My great fear is that the “social capital” of self reliance in America will slowly disappear and that the United States will turn into a European-style welfare state.
Well, this Glenn McCoy cartoon has a similar theme.
The only thing I would change is that the rat would become a “pro-government voter” or “left-wing voter” instead of an “Obama voter.” Just like I wasn’t satisfied with an otherwise very good Chuck Asay cartoon showing the struggle between producers and moochers.
That’s for two reasons. First, I’m not partisan. My goal is to spread a message of liberty, not encourage people to vote for or against any candidate.
But I’m getting wonky. Enjoy the cartoon and feel free to share it widely.

Fortunately, Professor Casey Mulligan of the University of Chicago has done some very solid work on this issue, some of which he recently wrote about in the New York Times.
The social safety net became more generous under Presidents George W. Bush and Barack Obama, and as a result massively altered employment patterns in the labor market. …public moneys have recently been used to help the unemployed, the poor and the financially distressed endure the recession, but at the same time have dramatically eroded incentives for people to maintain their own living standards by seeking, accepting and retaining jobs, as well as incentives for employers to create jobs that are attractive to workers.
This makes sense to me. After all, Bush was a reckless big spender, just like Obama. And we also know that if you make work less attractive and idleness more attractive, bad things will happen.
But Prof. Mulligan actually measures the net impact.
As a result of more than a dozen significant changes in subsidy program rules, the average middle-class non-elderly household head or spouse saw her or his marginal tax rate increase from about 40 percent in 2007 to 48 percent only two years later. Marginal tax rates came down in late 2010 and 2011 as provisions of the American Recovery and Reinvestment Act expired, but still remain elevated – at least 44 percent. …A few households even saw their marginal tax rates jump beyond 100 percent – meaning they would have more disposable income by working less. …work incentives were eroded about 20 percent for unmarried household heads…in the middle of the skill distribution, while they were eroded about 12 percent among married heads and spouses…with the same level of skill.
So what’s the bottom line? Well, Prof. Mulligan concludes that government policy hurt everybody, but it did the most damage for those least able to endure hardship, the low-skilled and unmarried.
The fact that marginal tax rates rose so differently for various groups means not only that redistributive public policy depressed the labor market but has also sharply, and arbitrarily, altered the composition of the work force in the direction of people who are married and more skilled.
This final point is worth contemplating for those who are still in post-election-analysis mode. Welfare state programs trap people in dependency. People in that situation naturally worry about who will take care of them, which makes them easily susceptible to snake-oil politicians who promise endless handouts financed by taxes on the so-called rich.
Some otherwise sensible politicians are reluctant to say no when asked to expand the welfare state because they fear it will hurt them at the polls. That’s definitely a possibility, but creating more dependency is a guaranteed way of making it harder to win future elections.
Second moral of the story: Entitlement reform is good policy…and good politics.

In “A Nation of Takers,” author Nicholas Eberstadt of the American Enterprise Institute draws on an impressive array of data to detail the exponential growth in America’s entitlement spending, which today accounts for a full two-thirds of the federal budget. Eberstadt shows in unflinching detail how this runaway spending is having a very real, long-lasting, negative impact on the character of our citizens.

