Dear Mr. President,

I know that you receive 20,000 letters a day and that you actually read 10 of them every day. I really do respect you for trying to get a pulse on what is going on out here.

The federal government debt is growing so much that it is endangering us because if things keep going like they are now we will not have any money left for the national defense because we are so far in debt as a nation. We have been spending so much on our welfare state through food stamps and other programs that I am worrying that many of our citizens are becoming more dependent on government and in many cases they are losing their incentive to work hard because of the welfare trap the government has put in place. Other nations in Europe have gone down this road and we see what mess this has gotten them in. People really are losing their faith in big government and they want more liberty back. It seems to me we have to get back to the founding  principles that made our country great.  We also need to realize that a big government will encourage waste and corruption. The recent scandals in our government have proved my point. In fact, the jokes you made at Ohio State about possibly auditing them are not so funny now that reality shows how the IRS was acting more like a monster out of control. Also raising taxes on the job creators is a very bad idea too. The Laffer Curve clearly demonstrates that when the tax rates are raised many individuals will move their investments to places where they will not get taxed as much.

I have written about 66 heroes of mine in the House of Representatives that voted “no” on your debt ceiling increase request in 2011. I believe we must have representatives that will vote to restore our freedom and that means voting to cut spending and lower taxes like the Patriots of long ago wanted. Today the Tea Party represented my views the most closely.  Lord knows I have written a lot about that in the past. . I have praised over and over and over the 66 House Republicans that voted no on that before. If they did not raise the debt ceiling then we would have a balanced budget instantly.  I agree that the Tea Party has made a difference and I have personally posted 49 posts on my blog on different Tea Party heroes of mine.

I have written and emailed Senator Pryor over, and over again with spending cut suggestions but he has ignored all of these good ideas in favor of keeping the printing presses going as we plunge our future generations further in debt. I am convinced if he does not change his liberal voting record that he will no longer be our senator in 2014.

I have written hundreds of letters and emails to you and I must say that I have been impressed that you have had the White House staff answer so many of my letters. The White House answered concerning Social Security (two times), Green Technologies, welfare, small businesses, Obamacare (twice),  federal overspending, expanding unemployment benefits to 99 weeks,  gun control, national debt, abortion, jumpstarting the economy, and various other  issues.   However, your policies have not changed, and by the way the White House after answering over 50 of my letters before November of 2012 has not answered one since.    You are committed to cutting nothing from the budget that I can tell.

 I have praised over and over and over the 66 House Republicans that voted no on that before. If they did not raise the debt ceiling then we would have a balanced budget instantly.  I agree that the Tea Party has made a difference and I have personally posted 49 posts on my blog on different Tea Party heroes of mine.

THIS BRINGS ME TO ONE OF MY BIGGEST ECONOMIC HEROES AND IT IS THE LATE MILTON FRIEDMAN. Friedman had such revolutionary policies such as eliminating welfare and instituting the negative income tax and putting in school vouchers.

The problem in Washington is not lack of revenue but our lack of spending restraint. This video below makes that point.

I have discussed Milton Friedman and Chile before and it an amazing story. Evidently what Milton Friedman’s Chicago Boys started many years ago in the 1970’s is still working today.

I’m in Vienna, Austria, for the annual European Resource Bank meeting.

I had the pleasure last night of listening to Jose Pinera speak about economic reform in Chile, particularly the system of personal retirement accounts.

He shared a chart that conclusively shows why good economic policy makes a difference.

Wow. Look at how much faster the economy has grown since the communists were ousted in 1975 and replaced by a pro-market government.* And the poverty rate has plummeted from 50 percent to 11 percent!

Simply stated, economic reform has been hugely beneficial to poor and middle-class people in Chile. Something to remember as we try to rein in the welfare state in America.

Let’s look at some more data. A couple of years ago, I shared this chart showing how Chile had out-paced Argentina and Venezuela. In other words, Chile’s performance is ultra-impressive, whether examined in isolation or in comparison with other nations in the region.

The reason for all this success is that Chile didn’t just reform its pension system. As you can see from this Economic Freedom of the World data, Chile has made improvements in virtually all areas of public policy.

The nationwide school choice system, for instance, is another example of very beneficial reform.

It’s not quite Hong Kong or Singapore, but Chile is definitely a huge success story.

*The Pinochet government that took power in the 1970s may have been pro-economic liberty, but it also was authoritarian. Fortunately, Chile made a successful and peaceful transition to democracy in the late 1980s and has generally continued on a pro-free market path.

Dear Mr. President,

I know that you receive 20,000 letters a day and that you actually read 10 of them every day. I really do respect you for trying to get a pulse on what is going on out here.

I have been writing on my blog for over two years now concerning the disturbing trend of more and more people becoming dependent on the federal government for more of their income than ever before. This encourages laziness in my view and in the case of the food stamp system many people find themselves in what Milton Friedman calls the “Welfare Trap.”  (Much of this trend started under President Bush and had Republican support.) I wanted to point out that we should cut back on government spending and let the private economy do it’s magic.

Every five years or so, Congress reauthorizes recurring legislation known as the “Farm Bill.” The Senate and House Agriculture Committees are expected to mark up new farm bill legislation this week and next week, respectively. As Congress develops a new farm bill, here are a few things it should keep in mind:

1) Central planning is just as bad with agriculture as it is with any other industry. Some in Washington may think, for example, that they can take on the impossible tasks of determining the perfect price for soybeans or the proper supply of sugar. Only the free market, and not centrally planned economic systems, can allocate resources in the most productive manner. Agriculture is an extremely complicated sector, and those who advocate for limited government and free-market principles in all other aspects of the economy shouldn’t create a special exception for agriculture.

