Government Spending Doesn’t Create Jobs

In the debate of job creation and how best to pursue it as a policy goal, one point is forgotten: Government doesn’t create jobs. Government only diverts resources from one use to another, which doesn’t create new employment.

These posts are all dealing with issues that President Obama did not help on in his first term. I am hopeful that he will continue to respond to my letters that I have written him and that he will especially reconsider his view on the following import issue which deals with holding down federal spending!!! Is President Obama going to bankrupt our country by going from 10 trillion to 22 trillion in debt?

I have a lot of respect for Tea Party heroes like Tim Huelskamp , Idaho First District Congressman Raúl R. Labrador, and Justin Amash who are willing to vote against proposals that increase our spending. They all favor balancing the budget.

It is a fact that we must balance the budget soon. I do not believe that we can wait to balance the budget at some distant time in the future. The financial markets will not allow us a long time to get our house in order. Look at how things have been going the last four years and no matter how anyone tries to spin it, we are going down the financial drain fast.

Spending has skyrocketed under President Obama, but of late some are claiming that the opposite is true. Case in point: MarketWatch columnist Rex Nutting wrote, “Obama spending binge never happened,” and Politifact rated this statement “mostly true.”

But Mitt Romney this week said that “Since President Obama assumed office three years ago, federal spending has accelrated at a pace without precedent in recent history.” So who has it right? Mitt Romney.

What Politifact must have missed is a very important data point: President Obama signed most of the spending attributed to President George W. Bush’s last year in office, which was assigned wrongly to Bush in Nutting’s piece. (Heritage’s Emily Goff and Alison Fraser set the record straight on The Foundry.)

Nutting argues that President G.W. Bush’s second term spending bills from Fiscal Year 2006-2009 averaged 8.1% and President Obama’s annualized growth averaged 1.4%.  The reason why Nutting included FY 2009 is because it was “the last of George W. Bush’s presidency — federal spending rose by 17.9% from $2.98 trillion to $3.52 trillion.”  This assumption is incorrect and dishonest.  This flaw in Nutting’s analysis is the reason why the Obama numbers are wrong and Nutting’s whole piece is based on flawed data.

Nutting operates under the flawed assumption that President Obama is not responsible for FY 2009 spending.  Under normal circumstances Nutting would be correct.  If Congress were a functioning body that passed appropriations bills on time, then this analysis would be correct.  The fact of the matter is that in recent history Congress has not done appropriations bills on time and in FY 2009, President Obama signed these spending bills into law that President Bush would have under different circumstances.

Usually, the president in office prior to a new president would have helped craft and sign into law government spending bills applied to the first 9 months of spending the next year and a president’s new term.  A fiscal year starts on October 1 of the year prior to the calendar year to September 30th of the calendar year.  In other words the fiscal year starts three months early.

In FY2009, Congress did not complete work by September 30, 2008.  President Bush did sign some appropriations bills and a continuing resolution to keep the government running into President Obama’s first term, yet a Democrat controlled Congress purposely held off on the big spending portions of the appropriations bills until Obama took office.  They did so for the purposes of jacking up spending.  President Obama signed the final FY2009 spending bills on March 11, 2009.

Congressional Quarterly (subscription required) maps out a history of the FY 2009 final appropriations bills (H.R. 1105 and PL 111-8), that would lead one to attribute most of the accelerated spending in FY 2009 to President Obama in a piece titled “2009 Legislative Summary: Fiscal 2009 Omnibus.” From CQ, “the omnibus provided a total of $1.05 trillion — $410 billion of it for discretionary programs — and included many of the domestic spending increases Democrats were unable to get enacted while George W. Bush was president.”  If accepted as true, this statement alone undercuts Nutting’s whole premise that FY 2009 is wholly Bush spending.

President Bush signed only three of the twelve appropriations bills for FY 2009:  Defense; Military Construction/Veterans Affairs; and, Homeland Security.  President Bush also signed a continuing resolution that kept the government running until March 6, 2009 that level of funding the remaining nine appropriations bills at FY 2008 levels.  President Bush and his spending should only be judged on these three appropriations bills and FY 2008 levels of funding for the remaining nine appropriations bills.  Bush never consented to the dramatic increase in spending for FY 2009 and he should not be blamed for that spending spree.