In a new video parodying Dr. Seuss’s whimsical style, the American Enterprise Institute puts the problem of growing entitlement program spending in a form elementary school kids can understand.
It’s a good thing, too, because their generation will be burdened with paying for this skyrocketing spending if Congress and the President don’t start getting serious about structural entitlement program reforms now.
The video tells the tale of the “makers,” who were once “makering all kinds of neat things, Make-dads and Make-pads and mighty Make-dings.” Then the federal government stepped in, imposing an endless slew of taxes and cultivating an entitlement state. This developed into both a moral and fiscal problem, as it bred a culture of dependency and threatened to bankrupt their country.
America is a land of makers. Despite the current economic downturn, we have a history marked by prosperity, and today we enjoy widespread liberty and economic opportunity. Yet rising government spending, a sign of an expanding government, threatens that economic health and freedom. Specifically, spending on the entitlement programs—Medicare, Medicaid, and Social Security being the largest—is driving future deficits and debt to unsustainable levels.
Already, 62 percent of the federal budget goes to entitlement programs—double the amount 50 years ago. Entitlement program spending is projected to nearly double from 10.3 percent of the economy in 2010 to 19 percent in 2050. Such staggering figures are the result of millions of baby boomers beginning to retire and health care costs that keep rising. (continues below chart)
The number of workers paying for the benefits of retirees has also fallen, making Social Security and Medicare structurally unsustainable. For example, in 1965, the ratio of workers to Medicare beneficiaries was nearly five to one, meaning five workers were paying for the benefits of each retiree. In 2011, that ratio had fallen to three to one, and by 2030 there will be just two workers shouldering the responsibility for each beneficiary.
Government-centric Obamacare will only exacerbate the increasing health care costs in both the public and private sectors and send Medicaid spending upward. As the video suggests, this is a “fiscal nightmare.”
It is possible to structurally reform the entitlement programs in a way that ensures that they are a safety net for Americans who truly need them now—and for today’s children when they retire. Doing so requires political will on the part of Congress and the President to make tough choices now.
The Heritage Foundation has a plan that does just that. It gets our spending and debt under control and preserves the freedoms that allow America’s makers to keep “makering” and succeed.

A lot of people say Obama is anti-business, but there’s one part of the American economy that is delighted that he got reelected.
No, I’m not talking about bankruptcy lawyers or corrupt lobbyists, though those would be good guesses.
The real winners from Obama’s re-election are America’s gun manufacturers and gun sellers.
Not that I’ve looked at any data. I’m just basing this on the comments I’ve heard over the past few years and the up-tick in such comments in the past 36 hours.
But I’m quite confident that the overall firearms industry has profited from Obama’s tenure.
Anyway, the great economist Frederic Bastiat teaches us to look at both direct and indirect effects (or, as he put it, the “seen” and “unseen”), so I want to highlight a disadvantaged group that will suffer as a result of the Obama-induced increase in gun sales.
Yes, I’m talking about criminals.
To understand the point I’m trying to make, we’re going to do a thought experiment.
Start by closing your eyes and thinking about someone you know who has worked hard, saved some money, bought a nice house, and filled that house with nice things for the family to enjoy.
Now tell yourself, “I want those things as well.”
But you also think, “Damned if I’m going to wake up early every day like that chump and bust my rear end to earn a good life.”
Instead, you decide it’s okay to take things that don’t belong to you, even if it involves some coercion.
So what’s your next step?
No, this isn’t a thought experiment about voting for Obama. Besides, the election is over.
Close your eyes again and think about how you would obtain things that don’t belong to you and without using the government as the middleman.
What would you do? Well, you might beg the person to give you things.
But that might be a bit awkward or demeaning, and the person might say no.
That leaves burglary as your only option. Sort of a private sector version of income redistribution.
Now we get to the key point in our thought experiment.
You sneak up to the house with the nice things and you suddenly see a sign.
Here’s a quiz. What do you do after seeing this sign?
a. break into the house because you once heard a politician or journalist assert that gun ownership doesn’t deter crime?
b. decide after a bit of reflection about potential costs and benefits that it might be more prudent to find another house to rob?
If you need some help with the answer, think about the meaning of this cartoon.

The 45 minute video above is from the film series created from Francis Schaeffer’s book “Whatever Happened to the Human Race?” with Dr. C. Everett Koop. This book really helped develop my political views concerning abortion, infanticide, and youth euthanasia, and it gave me a good understanding of those issues.
I was able to watch Francis Schaeffer deliver a speech on a book he wrote called “A Christian Manifesto” and I heard him in several interviews on it in 1981 and 1982. I listened with great interest since I also read that book over and over again. Below is a portion of one of Schaeffer’s talks on a crucial subject that is very important today too.
This address was delivered by the late Dr. Schaeffer in 1982 at the Coral Ridge Presbyterian Church, Fort Lauderdale, Florida. It is based on one of his books, which bears the same title.
Is there a place for civil disobedience over the issue of abortion?