2) Respect farmers and the agriculture sector. Farming is a sophisticated business and there are endless innovations within the field. Farmers are just as capable of handling the challenges and risks associated with their work as any other business leaders, as evidenced by record high net farm income. They don’t need subsidies upon subsidies, and they especially don’t need taxpayer dollars to try and eliminate virtually all of their risk. Just like with other business leaders, they can minimize their risk through private means and sound risk management. The myriad different farm policies can also hurt farmers, such as through quotas that limit the amount of a crop that can be placed in commerce and conservation restrictions that tie the hands of farmers when it comes to how they can utilize their own property.

3) Stop paying farmers to not grow crops. Under the direct payment program, farmers are paid regardless of whether they grow crops. According to a 2012 Government Accountability Office report, from 2003 to 2011, $10.6 billion (about 25 percent of all direct payments) went to farmers who did not grow any of the crops for which they were being allocated money in a given year.

4) Don’t forget about taxpayers and family farms. If the existing farm bill programs continue as is, it would likely cost about $1 trillion from 2014 to 2023. That’s not the federal government’s money, that’s taxpayer money. At a minimum, Congress should represent the interests of taxpayers by, among other things, placing a cap on all premium subsidies that farmers can receive through the crop insurance program, setting caps on total subsidies received, and setting strict income eligibility limits for receipt of any subsidies.

There’s a misconception that the purpose of the farm programs is to assist small family farms. While family farms receive significant subsidies, the large farms are the primary beneficiaries of subsidies. As stated in a recent Heritage report, “Nearly 80 percent of farms with gross cash farm income of $250,000–$999,999 receive government payments, compared to 24 percent of farms with gross cash farm income of $10,000–$249,999.” Ironically, as large farms receive massive subsidies, they are better able to compete against smaller farms and keep out any new competition.

5) No shell games: There needs to be a significant net reduction in subsidy costs. Last year, the Senate passed a farm bill that would have repealed costly programs, including direct payments. The House Agriculture Committee did the same thing. The problem is that the Senate and the House Agriculture Committee would have just replaced the direct payment program with programs that would have been as costly, or even costlier, than the direct payment program. Eliminating one program only to replace it with another is just a shell game that can’t hide the fact that taxpayers will continue to bear the large financial burden of massive farm subsidies.

6) Subsidies hurt consumers. The cost of subsidies is not just limited to the burden on taxpayers. Consumers are also harmed because of higher prices that result from artificial attempts to drive up prices, such as through quotas and tariffs. The sugar program, for example, which is essentially one big anti-consumer market distortion, has led to American sugar prices being two to four times greater than world sugar prices.

The farm bill is one of the most important pieces of legislation that Congress will consider this year. As it does so, these six principles would serve as a useful framework for providing direction in developing sound agriculture policy.

“Hooray for Margaret Thatcher” (Newsweek, 9 July 1979)

We have become so accustomed to politicians making extravagant campaign promises and then forgetting about them once elected that the first major act of Margaret Thatcher’s government— the budget unveiled on June 12—was a surprise. It did precisely what she had promised to do.

Margaret Thatcher campaigned on a platform of reversing the trend toward an ever more intrusive government—a trend that had carried government spending in Great Britain to somewhere between 50 per cent and 60 per cent of the nation’s income. Ever since the end of World War II, both Labor and Tory governments have added to government-provided social services as well as to government-owned and -operated industry. Foreign-exchange transactions have been rigidly controlled. Taxes have been punitive, yet have not yielded enough to meet costs. Excessive money created to finance deficits sparked an inflation that hit a rate of over 30 per cent a year in mid-1975. Only recently was inflation brought down to the neighborhood of 10 per cent, and it is once again on the rise.

Most important of all, the persistent move to a centralized and collectivist economy produced economic stagnation. Before World War II, the British citizen enjoyed a real income that averaged close to twice that of the Frenchman or German. Today, the ratio is nearly reversed. The Frenchman or German enjoys a real income close to twice that of the ordinary Briton.

Margaret Thatcher declared in no uncertain terms that the long British experiment was a failure. She urged greater reliance on private enterprise and on market incentives. She promised to reduce the fraction of the people’s income that government spends on their behalf, and to cut sharply government control over the lives of British citizens. Her government’s budget is a major first step. It reduces the top marginal tax rate on so-called “earned” income from 83 per cent to 60 per cent, on “unearned” income from a confiscatory 98 per cent to 75 per cent. At the same time, it raises the level of income exempt from income tax and cuts the bottom rate from 33 per cent to 30 per cent. It proposes to cut government spending significantly, to sell some of the government’s industrial holdings and to promote the sale of government-owned housing units to their occupants. It loosens foreign-exchange controls substantially as a first step toward their elimination.

One retrograde step, in my opinion, is an increase in indirect taxes—the British general sales taxes, or VAT. This increase, which partly offsets the decrease in direct taxes, combined with lower spending will reduce government borrowing, facilitating a restrained monetary policy and releasing funds for private investment. The purpose is admirable. However, once taxes are imposed, it is hard to cut them. From the long-run point of view, it seems to me preferable to resort to a temporarily higher level of borrowing rather than to a possibly permanently higher level of indirect taxes.