The Democrats purposely held off on the appropriations process because they hoped they could come into 2009 with a new Democrat-friendly Congress and a President who would sign bloated spending bills.  Remember, President Obama was in the Senate when these bills were crafted and he was part of this process to craft bloated spending bills.  CQ reported that “in delaying the nine remaining bills until 2009, Democrats gambled that they would come out of the November 2008 elections with bigger majorities in both chambers and a Democrat in the White House who would support more funding for domestic programs.”  And they did.

If you trust CQ’s reporting, and I do, then this is damning.  Democrats in Congress purposely held off on pushing bloated appropriations bills because they knew President Bush would not sign the bill and Republicans in the Senate would block consideration of it.  You have to remember that the Senate went from 51-49 Democrat control under President Bush’s last year to 59-41 in the early days of President Obama.  On April 28, 2009, Senator Arlen Specter switched parties from Republican to Democrat to give the Democrats a 60 vote filibuster proof majority in the Senate.  The House had a similar conversion from a 233-202 Democrat majority to 257-178 Democrat majority. Democrats were banking on a big enough majorities in the Senate and House that they could pass the bloated spending bill and they got it.

Bush issued a veto threat on the bloated spending bills pending in Congress in late 2008.  CQ estimated that the final spending bill “provided about $31 billion more in discretionary funding than was included in the fiscal 2008 versions of the nine bills” which is “about $19 billion more than Bush sought.”  I would argue that Obama gets credit for the whole $31 billion in new spending.  The most damning fact from the CQ piece is that “Bush had threatened to veto spending bills that exceeded his request.”

Now one can argue that even $31 billion is a drop in the bucket when one considers that spending went from $2.98 trillion to $3.52 trillion.  Much of the spike in increased spending is on the mandatory spending side, and much of it can be attributed to President Obama.  Look at OMB Tables on FY 2008 spending versus FY 2009 spending and you can see why the numbers spiked between those two years.

Overall spending, mandatory and discretionary spending went from $2.98 trillion in FY 2008 to $3.52 trillion in FY 2009.  There were two of the big spikes in spending from FY’08 to ’09.  One was in Federal Payments for Individuals not including Social Security and Medicare from $758 billion in FY’08 to 918 billion in FY’09.  President Obama’s Stimulus spending bill included an increase in food stamps and an extension of unemployment benefits that should not be attributable to President Bush.  Also, the category of “Other Federal” spending spiked from $261 billion to $540 billion.  This includes TARP spending that was recovered on the back end by President Obama further distorting the Nutting analysis.

So how can Nutting attribute spending to President Bush that he expressly vowed to veto?  Also, some of the mandatory spending has been wrongly attributed to President Bush in Nutting’s analysis.  Finally, TARP spending under Bush and the recovery of TARP money under Obama further distorts these numbers.

This is unethical and fuzzy math.  The Truth-O-Meter may want to consider these facts when further analyzing the complications and distortions in analysis used by Nutting to argue that Obama is more fiscally responsible than his predecessors.

Keynesian Economics Is Wrong: Bigger Gov’t Is Not Stimulus

Uploaded by on Dec 15, 2008

Based on a theory known as Keynesianism, politicians are resuscitating the notion that more government spending can stimulate an economy. This mini-documentary produced by the Center for Freedom and Prosperity Foundation examines both theory and evidence and finds that allowing politicians to spend more money is not a recipe for better economic performance.

ABRAHAM LINCOLN QUOTES (Including Sources) <!img src=”quotables.gif” width=”364″ height=”80″ alt=”Abraham Lincoln Quotes”>

“Perhaps a man’s character was like a tree, and his reputation like its shadow; the shadow is what we think of it, the tree is the real thing.” Recollected Words of Abraham Lincoln compiled and edited by Don E. Fehrenbacher and Virginia Fehrenbacher (Stanford, Stanford University Press, 1996), p. 43.

“The probability that we may fall in the struggle ought not to deter us from the support of a cause we believe to be just; it shall not deter me.” The Collected Works of Abraham Lincoln edited by Roy P. Basler, Volume I, “Speech on the Sub-Treasury” (in the Illinois House of Representatives, December 26, 1839), p. 178.

“Leave nothing for tomorrow which can be done today.” The Collected Works of Abraham Lincoln edited by Roy P. Basler, Volume II, “Notes for a Law Lecture” (July 1, 1850?), p. 81.