All we ask for is what the founding fathers of this country stood and fought and died for, and at the same time, very crucial in all this is standing absolutely for a high view of human life against the snowballing low view of human life of which I have been talking. This thing has been presented under the hypocritical name of choice. What does choice equal? Choice, as I have already shown, means the right to kill for your own selfish desires. To kill human life! That’s what the choice is that we’re being presented with on this other basis.
Now, I come toward the close, and that is that we must recognize something from the Scriptures, and that’s why I had that Scripture read that I had read tonight. When the government negates the law of God, it abrogates its authority. God has given certain offices to restrain chaos in this fallen world, but it does not mean that these offices are autonomous, and when a government commands that which is contrary to the Law of God, it abrogates its authority.
Throughout the whole history of the Christian Church, (and again I wish people knew their history. In A Christian Manifesto I stress what happened in the Reformation in reference to all this) at a certain point, it is not only the privilege but it is the duty of the Christian to disobey the government. Now that’s what the founding fathers did when they founded this country. That’s what the early Church did. That’s what Peter said. You heard it from the Scripture: “Should we obey man?… rather than God?” That’s what the early Christians did.
Occasionally — no, often, people say to me, “But the early Church didn’t practice civil disobedience.” Didn’t they? You don’t know your history again. When those Christians that we all talk about so much allowed themselves to be thrown into the arena, when they did that, from their view it was a religious thing. They would not worship anything except the living God. But you must recognize from the side of the Roman state, there was nothing religious about it at all — it was purely civil. The Roman Empire had disintegrated until the only unity it had was its worship of Caesar. You could be an atheist; you could worship the Zoroastrian religion… You could do anything. They didn’t care. It was a civil matter, and when those Christians stood up there and refused to worship Caesar, from the side of the state, they were rebels. They were in civil disobedience and they were thrown to the beasts. They were involved in civil disobedience, as much as your brothers and sisters in the Soviet Union are. When the Soviet Union says that, by law, they cannot tell their children, even in their home about Jesus Christ, they must disobey and they get sent off to the mental ward or to Siberia. It’s exactly the same kind of civil disobedience that’s represented in a very real way by the thing I am wearing on my lapel tonight.
Every appropriate legal and political governmental means must be used. “The final bottom line”– I have invented this term in A Christian Manifesto. I hope the Christians across this country and across the world will really understand what the Bible truly teaches: The final bottom line! The early Christians, every one of the reformers (and again, I’ll say in A Christian Manifesto I go through country after country and show that there was not a single place with the possible exception of England, where the Reformation was successful, where there wasn’t civil disobedience and disobedience to the state), the people of the Reformation, the founding fathers of this country, faced and acted in the realization that if there is no place for disobeying the government, that government has been put in the place of the living God. In such a case, the government has been made a false god. If there is no place for disobeying a human government, what government has been made GOD.
Caesar, under some name, thinking of the early Church, has been put upon the final throne. The Bible’s answer is NO! Caesar is not to be put in the place of God and we as Christians, in the name of the Lordship of Christ, and all of life, must so think and act on the appropriate level. It should always be on the appropriate level. We have lots of room to move yet with our court cases, with the people we elect — all the things that we can do in this country. If, unhappily, we come to that place, the appropriate level must also include a disobedience to the state.
If you are not doing that, you haven’t thought it through. Jesus is not really on the throne. God is not central. You have made a false god central. Christ must be the final Lord and not society and not Caesar.
May I repeat the final sentence again? CHRIST MUST BE THE FINAL LORD AND NOT CAESAR AND NOT SOCIETY.