I would also have preferred to see exchange controls eliminated completely rather than by degrees. The controls serve no constructive purpose. Eliminating them gradually only prolongs the harm and preserves a mischievous bureaucracy.

But these are quibbles. I salute Margaret Thatcher and her government for their courage and wisdom in moving firmly and promptly to cut Britain’s bureaucratic straitjacket. Britain has enormous latent strength—in human capacities, industrial traditions, financial institutions, social stability. If these can be released from bondage, if incentive can be restored, Britain could once again become a vibrant, dynamic, increasingly productive economy.

In the United States, when the President proposes a budget, that is only the beginning. Congress disposes, and it may take many months before the final result is determined. In Britain, the situation is different. What the Prime Minister and Cabinet propose in effect becomes law as of that day—subject only to a vote of no-confidence in the government and a new national election. However, when the party in power has a majority in the House of Commons as large as the Tories now have, that is a purely hypothetical possibility.

What happens in Britain is of great importance to us. Ever since the founding of the colonies in the New World, Britain has been a major source of our economic and political thought. In the past few decades, we have been moving in the same direction as Britain and many other countries, though at a slower pace. If Britain’s change of direction succeeds, it will surely reinforce the pressures in the United States to cut our own government down to size.

In 1981, as Britain slid into a deepening recession and unemployment mounted above the 2 million mark, the conventional political wisdom was that Margaret Thatcher’s days as prime minister were numbered unless she could manage to foster a prompt recovery in the economy that sharply reduced unemployment. Talk about a U-turn was the order of the day.

Margaret Thatcher stuck to her guns—proclaiming that U-turn was not in her vocabulary. The recession continued and unemployment kept going up. Yet three weeks ago, with more than 3 million unemployed, she was re-elected in a landslide, achieving the largest majority in Parliament since the postwar Labor landslide in 1945.

One source of her victory was a sharp decline in inflation, from 22 percent in early 1980 to 4 percent currently—fully realizing a major campaign promise. Yet, by itself, that could hardly have produced a landslide. The postmortems have stressed two other factors: the Falklands war and the disintegration of the Labor Party. The Falklands war enabled Mrs. Thatcher to demonstrate in a dramatic way a quality of leadership and a firmness of purpose that had been conspicuously lacking in her predecessors. The “Iron Lady” became an accolade, not an epithet.

The sharp left turn by the official Labor Party, the resulting formation of the Social Democratic Party and the alliance between the new party and the Liberals certainly played a major part in fragmenting the opposition to Mrs. Thatcher. As matters developed, there was simply no responsible alternative to Mrs. Thatcher, no credible alternative government.

However, this explanation lacks one essential ingredient: it omits the role of President Mitterrand.

France was suffering from the same ills when Mitterrand was elected president as Britain when Mrs. Thatcher became prime minister and the United States when Ronald Reagan became president—high and rising inflation, high unemployment and slow economic growth. Mitterrand’s attack on those ills was precisely the reverse of Mrs. Thatcher’s. On coming into office, Thatcher reduced taxes; Mitterrand increased them. Thatcher reduced controls over prices and wages; Mitterrand expanded them. Thatcher eliminated foreign-exchange controls; Mitterrand made them tighter. Thatcher moved to denationalize enterprises and reduce regulation, Mitterrand nationalized private banks and other enterprises and increased government intervention into the remaining private enterprise. Thatcher tried to hold down government spending, albeit with little success; Mitterrand went on a spending binge.

Had the Mitterrand policies succeeded, even if for only a year or so, Thatcher’s opposition in Britain would have been enormously strengthened. The Labor Party would have had a real alternative to offer—one that was consistent with its ideological propensities and that had worked on the other side of the Channel. The cry that Thatcher’s “monetarism” was a tragic failure could not have been dismissed as mere campaign rhetoric.

Instead, the Mitterrand policy was a clear failure. Inflation remained high. Unemployment went up. The government’s budget deficit soared. So did the deficit in the balance of payments. The franc had to be devalued three times in the past two years, despite massive government borrowing in a vain attempt to prop the franc up. Worst of all for Thatcher’s opposition, Mitterrand was forced to reverse course. The U-turn occurred across the Channel as the French government was driven to adopt the much-derided Thatcher policies.

Thatcher’s opposition was left intellectually bankrupt. It had no credible alternative policy to offer. The claim that she was an irresponsible demagogue imposing unnecessary costs on the British people rang hollow. Her persistence in the main lines of her policy was perceived by the voters as a realistic recognition that there was no easy cure for ills that had accumulated during decades.

The British experience is being repeated in the United States. The Democratic leaders attack Reaganomics as a failure, yet they, too, are intellectually bankrupt. They, too, have no credible alternative to offer, and many of them continue to attack the label while adopting the substance. Mitterrand has made no sharper U-turn than longtime New Dealers who have always praised deficits as a way to prime the pump and stimulate the economy but are now preaching the virtues of balancing the budget.

Milton Friedman, recipient of the 1976 Nobel Memorial Prize for economic science, was a senior research fellow at the Hoover Institution from 1977 to 2006. He passed away on Nov. 16, 2006. Dear Mr. President,

I know that you receive 20,000 letters a day and that you actually read 10 of them every day. I really do respect you for trying to get a pulse on what is going on out here.