“In regard to this Great Book, I have but to say, it is the best gift God has given to man. All the good the Savior gave to the world was communicated through this book.” The Collected Works of Abraham Lincoln edited by Roy P. Basler, Volume VII, “Reply to Loyal Colored People of Baltimore upon Presentation of a Bible” (September 7, 1864), p. 542.

“Property is the fruit of labor…property is desirable…is a positive good in the world. That some should be rich shows that others may become rich, and hence is just encouragement to industry and enterprise. Let not him who is houseless pull down the house of another; but let him labor diligently and build one for himself, thus by example assuring that his own shall be safe from violence when built.” The Collected Works of Abraham Lincoln edited by Roy P. Basler, Volume VII, “Reply to New York Workingmen’s Democratic Republican Association” (March 21, 1864), pp. 259-260.

“The dogmas of the quiet past are inadequate to the stormy present. The occasion is piled high with difficulty, and we must rise with the occasion. As our case is new, so we must think anew, and act anew. We must disenthrall ourselves, and then we shall save our country.” Lincoln’s Second Annual Message to Congress, December 1, 1862.

“My friends, no one, not in my situation, can appreciate my feeling of sadness at this parting. To this place, and the kindness of these people, I owe everything. Here I have lived a quarter of a century, and have passed from a young to an old man. Here my children have been born, and one is buried. I now leave, not knowing when, or whether ever, I may return, with a task before me greater than that which rested upon Washington. Without the assistance of the Divine Being who ever attended him, I cannot succeed. With that assistance I cannot fail. Trusting in Him who can go with me, and remain with you, and be everywhere for good, let us confidently hope that all will yet be well. To His care commending you, as I hope in your prayers you will commend me, I bid you an affectionate farewell.” Lincoln’s Farewell Address at the Great Western Depot in Springfield, Illinois, February 11, 1861.

“Discourage litigation. Persuade your neighbors to compromise whenever you can. Point out to them how the nominal winner is often a real loser – in fees, expenses, and waste of time. As a peacemaker the lawyer has a superior opportunity of being a good man. There will still be business enough.” The Collected Works of Abraham Lincoln edited by Roy P. Basler, Volume II, “Notes for a Law Lecture” (July 1, 1850?), p. 81.

“I will say then that I am not, nor ever have been in favor of bringing about in anyway the social and political equality of the white and black races – that I am not nor ever have been in favor of making voters or jurors of negroes, nor of qualifying them to hold office, nor to intermarry with white people; and I will say in addition to this that there is a physical difference between the white and black races which I believe will forever forbid the two races living together on terms of social and political equality. And inasmuch as they cannot so live, while they do remain together there must be the position of superior and inferior, and I as much as any other man am in favor of having the superior position assigned to the white race. I say upon this occasion I do not perceive that because the white man is to have the superior position the negro should be denied everything.” The Collected Works of Abraham Lincoln edited by Roy P. Basler, Volume III, “Fourth Debate with Stephen A. Douglas at Charleston, Illinois” (September 18, 1858), pp. 145-146.

“I have never said anything to the contrary, but I hold that notwithstanding all this, there is no reason in the world why the negro is not entitled to all the natural rights enumerated in the Declaration of Independence, the right to life, liberty and the pursuit of happiness. I hold that he is as much entitled to these as the white man. I agree with Judge Douglas he is not my equal in many respects—certainly not in color, perhaps not in moral or intellectual endowment. But in the right to eat the bread, without leave of anybody else, which his own hand earns, he is my equal and the equal of Judge Douglas, and the equal of every living man. “ The Collected Works of Abraham Lincoln edited by Roy P. Basler, Volume III, “First Debate with Stephen A. Douglas at Ottawa, Illinois” (August 21, 1858), p. 16.

“I have stepped out upon this platform that I may see you and that you may see me, and in the arrangement I have the best of the bargain.” The Collected Works of Abraham Lincoln edited by Roy P. Basler, Volume IV, “Remarks at Painesville, Ohio” (February 16, 1861), p. 218.

“The demon of intemperance ever seems to have delighted in sucking the blood of genius and of generosity.” Lincoln’s Temperance Address, Springfield, Illinois, February 22, 1842.

