their children.

What makes these numbers so shocking is that parents are forced to pay for government schools. So when they opt for alternatives such as private schools, they’re paying twice.

But they decide the extra cost is justified because they know government-run schools don’t do a good job (and those failures have become even more apparent because of coronavirus).

For instance, David Harsanyi indicts government schooling in an article for National Review.

“Public” schools have been a catastrophe for the United States. …State-run schools have undercut two fundamental conditions of a healthy tolerant society. First, they’ve created millions of civic illiterates who are disconnected from long-held communal values and national identity. Second, they’ve exacerbated the very inequalities that trigger the tearing apart of fissures. …No institution has fought harder to preserve segregated communities than the average teachers’ union. …Prosperous Americans already enjoy school choice — and not merely because they can afford private schools. …This entire dynamic is driven by the antiquated notion that the best way to educate kids is to throw them into the nearest government building. It’s the teachers’ unions that safeguard these fiefdoms through racketeering schemes: First they funnel taxpayer dollars to the political campaigns of allies who, when elected, return the favor by protecting union monopolies and supporting higher taxes that fund unions and ultimately political campaigns. …most poor parents, typically black or Hispanic, are compelled to send their kids to inferior schools… Joe Biden says he’ll create not a child-oriented Department of Education but a “teacher-oriented Department of Education.” By teachers, Biden means unions. …It’s likely that left-wing ideologues run your school district. They decide what your children learn. …The embedded left-wing nature of big school districts is so normalized that parents rarely say a word. …a voucher system creates opportunities for all kinds of students, not just wealthy ones.

I suppose it should explicitly stated that those opportunities would produce better results, both for taxpayers and for kids.

In an article for the American Institute for Economic Research, Gregory van Kipnis compares government schools and private schools.

Only when there is a monopoly are we denied choice. The negative consequences of that are well known… Monopolies produce goods and services at a higher price and a lower quality than would be obtained in a competitive market. That is certainly the case with public education. …society should be interested in data about the costs and outcomes of different approaches to education, namely public versus private schools, and how this data should affect our choices and behavior.

And what does the data tell us?

…currently (as of 2018), a public school education in the US costs 89% more than private education; that is, $14,653 for a public school and $7,736 for a private education. The high relative cost of public school education has persisted since the earliest period for which the data has been collected – 1965 (Chart 1a). …Private education is significantly less expensive.

Here’s the chart showing that government schools are far more expensive.

This raises a separate question: Are government schools more expensive because they’re producing better results?

Nope.

While the generally accepted knowledge is that private education produces better results than public school education, …Chart 4…shows the trends and levels in the composite ACT test results (meaning for math and reading combined) for the period 2001-2014, for private, public and homeschooled children. …The results speak for themselves – private schools test at a significantly higher level than public schools, and the gap is widening.

So what’s the bottom line?

Consumers of any product know they get better outcomes, as measured by quality and price, if the product is offered in competitive markets. This is true even in markets that have only limited competition. Any competition is better than none. Just as that principle is true in the markets for cars and cafes, so it is true in the market for educational services. …It is manifestly cheaper to get a private education and get a far better education in a private school. The problem holding back the growth in private education is that you have to pay twice to get it. The economics and facts support the logic of freeing parents to obtain private education and alternative public education for their children. To further facilitate this decision, parents should be given vouchers and credits equal to the cost of public school in their area, which they can freely use to fund their choice of better education in the private sector.

Amen. School choices produces better educational outcomes and saves money for taxpayers.

Hard to argue with the data (unless, of course, your motive is to appease teacher unions).

Libertarians and others are often torn about school choice. They may wish to see the government schooling monopoly weakened, but they may resist supporting choice mechanisms, like vouchers and education savings accounts, because they don’t go far enough. Indeed, most current choice programs continue to rely on taxpayer funding of education and don’t address the underlying compulsory nature of elementary and secondary schooling.

Skeptics may also have legitimate fears that taxpayer-funded education choice programs will lead to over-regulation of previously independent and parochial schooling options, making all schooling mirror compulsory mass schooling, with no substantive variation.

Friedman Challenged Compulsory Schooling Laws

Milton Friedman had these same concerns. The Nobel prize-winning economist is widely considered to be the one to popularize the idea of vouchers and school choice beginning with his 1955 paper, “The Role of Government in Education.” His vision continues to be realized through the important work of EdChoice, formerly the Friedman Foundation for Education Choice, that Friedman and his economist wife, Rose, founded in 1996.

July 31 is Milton Friedman’s birthday. He died in 2006 at the age of 94, but his ideas continue to have an impact, particularly in education policy.