The federal government debt is growing so much that it is endangering us because if things keep going like they are now we will not have any money left for the national defense because we are so far in debt as a nation. We have been spending so much on our welfare state through food stamps and other programs that I am worrying that many of our citizens are becoming more dependent on government and in many cases they are losing their incentive to work hard because of the welfare trap the government has put in place. Other nations in Europe have gone down this road and we see what mess this has gotten them in. People really are losing their faith in big government and they want more liberty back. It seems to me we have to get back to the founding  principles that made our country great.  We also need to realize that a big government will encourage waste and corruption. The recent scandals in our government have proved my point. In fact, the jokes you made at Ohio State about possibly auditing them are not so funny now that reality shows how the IRS was acting more like a monster out of control. Also raising taxes on the job creators is a very bad idea too. The Laffer Curve clearly demonstrates that when the tax rates are raised many individuals will move their investments to places where they will not get taxed as much.

I have written about 66 heroes of mine in the House of Representatives that voted “no” on your debt ceiling increase request in 2011. I believe we must have representatives that will vote to restore our freedom and that means voting to cut spending and lower taxes like the Patriots of long ago wanted. Today the Tea Party represented my views the most closely.  Lord knows I have written a lot about that in the past. . I have praised over and over and over the 66 House Republicans that voted no on that before. If they did not raise the debt ceiling then we would have a balanced budget instantly.  I agree that the Tea Party has made a difference and I have personally posted 49 posts on my blog on different Tea Party heroes of mine.

I have written and emailed Senator Pryor over, and over again with spending cut suggestions but he has ignored all of these good ideas in favor of keeping the printing presses going as we plunge our future generations further in debt. I am convinced if he does not change his liberal voting record that he will no longer be our senator in 2014.

I have written hundreds of letters and emails to you and I must say that I have been impressed that you have had the White House staff answer so many of my letters. The White House answered concerning Social Security (two times), Green Technologies, welfare, small businesses, Obamacare (twice),  federal overspending, expanding unemployment benefits to 99 weeks,  gun control, national debt, abortion, jumpstarting the economy, and various other  issues.   However, your policies have not changed, and by the way the White House after answering over 50 of my letters before November of 2012 has not answered one since.    You are committed to cutting nothing from the budget that I can tell.

 I have praised over and over and over the 66 House Republicans that voted no on that before. If they did not raise the debt ceiling then we would have a balanced budget instantly.  I agree that the Tea Party has made a difference and I have personally posted 49 posts on my blog on different Tea Party heroes of mine.

THIS BRINGS ME TO ONE OF MY BIGGEST ECONOMIC HEROES AND IT IS THE LATE MILTON FRIEDMAN. Friedman had such revolutionary policies such as eliminating welfare and instituting the negative income tax and putting in school vouchers.

The problem in Washington is not lack of revenue but our lack of spending restraint. This video below makes that point.

The evidence is in: school choice works. Yesterday, the Friedman Foundation for Educational Choice released their third edition of their report “A Win-Win Solution: The Empirical Evidence on School Choice.” The report provides a literature review of dozens of high-quality studies of school choice programs around the country, including studies from scholars at Harvard University, Stanford University, Cornell University, the University of Arkansas, the Brookings Institution, and the Federal Reserve Bank. The studies examine the impact of school choice programs on the academic performance of participants and public school students, the fiscal impact on taxpayers, racial segregation, and civic values.

The report’s key findings included the following:

  • Twelve empirical studies have examined academic outcomes for school choice participants using random assignment, the “gold standard” of social science. Of these, 11 find that choice improves student outcomes—six that all students benefit and five that some benefit and some are not affected. One study finds no visible impact. No empirical study has found a negative impact.
  • Twenty-three empirical studies (including all methods) have examined school choice’s impact on academic outcomes in public schools. Of these, 22 find that choice improves public schools and one finds no visible impact. No empirical study has found that choice harms public schools.
  • Six empirical studies have examined school choice’s fiscal impact on taxpayers. All six find that school choice saves money for taxpayers. No empirical study has found a negative fiscal impact.
  • Eight empirical studies have examined school choice and racial segregation in schools. Of these, seven find that school choice moves students from more segregated schools into less segregated schools. One finds no net effect on segregation from school choice. No empirical study has found that choice increases racial segregation.
  • Seven empirical studies have examined school choice’s impact on civic values and practices such as respect for the rights of others and civic knowledge. Of these, five find that school choice improves civic values and practices. Two find no visible impact from school choice. No empirical study has found that school choice has a negative impact on civic values and practices.

On the same day, a new study from researchers at Harvard University and the Brookings Institution found that a school choice program boosted college enrollment among African-American participants by 24 percent.

While many of the findings show only modest improvement, they consistently show that school choice programs produce the same or superior results across a gamut of measures. Moreover, not all the benefits of choice are easily measurable. Some families are looking for a school that better meets a student’s special needs, instills the parents’ values, inspires a lifelong love of learning, or where a student is safe from bullying. These outcomes are sometimes difficult if not impossible to measure in the aggregate, but parents are in the best position to tell the difference for their own children.

Dear Mr. President,

I know that you receive 20,000 letters a day and that you actually read 10 of them every day. I really do respect you for trying to get a pulse on what is going on out here.

In 1980 I read the book FREE TO CHOOSE by Milton Friedman and it really enlightened me a tremendous amount.  I suggest checking out these episodes and transcripts of Milton Friedman’s film series FREE TO CHOOSE: “The Failure of Socialism” and “What is wrong with our schools?”  and “Created Equal”  and  From Cradle to Grave, and – Power of the Market.