“The will of God prevails. In great contests each party claims to act in accordance with the will of God. Both may be, and one must be, wrong. God cannot be for and against the same thing at the same time. In the present civil war it is quite possible that God’s purpose is something different from the purpose of either party – and yet the human instrumentalities, working just as they do, are of the best adaptation to effect His purpose.” The Collected Works of Abraham Lincoln edited by Roy P. Basler, Volume V, “Meditation on the Divine Will” (September 2, 1862?), pp. 403-404.

“We are not enemies, but friends. We must not be enemies. Though passion may have strained, it must not break our bonds of affection. The mystic chords of memory, stretching from every battlefield and patriot grave to every living heart and hearthstone all over this broad land, will yet swell the chorus of the Union, when again touched, as surely they will be, by the better angels of our nature.” Lincoln’s First Inaugural Address, March 4, 1861.

“What is conservatism? Is it not adherence to the old and tried, against the new and untried?” Lincoln’s Cooper Institute Address, February 27, 1860.

“We all declare for liberty; but in using the same word we do not all mean the same thing. With some the word liberty may mean for each man to do as he pleases with himself, and the product of his labor; while with others, the same word may mean for some men to do as they please with other men, and the product of other men’s labor. Here are two, not only different, but incompatible things, called by the same name – liberty. And it follows that each of the things is, by the respective parties, called by two different and incompatible names – liberty and tyranny.” The Collected Works of Abraham Lincoln edited by Roy P. Basler, Volume VII, “Address at Sanitary Fair, Baltimore, Maryland” (April 18, 1864), p. 301-302.

“There is no grievance that is a fit object of redress by mob law.” The Collected Works of Abraham Lincoln edited by Roy P. Basler, Volume I, “Address Before the Young Men’s Lyceum of Springfield, Illinois (January 27, 1838), p. 113.

“In your hands, my dissatisfied fellow-countrymen, and not in mine, is the momentous issue of civil war. The Government will not assail you. You can have no conflict without being yourselves the aggressors. You have no oath registered in heaven to destroy the Government, while I shall have the most solemn one to ‘preserve, protect, and defend it’.” Lincoln’s First Inaugural Address, March 4, 1861.

“I happen temporarily to occupy this big White House. I am living witness that any one of your children may look to come here as my father’s child has.” The Collected Works of Abraham Lincoln edited by Roy P. Basler, Volume VII, “Speech to One Hundred Sixty-sixth Ohio Regiment (August 22, 1864), p. 512.

“At what point shall we expect the approach of danger? By what means shall we fortify against it? Shall we expect some transatlantic military giant, to step the Ocean, and crush us at a blow? Never! All the armies of Europe, Asia and Africa combined, with all the treasure of the earth (our own excepted) in their military chest; with a Buonaparte for a commander, could not by force, take a drink from the Ohio, or make a track on the Blue Ridge, in a trial of a thousand years. At what point, then, is the approach of danger to be expected? I answer, if it ever reach us it must spring up amongst us. It cannot come from abroad. If destruction be our lot, we must ourselves be its author and finisher. As a nation of freemen, we must live through all time, or die by suicide. The Collected Works of Abraham Lincoln edited by Roy P. Basler, Volume I, “Address Before the Young Men’s Lyceum of Springfield, Illinois (January 27, 1838), p. 109.

“I do therefore invite my fellow citizens in every part of the United States, and also those who are at sea and those who are sojourning in foreign lands, to set apart and observe the last Thursday of November next, as a day of Thanksgiving and Praise to our beneficent Father who dwelleth in the Heavens. And I recommend to them that while offering up the ascriptions justly due to Him for such singular deliverances and blessings, they do also, with humble penitence for our national perverseness and disobedience, commend to His tender care all those who have become widows, orphans, mourners or sufferers in the lamentable civil strife in which we are unavoidably engaged, and fervently implore the interposition of the Almighty Hand to heal the wounds of the nation and to restore it as soon as may be consistent with the Divine purposes to the full enjoyment of peace, harmony, tranquillity and Union.” The Collected Works of Abraham Lincoln edited by Roy P. Basler, Volume VI, “Proclamation of Thanksgiving” (October 3, 1863), p. 497.

“I have been shown in the files of the War Department a statement of the Adjutant General of Massachusetts, that you are the mother of five sons who have died gloriously on the field of battle. I feel how weak and fruitless must be any words of mine which should attempt to beguile you from the grief of a loss so overwhelming. But I cannot refrain from tendering to you the consolation that may be found in the thanks of the Republic they died to save. I pray that our Heavenly Father may assuage the anguish of your bereavement, and leave you only the cherished memory of the loved and lost, and the solemn pride that must be yours, to have laid so costly a sacrifice upon the altar of Freedom.” The Collected Works of Abraham Lincoln edited by Roy P. Basler, Volume VIII, “Letter to Mrs. Lydia Bixby” (November 21, 1864), pp. 116-117.