On one side of the debate you have pro-spenders, who call themselves “growth” advocates, but are really just Keynesians. On the other side of the debate, you have pro-taxers, who claim to favor “austerity,” but actually just want big government financed by taxes rather than borrowing.
Last but not least, I express some optimism about the possibility ofgenuine entitlement reform, though I should have acknowledged that nothing good will happen while Obama is in office.

We’ve gotten to the point where you need a guide-book to keep track of all the scandals in Washington.
As a fiscal policy wonk, I focus mostly onthe sleaze at the IRS, but I also recognize that the other scandals are equally troubling.
So I’m amused by Lisa Benson’s portrayal of the…um…plumbing problems at the White House.
But there’s a theme to all the scandals, regardless of whether they’re happening now under Obama or whether they happened under Bush or during the reign of previous Presidents: Many of them take place solely because government is large, bloated, and involved in areas where it doesn’t belong.

What did we learn from the Laffer Curve in the 1980’s? Lowering top tax rate from 70% to 28% from 1980 to 1988 and those earning over $200,000 paid 99 billion in taxes instead of 19 billion!!!!
This means teaching folks on the left that tax policy affects incentives to earn and report taxable income. As such, I try to explain, this means it is wrong to assume a simplistic linear relationship between tax rates and tax revenue. If you double tax rates, for instance, you won’t double tax revenue.
But it also means teaching folks on the right that it is wildly wrong to claim that “all tax cuts pay for themselves” or that “tax increases always mean less revenue.” Those results occur in rare circumstances, but the real lesson of the Laffer Curve is that some types of tax policy changes will result in changes to taxable income, and those shifts in taxable income will partially offset the impact of changes in tax rates.
However, even though both sides may need some education, it seems that the folks on the left are harder to teach – probably because the Laffer Curve is more of a threat to their core beliefs.
If you explain to a conservative politician that a goofy tax cut (such as a new loophole to help housing) won’t boost the economy and that the static revenue estimate from the bureaucrats at the Joint Committee on Taxation is probably right, they usually understand.
But liberal politicians get very agitated if you tell them that higher marginal tax rates on investors, entrepreneurs, and small business owners probably won’t generate much tax revenue because of incentives (and ability) to reduce taxable income.
To be fair, though, some folks on the left are open to real-world evidence. And this IRS data from the 1980s is particularly effective at helping them understand the high cost of class-warfare taxation.
There’s lots of data here, but pay close attention to the columns on the right and see how much income tax was collected from the rich in 1980, when the top tax rate was 70 percent, and how much was collected from the rich in 1988, when the top tax rate was 28 percent.
The key takeaway is that the IRS collected fives times as much income tax from the rich when the tax rate was far lower. This isn’t just an example of the Laffer Curve. It’s the Laffer Curve on steroids and it’s one of those rare examples of a tax cut paying for itself.
Folks on the right, however, should be careful about over-interpreting this data. There were lots of factors that presumably helped generate these results, including inflation, population growth, and some of Reagan’s other policies. So we don’t know whether the lower tax rates on the rich caused revenues to double, triple, or quadruple. Ask five economists and you’ll get nine answers.
But we do know that the rich paid much more when the tax rate was much lower.
This is an important lesson because Obama wants to run this experiment in reverse. He hasn’t proposed to push the top tax rate up to 70 percent, thank goodness, but the combined effect of his class-warfare policies would mean a substantial increase in marginal tax rates.

A video by CF&P Foundation that builds on the discussion of theory in Part I and evidence in Part II, this concluding video in the series on the Laffer Curve explains how the Joint Committee on Taxation’s revenue-estimating process is based on the absurd theory that changes in tax policy – even dramatic reforms such as a flat tax – do not effect economic growth. In other words, the current system assumes the Laffer Curve does not exist. Because of congressional budget rules, this leads to a bias for tax increases and against tax cuts.