From the original Free To Choose series Milton asks: “Who Protects the Consumer?”. Many government agencies have been created for this purpose, yet they do so by restricting freedom and stifling beneficial innovation, and eventually become agents for the groups they have been created to regulate.

The best point Milton Friedman made below about the Consumer Protection Agency is this:
“When government intervenes into these affairs that harms third parties. It picks my pocket. It reduces my freedom.”

O’REILLY: Do you favor the government intervention in those areas where, for example, the bar associations and the eyeglass industry were not allowing their members to advertise and then the Federal Trade Commission stepped in and now consumers have the ability to make those kinds of comparisons?
FRIEDMAN: You’re getting into another area, but the answer, a brief answer because we oughtn’t to discuss this here. I am against those governmental measures which have enabled the organizations to have the power to prevent advertising.
O’REILLY: But they were no government __
MCKENZIE: Now, now look, Bob Crandall said __ Bob Crandall said that in an area like the Interstate Commerce Commission there is nothing really to be said in defense at all. Does anybody dissent from that or have we knocked them down flat?
FRIEDMAN: That happens to be the one area on which, so far as I know, you cannot find any dissent anywhere, even __ one of the most effective presentations of what was wrong with ICC was done by one of Ralph Nader’s groups, maybe you were associated with that group. That’s the thing that really baffles me. Fundamentally, here are people, like Ralph Nader and his groups who look at ICC and what is their solution to the problem? More of the same, a different kind of regulation __
CLAYBROOK: No.
FRIEDMAN: __ the only problem is that the wrong people were in there regulating.
CLAYBROOK: No, no, no. That’s not true. No, that’s a complete misrepresentation.
MCKENZIE: You work with Nader now, that’s __
CLAYBROOK: Yes.
FRIEDMAN: That’s Dr. Landau’s solution for the medical problem. Let’s have the right people doing the regulating.
CLAYBROOK: No, no, no. That’s a complete misnomer about the difference between ICC and Health and Safety regulation. There are a number of differences. One is, one involves the economic and the benefits of profits to industry and the other involves the sanctity of life in __ among people.
FRIEDMAN: Excuse me.
MCKENZIE: Now let her finish this point, Milton.
FRIEDMAN: Okay.
MCKENZIE: Yes.
CLAYBROOK: The second one and it deals with your third party relationship is that __ what you’re talking about there is brakes because they’re gonna affect somebody else, but there are also other third-party effects. For example, if you don’t have a helmet used by someone and you hit them with your motorcycle, you’re gonna have huge damage payments to make because they didn’t properly take proper precautions on the public highways. And the question is: Should the public highways be used so that they’re gonna harm somebody else, potentially?
FRIEDMAN: There is nothing that two people do in a world. No man is an island to himself, everything has third-party issues; but you’ve got to have a sense of proportion and the important thing is that government intervention has third-party issues. When government intervenes into these affairs that harms third parties. It picks my pocket. It reduces my freedom. It restricts many activities around the world.
CLAYBROOK: That’s what you question is: what are the benefits? And if the benefits in the auto field, for example, are 55,000 deaths saved, it means __
FRIEDMAN: That’s a very dubious statistic because once again every study has looked at the benefits and not looked at the costs.
CLAYBROOK: Oh no, that’s not true at all. Absolutely not that they haven’t looked at the costs.
FRIEDMAN: I mean the costs in life. You haven’t looked at the fact, for example __
MCKENZIE: Let me clarify this, Milton. I don’t quite follow you.
FRIEDMAN: Sure.
MCKENZIE: Would you explain what you mean exactly?
FRIEDMAN: Of course.
MCKENZIE: Yeah.
FRIEDMAN: Look, take the automobile, by making automobiles more expensive it makes it more profitable to keep older automobiles on the road. The increased age of the automobile is an anti-safety factor by making automobiles safer so people are __ can drive them, people drive them faster or more recklessly then they otherwise would. There are more pedestrian deaths.
CLAYBROOK: That’s a totally unproven and indeed fully rebutted theory. And, in fact, all the savings in lives could __
MCKENZIE: By whom? You or __
CLAYBROOK: Well, no, there are numerous studies, including from__
MCKENZIE: Yeah, I see.
CLAYBROOK: __ Yale and Cooper from Yale and so on, but the key issue has been shown by the regulation that’s been in in the last ten years, you’ve had a huge saving in lives, a decrease in the __ the vehicle deaths that have occurred, the rate of vehicle deaths occurred and so on.
FRIEDMAN: Let me go back again for a moment.
CLAYBROOK: Yes.
FRIEDMAN: You see, the major effect on the saving of life has been from 55_mile_an_hour speed limits.
CLAYBROOK: Oh no, that’s not true.
FRIEDMAN: Which is not after all in there __
CLAYBROOK: Well that is also a regulation.
FRIEDMAN: __ as a safety regulation. That primarily is a fuel regulation.
CLAYBROOK: Yeah, that’s right. It’s a regulation.
MCKENZIE: Yeah.
CLAYBROOK: But your statement’s not accurate.
FRIEDMAN: All right.
CLAYBROOK: That the savings in life have not been primarily __ they’ve been, they’re important from 55. But there have been 55,000 deaths saved by vehicle crash safety regulations.
FRIEDMAN: Excuse me.
CLAYBROOK: Uh_huh.
FRIEDMAN: There have been 55,000 deaths that you have estimated to have been saved by it. Other estimates __
CLAYBROOK: Not me, the General Accounting Office.
FRIEDMAN: Excuse me. Other estimates as well, the estimate by Professor Sam Peltzman (phonetic) of this university, a very, very serious study estimated that there were no lives saved in you took into account all of the indirect effects. Now maybe his study isn’t exactly right.
CLAYBROOK: I don’t think it is.
FRIEDMAN: I’m not going to try to __ but maybe the other study isn’t exactly right either.
CLAYBROOK: Yes, okay, right.
(Laughter)
O’REILLY: But if you’re somewhere in between. If you look at __ consumers have done well if it’s even in between.
FRIEDMAN: No, no. I beg your pardon. If people voluntarily want to risk their lives. Are you saying again you really would not be in favor of prohibiting hand gliding.
CLAYBROOK: We asked the auto __ we asked the auto industry if __
FRIEDMAN: That’s far more dangerous. Did you prohibit the 500_mile speedway?
CLAYBROOK: I think the __ let me answer this. We asked the auto industry if they would remove all the safety standards that have been in effect since 1968 and what would be the savings to the public if they did that. And the answer, sir, that they came back with was, “We couldn’t remove those, they expect them now.” The laminated windshields that don’t crack their head open and the collapsible steering assemblies and the padded dashboards. That __ why the public __ that is now the societal norm. Regulation has changed the thinking of the public and the understanding of what’s possible and so the, you know , what you’re suggesting is that government regulation is willy-nilly and it produces things the public doesn’t want, but you don’t have any__
FRIEDMAN: Excuse me for a moment. You can’t take credit for everything that’s happened in this area. Four-wheel brakes were introduced before there were safety regulations. Many of these developments would have __
MCKENZIE: Well, we leave the matter now for this week and we hope you’ll join us again for the next episode in a week’s time.