“It is said an Eastern monarch once charged his wise men to invent him a sentence to be ever in view, and which should be true and appropriate in all times and situations. They presented him the words: ‘And this, too, shall pass away.’ How much it expresses! How chastening in the hour of pride! How consoling in the depths of affliction!” The Collected Works of Abraham Lincoln edited by Roy P. Basler, Volume III, “Address Before the Wisconsin State Agricultural Society, Milwaukee, Wisconsin” (September 30, 1859), pp. 481-482.

“If all do not join now to save the good old ship of the Union this voyage nobody will have a chance to pilot her on another voyage.” The Collected Works of Abraham Lincoln edited by Roy P. Basler, Volume IV, “Speech at Cleveland, Ohio” (February 15, 1861), p. 216.

“Neither party expected for the war, the magnitude, or the duration, which it has already attained. Neither anticipated that the cause of the conflict might cease with, or even before, the conflict itself should cease. Each looked for an easier triumph, and a result less fundamental and astounding. Both read the same Bible, and pray to the same God; and each invokes His aid against the other. It may seem strange that any men should dare to ask a just God’s assistance in wringing their bread from the sweat of other men’s faces; but let us judge not, that we be not judged. The prayers of both could not be answered; that of neither has been answered fully. The Almighty has His own purposes.” Lincoln’s Second Inaugural Address, March 4, 1865.

“I am not a Know-Nothing. That is certain. How could I be? How can any one who abhors the oppression of negroes, be in favor of degrading classes of white people? Our progress in degeneracy appears to me to be pretty rapid. As a nation, we began by declaring that “all men are created equal.” We now practically read it “all men are created equal, except Negroes.” When the Know-Nothings get control, it will read “all men are created equal, except Negroes and foreigners and Catholics.” When it comes to this, I shall prefer emigrating to some country where they make no pretense of loving liberty – to Russia, for instance, where despotism can be taken pure and without the base alloy of hypocrisy.” The Collected Works of Abraham Lincoln edited by Roy P. Basler, Volume II, “Letter to Joshua F. Speed” (August 24, 1855), p. 323.

“You think slavery is right and should be extended; while we think slavery is wrong and ought to be restricted. That I suppose is the rub. It certainly is the only substantial difference between us.” The Collected Works of Abraham Lincoln edited by Roy P. Basler, Volume IV, “Letter to Alexander H. Stephens” (December 22, 1860), p. 160. (Stephens was the future Confederate vice-president.)

“Stand with anybody that stands RIGHT. Stand with him while he is right and PART with him when he goes wrong.” The Collected Works of Abraham Lincoln edited by Roy P. Basler, Volume II, “Speech at Peoria, Illinois” (October 16, 1854), p. 273.

“To state the question more directly, are all the laws, but one, to go unexecuted, and the government itself go to pieces, lest that one be violated? Even in such a case, would not the official oath be broken, if the government should be overthrown, when it was believed that disregarding the single law, would tend to preserve it? But it was not believed that this question was presented. It was not believed that any law was violated. The provision of the Constitution that ‘The privilege of the writ of habeas corpus, shall not be suspended unless when, in cases of rebellion or invasion, the public safety may require it,’ is equivalent to a provision—is a provision—that such privilege may be suspended when, in cases of rebellion, or invasion, the public safety does require it. It was decided that we have a case of rebellion, and that the public safety does require the qualified suspension of the privilege of the writ which was authorized to be made.” Lincoln’s Message to Congress in Special Session, July 4, 1861.

“There are no accidents in my philosophy. Every effect must have its cause. The past is the cause of the present, and the present will be the cause of the future. All these are links in the endless chain stretching from the finite to the infinite.” Herndon’s Life of Lincoln by William H. Herndon and Jesse W. Weik (New York, Da Capo Press, 1983), p. 354.

“The legitimate object of government is ‘to do for the people what needs to be done, but which they can not, by individual effort, do at all, or do so well, for themselves’.” The Collected Works of Abraham Lincoln edited by Roy P. Basler, Volume II, “Fragment on Government” (July 1, 1854?), p. 221.