Friedman saw vouchers and other choice programs as half-measures. He recognized the larger problems of taxpayer funding and compulsion, but saw vouchers as an important starting point in allowing parents to regain control of their children’s education. In their popular book, Free To Choose, first published in 1980, the Friedmans wrote:

We regard the voucher plan as a partial solution because it affects neither the financing of schooling nor the compulsory attendance laws. We favor going much farther. (p.161)

They continued:

The compulsory attendance laws are the justification for government control over the standards of private schools. But it is far from clear that there is any justification for the compulsory attendance laws themselves. (p. 162)

The Friedmans admitted that their “own views on this have changed over time,” as they realized that “compulsory attendance at schools is not necessary to achieve that minimum standard of literacy and knowledge,” and that “schooling was well-nigh universal in the United States before either compulsory attendance or government financing of schooling existed. Like most laws, compulsory attendance laws have costs as well as benefits. We no longer believe the benefits justify the costs.” (pp. 162-3)

Still, they felt that vouchers would be the essential starting point toward chipping away at monopoly mass schooling by putting parents back in charge. School choice, in other words, would be a necessary but not sufficient policy approach toward addressing the underlying issue of government control of education.

Vouchers as a First Step

In their book, the Friedmans presented the potential outcomes of their proposed voucher plan, which would give parents access to some or all of the average per-pupil expenditures of a child enrolled in public school. They believed that vouchers would help create a more competitive education market, encouraging education entrepreneurship. They felt that parents would be more empowered with greater control over their children’s education and have a stronger desire to contribute some of their own money toward education. They asserted that in many places “the public school has fostered residential stratification, by tying the kind and cost of schooling to residential location” and suggested that voucher programs would lead to increased integration and heterogeneity. (pp. 166-7)

To the critics who said, and still say, that school choice programs would destroy the public schools, the Friedmans replied that these critics fail to

explain why, if the public school system is doing such a splendid job, it needs to fear competition from nongovernmental, competitive schools or, if it isn’t, why anyone should object to its “destruction.” (p. 170)

What I appreciate most about the Friedmans discussion of vouchers and the promise of school choice is their unrelenting support of parents. They believed that parents, not government bureaucrats and intellectuals, know what is best for their children’s education and well-being and are fully capable of choosing wisely for their children—when they have the opportunity to do so.

They wrote:

Parents generally have both greater interest in their children’s schooling and more intimate knowledge of their capacities and needs than anyone else. Social reformers, and educational reformers in particular, often self-righteously take for granted that parents, especially those who are poor and have little education themselves, have little interest in their children’s education and no competence to choose for them. That is a gratuitous insult. Such parents have frequently had limited opportunity to choose. However, U.S. history has demonstrated that, given the opportunity, they have often been willing to sacrifice a great deal, and have done so wisely, for their children’s welfare. (p. 160).

Voucher Programs Today

Today, school voucher programs exist in 15 states plus the District of Columbia. These programs have consistently shown that when parents are given the choice to opt-out of an assigned district school, many will take advantage of the opportunity. In Washington, D.C., low-income parents who win a voucher lottery send their children to private schools.

The most recent three-year federal evaluationof voucher program participants found that while student academic achievement was comparable to achievement for non-voucher students remaining in public schools, there were statistically significant improvements in other important areas. For instance, voucher participants had lower rates of chronic absenteeism than the control groups, as well as higher student satisfaction scores. There were also tremendous cost-savings.

In Wisconsin, the Milwaukee Parental Choice Program has served over 28,000 low-income students attending 129 participating private schools.

According to Corey DeAngelis, Director of School Choice at the Reason Foundation and a prolific researcher on the topic, the recent analysis of the D.C. voucher program “reveals that private schools produce the same academic outcomes for only a third of the cost of the public schools. In other words, school choice is a great investment.”

In Wisconsin, the Milwaukee Parental Choice Program was created in 1990 and is the nation’s oldest voucher program. It currently serves over 28,000 low-income students attending 129 participating private schools. Like the D.C. voucher program, data on test scores of Milwaukee voucher students show similar results to public school students, but non-academic results are promising.

Increased Access and Decreased Crime

Recent research found voucher recipients had lower crime rates and lower incidences of unplanned pregnancies in young adulthood. On his birthday, let’s celebrate Milton Friedman’s vision of enabling parents, not government, to be in control of a child’s education.

According to Howard Fuller, an education professor at Marquette University, founder of the Black Alliance for Educational Options, and one of the developers of the Milwaukee voucher program, the key is parent empowerment—particularly for low-income minority families.

In an interview with NPR, Fuller said: “What I’m saying to you is that there are thousands of black children whose lives are much better today because of the Milwaukee parental choice program,” he says. 
“They were able to access better schools than they would have without a voucher.”

Putting parents back in charge of their child’s education through school choice measures was Milton Friedman’s goal. It was not his ultimate goal, as it would not fully address the funding and compulsion components of government schooling; but it was, and remains, an important first step. As the Friedmans wrote in Free To Choose:

The strong American tradition of voluntary action has provided many excellent examples that demonstrate what can be done when parents have greater choice. (p. 159).

On his birthday, let’s celebrate Milton Friedman’s vision of enabling parents, not government, to be in control of a child’s education.