The federal government debt is growing so much that it is endangering us because if things keep going like they are now we will not have any money left for the national defense because we are so far in debt as a nation. We have been spending so much on our welfare state through food stamps and other programs that I am worrying that many of our citizens are becoming more dependent on government and in many cases they are losing their incentive to work hard because of the welfare trap the government has put in place. Other nations in Europe have gone down this road and we see what mess this has gotten them in. People really are losing their faith in big government and they want more liberty back. It seems to me we have to get back to the founding  principles that made our country great.  We also need to realize that a big government will encourage waste and corruption. The recent scandals in our government have proved my point. In fact, the jokes you made at Ohio State about possibly auditing them are not so funny now that reality shows how the IRS was acting more like a monster out of control. Also raising taxes on the job creators is a very bad idea too. The Laffer Curve clearly demonstrates that when the tax rates are raised many individuals will move their investments to places where they will not get taxed as much.

Lucky French Taxpayers Get an Obama-Style Flat Tax

I joked back in 2010 that Barack Obama had a very simple flat tax proposal.

But as you can see, sometimes simple isn’t the same as good.

Well, satire too often becomes reality in a world of greedy and corrupt politicians who think class-warfare is an acceptable guide to tax policy.

I say this because thousands of French taxpayers now are being subject to this satirical Obama flat tax.

Here are some of the grotesque details from a Reuters report.

More than 8,000 French households’ tax bills topped 100 percent of their income last year, the business newspaper Les Echos reported on Saturday, citing Finance Ministry data. …President Francois Hollande’s Socialist government imposed the tax surcharge last year, shortly after taking office… The government has been forced to redraft a proposed bill to levy a temporary 75 percent tax on earnings over 1 million euros, which had been one of Hollande’s campaign pledges. …Since then, a top administrative court has determined that a marginal tax rate higher than 66.66 percent on a single household risked being considered as confiscatory by the council.

Ironically, President Hollande already made a commitment that no taxpayers should have to surrender more than 80 percent of their incomes, but I guess that promise didn’t mean much.

After all, this is the guy who equates higher taxes with patriotism.

No wonder successful people are fleeing the country.

This topic is particularly meaningful to me since I’m in the middle of the Free Market Road Show and I’ve been five flat tax nations – Bulgaria, Romania, Kosovo, Macedonia, and Albania – in the past 36 hours.

Too bad there’s little reason to hope that America will ever be part of the flat tax club.

P.S. I guess it’s good that the French court thinks that a 66.66 percent tax is “confiscatory.” But isn’t that true of any tax – at any rate – that is used to fund illegitimate activities?

Dear Mr. President,

I have written about 66 heroes of mine in the House of Representatives that voted “no” on your debt ceiling increase request in 2011. I believe we must have representatives that will vote to restore our freedom and that means voting to cut spending and lower taxes like the Patriots of long ago wanted. Today the Tea Party represented my views the most closely.  Lord knows I have written a lot about that in the past. . I have praised over and over and over the 66 House Republicans that voted no on that before. If they did not raise the debt ceiling then we would have a balanced budget instantly.  I agree that the Tea Party has made a difference and I have personally posted 49 posts on my blog on different Tea Party heroes of mine.

I have written and emailed Senator Pryor over, and over again with spending cut suggestions but he has ignored all of these good ideas in favor of keeping the printing presses going as we plunge our future generations further in debt. I am convinced if he does not change his liberal voting record that he will no longer be our senator in 2014.