Open letter to President Obama (Part 186)

President Obama c/o The White House

Washington, DC 20500Dear Mr. President,I know that you receive 20,000 letters a day and that you actually read 10 of them every day.I really do respect you for trying to get a pulse on what is going on out here.

I read back on Dec 8, 2011 that Tony Perkins, president of Family Research Council, a social conservative advocacy organization, said in 2011 that President Obama has been “hostile” and “disdainful” toward Christianity. Rick Perry actually said President Obama had a war on religion. One of the most basic things that our founding fathers did is base our laws on the ten commandments. At the Supreme Court there is one depiction showing Moses sitting, holding two blank stone tablets. There is one depiction showing Moses standing holding one stone tablet. There are two stone tablets depicted with Roman Numbers I-X carved in the oak doors.

David Barton has studied the history of the founding of our country for many years and I wanted to share a portion of adocument he wrote concerning the 10 Commandments:

52. This fifth command begins the so-called second “tablet” of the Decalogue-the section addressing “civil” behavior that even critics acknowledge to be appropriate for public display. This portion of the Decalogue formed the basis of many of our current criminal laws and modern courts are not reticent to acknowledge and enforce these commandments. As the Supreme Court of Indiana declared in 1974:

Virtually all criminal laws are in one way or another the progeny of Judeo-Christian ethics. We have no intention to overrule the Ten Commandments.

53. Yet the mandates of the Decalogue currently embodied in our criminal laws are no less religiously-based than were the first four commandments. For example, a 1642 Connecticut law addressing the fifth commandment specifically cited both the Decalogue and additional Bible verses as the basis for its civil laws related to honoring parents:

If any child or children above sixteen years old, and of sufficient understanding shall curse or smite their normal father or mother, he or they shall be put to death; unless it can be sufficiently testified that the parents have been very unchristianly negligent in the education of such children, or so provoke them by extreme and cruel correction that they have been forced thereunto to preserve themselves from death [or] maiming. Ex. 21:17, Lev. 20, Ex. 20:15

This law also appears in other State codes as well.

54. Even three centuries after these early legal codes, this commandment was still influencing civil laws-as confirmed in 1934 by a Louisiana appeals court that cited the fifth commandment of the Decalogue as the basis of civil policy between parents and children:

” ˜Honor thy father and thy mother,’ is as much a command of the municipal law as it is a part of the Decalogue, regarded as holy by every Christian people. ˜A child,” says the code, ˜whatever be his age, owes honor and respect to his father and mother.’ “

55. Other courts have made similar declarations, all confirming that the fifth commandment of the Decalogue was an historical part of American civil law and jurisprudence.

Dear Senator Pryor, why not pass the Balanced Budget Amendment? (“Thirsty Thursday”, Open letter to Senator Pryor)

The 4 Ways to Spend Money by Milton Friedman

Uploaded by on Aug 26, 2006

1. You spend your own money on yourself.
2. You spend your own money on someone else.
3. You spend someone else’s money on yourself.
4. You spend someone else’s money on someone else.

___________

Dear Senator Pryor,

Why not pass the Balanced  Budget Amendment? As you know that federal deficit is at all time high (1.6 trillion deficit with revenues of 2.2 trillion and spending at 3.8 trillion).

On my blog www.HaltingArkansasLiberalswithTruth.com I took you at your word and sent you over 100 emails with specific spending cut ideas. However, I did not see any of them in the recent debt deal that Congress adopted. Now I am trying another approach. Every week from now on I will send you an email explaining different reasons why we need the Balanced Budget Amendment. It will appear on my blog on “Thirsty Thursday” because the government is always thirsty for more money to spend.

We need a Balanced Budget Amendment today so we can limit the amount of money the federal government can spend. Why does the government spend our money so foolishly? Milton Friedman has the answer below.

Friedman’s Four Ways

By on 10.5.11 @ 6:08AM

Who’s spending whose money? That’s the crucial question.