I have written hundreds of letters and emails to you and I must say that I have been impressed that you have had the White House staff answer so many of my letters. The White House answered concerning Social Security (two times), Green Technologies, welfare, small businesses, Obamacare (twice),  federal overspending, expanding unemployment benefits to 99 weeks,  gun control, national debt, abortion, jumpstarting the economy, and various other  issues.   However, your policies have not changed, and by the way the White House after answering over 50 of my letters before November of 2012 has not answered one since.    You are committed to cutting nothing from the budget that I can tell.

 I have praised over and over and over the 66 House Republicans that voted no on that before. If they did not raise the debt ceiling then we would have a balanced budget instantly.  I agree that the Tea Party has made a difference and I have personally posted 49 posts on my blog on different Tea Party heroes of mine.

THIS BRINGS ME TO ONE OF MY BIGGEST ECONOMIC HEROES AND IT IS THE LATE MILTON FRIEDMAN. Friedman had such revolutionary policies such as eliminating welfare and instituting the negative income tax and putting in school vouchers.

The problem in Washington is not lack of revenue but our lack of spending restraint. This video below makes that point.

Very few government programs can claim a positive return on taxpayer investment. The D.C. Opportunity Scholarship Program (DCOSP) is one of them.

Launched in 2004, the DCOSP provides scholarships of approximately $8,500 for K–8 students or $12,000 for high school students from low-income families to attend private schools of their choice.

According to a congressionally mandated evaluation of the DCOSP, 82 percent of students who received a voucher and used it to attend private school graduated from high school. That’s a 21 percentage point difference between voucher users and the control group that did not use the vouchers to attend private school. Just 70 percent of those students graduated. Roughly 60 percent of students in D.C. Public Schools graduate high school.

University of Arkansas researchers Patrick Wolf and Michael Q. McShane cite the study in National Review Online:

Multiplying the number of additional graduates by the value of a high-school diploma yields a total benefit of over $183 million.… [T]he DCOSP cost taxpayers $70 million, so dividing the benefits by the cost yields an overall benefit-to-cost ratio of 2.62, or $2.62 for every dollar that was spent.

In other words, there is a 162 percent return on each taxpayer dollar invested in the program.

Wolf and McShane also note that the increase of high school graduates yields a decrease in crime, which means lower costs for the criminal justice system. These savings, combined with the increased tax revenue made on the increased income, adds $87,000 to government coffers per high school graduate over the nine years of the DCOSP’s existence.

In their study, Wolf and McShane found that “combining the increased income and financial benefits of longevity and quality of life, a high-school diploma is worth almost $350,000 to an individual.” DCOSP is not only fiscally beneficial, but it also yields more responsible, productive, and happier citizens.

Heritage Foundation policy analyst Jason Richwine found similar results from DCOSP graduates. In a 2010 Heritage report, “D.C. Voucher Students: Higher Graduation Rates and Other Positive Outcomes,” Richwine reports that the DCOSP yields an increase in parental satisfaction, school safety, and graduation rates.

The American dream of opportunity is alive in the DCOSP, showing that freedom through school choice opens the door to a more successful future for the nation’s students.

I have read so much drivel from this exact mindset over the past couple of days. Have you read that Russell Brand piece, for instance. Seriously, have you? People are like recommending it to me on Twitter, in all seriousness, as if it is a net contribution to the human condition. I have a four-year-old daughter who exhibits more critical thinking than Russell Brand, and is better with crayons, too. |||Yesterday I wrote a column about how Margaret Thatcher liberated Western Europe from the ills of Francois Mitterrand-style nationalization of industry, in part by “creating a world in which the French Socialist’s objections [to privatization] could be overcome.”

Proving that people born on July 31 think alike, the Hoover Institution has reprinted a July 1983 Newsweek column from Milton Friedman making largely the same point, one that also has resonance to the American experience with Ronald Reagan. Excerpt:

France was suffering from the same ills when Mitterrand was elected president as Britain when Mrs. Thatcher became prime minister and the United States when Ronald Reagan became president—high and rising inflation, high unemployment and slow economic growth. Mitterrand’s attack on those ills was precisely the reverse of Mrs. Thatcher’s. On coming into office, Thatcher reduced taxes; Mitterrand increased them. Thatcher reduced controls over prices and wages; Mitterrand expanded them. Thatcher eliminated foreign-exchange controls; Mitterrand made them tighter. Thatcher moved to denationalize enterprises and reduce regulation, Mitterrand nationalized private banks and other enterprises and increased government intervention into the remaining private enterprise. Thatcher tried to hold down government spending, albeit with little success; Mitterrand went on a spending binge.

Had the Mitterrand policies succeeded, even if for only a year or so, Thatcher’s opposition in Britain would have been enormously strengthened. The Labor Party would have had a real alternative to offer—one that was consistent with its ideological propensities and that had worked on the other side of the Channel. The cry that Thatcher’s “monetarism” was a tragic failure could not have been dismissed as mere campaign rhetoric.

Instead, the Mitterrand policy was a clear failure. Inflation remained high. Unemployment went up. The government’s budget deficit soared. So did the deficit in the balance of payments. The franc had to be devalued three times in the past two years, despite massive government borrowing in a vain attempt to prop the franc up. Worst of all for Thatcher’s opposition, Mitterrand was forced to reverse course. The U-turn occurred across the Channel as the French government was driven to adopt the much-derided Thatcher policies.

Thatcher’s opposition was left intellectually bankrupt. It had no credible alternative policy to offer. The claim that she was an irresponsible demagogue imposing unnecessary costs on the British people rang hollow. Her persistence in the main lines of her policy was perceived by the voters as a realistic recognition that there was no easy cure for ills that had accumulated during decades.

Dear Mr. President,

I know that you receive 20,000 letters a day and that you actually read 10 of them every day. I really do respect you for trying to get a pulse on what is going on out here. Milton Friedman and Margaret Thatcher were two of my heroes and I know that you can learn a great deal from their lives and their economic philosophies. Ronald Reagan and Margaret Thatcher were both were influenced by Milton Friedman. I suggest checking out these episodes of Milton Friedman’s film series FREE TO CHOOSE: “The Failure of Socialism” and “What is wrong with our schools?”  and “Created Equal”  and  From Cradle to Grave, and – Power of the Market.

Heritage has lost one of her greatest friends, and the world has lost one of its greatest champions of freedom.

Margaret Thatcher led Great Britain courageously for more than a decade. During that time, she rolled back the suffocating blanket of Big Government, sparking an economic revival. And she implemented a foreign policy based on the principle that British sovereignty and the freedom of all those under the protection of Great Britain shall not be violated.

But it is her partnership with Ronald Reagan that we Americans think of first. It was characterized by loyalty, commitment and a jauntiness that proclaimed success was inevitable. As, indeed, it proved to be—both in domestic policy and in bringing down the Evil Empire of the Soviets without firing a shot.

Mrs. Thatcher spoke constantly of freedom, and the absolute need for America to exert international leadership in the cause of freedom. Her conviction that liberty could spread globally only with strong American leadership led her to become the Patron of Heritage and inspired the founding of our Margaret Thatcher Center for Freedom.

The Center is just a small part of this remarkable woman’s legacy. We are grateful for it, just as we are grateful for her leadership, her inspiration and her “special relationship” with Heritage.

Dear Mr. President,

I know that you receive 20,000 letters a day and that you actually read 10 of them every day. I really do respect you for trying to get a pulse on what is going on out here.

I have been writing on my blog for over two years now concerning the disturbing trend of more and more people becoming dependent on the federal government for more of their income than ever before. This encourages laziness in my view and in the case of the food stamp system many people find themselves in what Milton Friedman calls the “Welfare Trap.”  (Much of this trend started under President Bush and had Republican support.) I wanted to point out that we should cut back on government spending and let the private economy do it’s magic.

Congress needs to remove subsidies from the farm bill, not expand them.

Slapping the word rural in front of a bunch of green subsidies does not mean they’re not subsidies. But that’s exactly what the Rural Energy Investment Act section of the Senate version of the farm bill legislation does.

The legislation includes direct handouts and loan guarantees for advanced biofuels and bio-refineries, renewable chemicals, and bio-based product manufacturers. It would also reauthorize the Rural Energy for America Program, which “provides grants for energy audits and renewable energy development assistance. It also provides funds to agricultural producers and rural small businesses to purchase and install renewable energy systems and make energy efficiency improvements.”

The Rural Energy Self-Sufficiency Program includes grants “to assess energy use in a rural community, evaluate ideas for reducing energy use, and develop and install integrated renewable energy systems.”

In other words, more wasteful green subsidies. These handouts come on top of a number of policies that already provide preferential treatment to biofuels and renewable energy—including the Renewable Fuel Standard (RFS), which mandates the use of biofuels—and a number of targeted tax credits incentivizing production of renewable energy generation.

Businesses do not need public investment to improve efficiency and cut costs; they make those investments regularly with their own money. Integrating more renewable energy will make economic sense for rural communities when it’s not artificially driven by politicians.

The Rural Energy Investment Act section also includes a biodiesel fuel education program that would spend $1 million a year for “competitive grants to nonprofit organizations that educate governmental and private entities operating vehicle fleets, and educates the public about the benefits of biodiesel fuel use.”

Well, here’s a free education lesson: The Environmental Protection Agency’s (EPA) biodiesel program is bad for both the economy and the environment. The EPA has acknowledged that its target of 1.28 billion gallons of commercial biodiesel for 2013 will increase soybean prices, which is good for soybean growers but bad for the rest of us.

For only 2013 and just for the biodiesel component of the RFS, net costs of the rule are projected to be between $263 million and $425 million.

The environmental benefit of more biodiesel production is nowhere to be found; in fact, it’s quite the opposite. Sofie Miller, policy analyst in the George Washington University Regulatory Studies Center, points out:

The EPA also estimates that this standard will cause up to $52 million in environmental costs from reductions in air quality, and will have modest but “directionally negative” effects on water quality, water use, wetlands, ecosystems, and wildlife habitats.

Also included in the bill are the Biomass Research and Development Initiative and the Biomass Crop Assistance Program (BCAP). The Department of Agriculture emphasizes that BCAP’s goals are to lower financial risk and solve the classic chicken-and-egg situation in which the government provides subsidies for commercial-scale production and consumption, because one won’t be successful without the other.

First, it is not the role of the government to lower financial risk. Markets take on risks all the time. Government involvement only privatizes the gains and socializes the losses. Second, good economic ideas overcome the chicken-and-egg situation all the time without government assistance. We have gas stations and gas-powered cars, cell phones and cell towers. No big government programs were necessary to make that happen.

Congress needs to remove subsidies from the farm bill, not expand them. Eliminating all of the programs in the Rural Energy Investment Act section is a good place to start.