Sometimes the explanation for vexing problems is clear as can be after you see it. A perfect example is an observation made by the late Milton Friedman in a 2004 interview with Fox News:

There are four ways to spend money. You can spend your own money on yourself. When you do that, why you really watch out for what you’re doing, and you try to get the most for your money. Then you can spend your own money on somebody else. For example, I buy a birthday present for someone. Well then, I’m not so careful about the content of the present, but I’m very careful about the cost. Then, I can spend somebody else’s money on myself. And if I spend somebody else’s money on myself, then I’m going to have a good lunch! Finally, I can spend somebody else’s money on somebody else. And if I spend somebody else’s money on somebody else, I’m not concerned about how much it costs, and I’m not concerned about what I get. And that’s government. And that’s close to 40 percent of our national income.

It would be nearly impossible to exaggerate how many of our current economic problems are explained by Friedman’s four ways of spending money. Think of the four ways in the order they’re presented as S1, S2, S3, and S4. As Friedman explains, the effectiveness of how money is spent declines inexorably as you move from S1 to S4.

The important demarcation line in ways money can be spent is between S2 and S3. In other words, the issue that matters most is your money versus someone else’s money. If you’re spending your own money on someone else, your spouse or children, for example, you still take the expenditure seriously. You still pay a price if you don’t look for bargains.

A new Gallup survey finds that “Americans believe, on average, that the federal government wastes 51 cents of every tax dollar, similar to a year ago, but up significantly from 46 cents a decade ago and from an average 43 cents three decades ago.” This is a good example of “the wisdom of crowds.” The trend shows that the crowd is wising up regarding the implications of gargantuan government.

The survey respondents are correct in their assessment of how government spends money, and you need go no further than Friedman’s distinctions of how to spend money in understanding the source of the problem.

My guess would be that many of the respondents would think the government doesn’t necessarily need to waste half the public’s money. The problem, however, is it’s the nature of the beast. Because of the realities Friedman refers to, the government will never be able to spend money as effectively as the private sector.

The problems associated with how the government spends money are not the result of who’s running the government. The problems are systemic. Unless government is seriously downsized, waste and inefficiency will remain problems no matter which party is in power.

The source of the problem can be further clarified by keeping in mind the observations of another economist, Steven Landsburg: “Most of economics can be summarized in four words: People respond to incentives.” (That’s the first sentence in his excellent book, The Armchair Economist.)

The incentives for spending money wisely and efficiently are simply too weak when it’s not your own money. It’s no skin off your nose if the benefits of the expenditure are a small fraction of the costs. When it’s your own funds being used, you will not only restrict your expenditures to things having more benefits than costs, you will choose the ones you think will have the highest ratio of benefits to costs.

When it’s your own money you’re spending, it costs you something when you spend it foolishly. That’s not to say that we never spend our own money foolishly, but it comes out of our own hides when we do. When we spend our own money foolishly, we’re left with less money to spend well. It’s a self-policing structure. Of course, your incentives are even stronger when you worked hard for the money in question.

When a politician or bureaucrat spends taxpayer money it’s treated essentially a freebie. It’s only natural that taxpayer money gets treated like monopoly money. Politicians and bureaucrats have virtually no incentive to care about the value of an expenditure or its cost. This is a profound disadvantage of public spending that will never, ever go away.

Contrary to the straw-man accusations of some liberals, conservatives do not advocate zero government expenditures. Conservatives definitely are not anarchists. Nevertheless, the inherent and inescapable inferiority of spending someone else’s money on someone else is a strong argument for minimizing the size of government. The public’s opinion that the amount of government waste has been increasing parallels the exponential growth of government.

The Solyndra fiasco is another recent confirmation of Friedman’s observations. Despite alarm bells going off, the Obama administration pushed the doomed endeavor forward. Why not? It wasn’t their money, after all. Because it has now becoming so notorious, it appears the administration may pay a political price. Nevertheless, half a billion dollars of taxpayer money has gone down a rat hole. Unfortunately, Solyndra is the rule, not the exception. Absurdly generous public employee pension plans are another predictable result of spending someone else’s money.

Friedman said that the fourth spending alternative is how we spend forty percent of GDP. He was, I think, referring only to budgetary expenditures. Forty percent is a lot. Unfortunately, it understates the full extent of the problem.

The vast regulatory apparatus of the government is basically a system of spending someone else’s money on someone else. It is estimated that government regulations currently cost the economy $1.7 trillion a year. For example, requiring a private business owner to spend hundreds of thousands of dollars to comply with the American with Disabilities Act is a clear case of spending someone else’s money on someone else. Requiring a private business to spend a million dollars doing an “environmental impact report” is a clear example of spending someone else’s money on someone else. Spending a million dollars or more on an EIR, in fact, is an example of spending someone else’s money for no one and for nothing. Minimum wage laws likewise are a case of spending someone else’s money on someone else.

The billions of hours Americans spend each year preparing their tax returns is a case of spending someone else’s time on someone else. Time is money, as they say, and most people I know complain a lot more about a scarcity of time than they do of money.

When you spend your own money (or time) on yourself, or for your loved ones, the process is essentially self-regulating. The incentives are automatically aligned with waste minimization. When such incentives are not present, elaborate and complex systems of rules and artificial punishments must be put in their place. There can never be enough rules and regulations to match the effectiveness and elegance of the self-regulating market.

We Need a Balanced Budget!

Franks Votes Against Debt Ceiling Hike

Washington, D.C. – Congressman Trent Franks (AZ-02), on the heels of his vote against the debt ceiling plan proposed yesterday, released the following statement, reiterating his remarks last night on the House floor emphasizing the vital importance of a Balanced Budget Amendment:

“It is simply undeniable at this point that Democrats do not grasp the threat posed by our perpetual deficit spending and ever-ballooning debt. Even as the debt ceiling has been raised yet again, Democrats, who claim to support a Balanced Budget Amendment, despite having opposed BOTH Balanced Budget Amendment proposals that passed the House, have again made certain to include numerous exceptions into the debt ceiling legislation, so that a Balanced Budget Amendment to permanently fix our deficit spending problem is not a requirement, but an option they can opt out of at a later date.

“Lip service to a balanced budget it no longer enough. All financial budgets will eventually balance. That includes the budget of the United States government. The question before our nation now is whether our budget will balance due to proactive work by those of us sent to fix the broken system in Washington, or by financial calamity due to the unwillingness of so many to stop a looming disaster when we had the opportunity to do so.”

Abortion and the Conscience of the Nation:Ronald Reagan’s pro-life tract

Obama finds himself answering for a vote he made back in the Illinois state Senate. See Barack Obama’s exclusive interview with CBN New’s David Brody, and what he says about his views on abortion and the Born Alive Infant Protection Act.

June 10, 2004, 10:30 a.m.
Abortion and the Conscience of the Nation
Ronald Reagan’s pro-life tract.

EDITOR’S NOTE: While president, Ronald Reagan penned this article for The Human Life Review, unsolicited. It ran in the Review‘s Spring 1983, issue and is reprinted here with permission.

We must all educate ourselves to the reality of the horrors taking place. Doctors today know that unborn children can feel a touch within the womb and that they respond to pain. But how many Americans are aware that abortion techniques are allowed today, in all 50 states, that burn the skin of a baby with a salt solution, in an agonizing death that can last for hours?
Another example: two years ago, the Philadelphia Inquirer ran a Sunday special supplement on “The Dreaded Complication.” The “dreaded complication” referred to in the article — the complication feared by doctors who perform abortions — is the survival of the child despite all the painful attacks during the abortion procedure. Some unborn children do survive the late-term abortions the Supreme Court has made legal. Is there any question that these victims of abortion deserve our attention and protection? Is there any question that those who don’t survive were living human beings before they were killed?
Late-term abortions, especially when the baby survives, but is then killed by starvation, neglect, or suffocation, show once again the link between abortion and infanticide. The time to stop both is now. As my Administration acts to stop infanticide, we will be fully aware of the real issue that underlies the death of babies before and soon after birth.
Our society has, fortunately, become sensitive to the rights and special needs of the handicapped, but I am shocked that physical or mental handicaps of newborns are still used to justify their extinction. This Administration has a Surgeon General, Dr. C. Everett Koop, who has done perhaps more than any other American for handicapped children, by pioneering surgical techniques to help them, by speaking out on the value of their lives, and by working with them in the context of loving families. You will not find his former patients advocating the so-called “quality-of-life” ethic.
I know that when the true issue of infanticide is placed before the American people, with all the facts openly aired, we will have no trouble deciding that a mentally or physically handicapped baby has the same intrinsic worth and right to life as the rest of us. As the New Jersey Supreme Court said two decades ago, in a decision upholding the sanctity of human life, “a child need not be perfect to have a worthwhile life.”
Whether we are talking about pain suffered by unborn children, or about late-term abortions, or about infanticide, we inevitably focus on the humanity of the unborn child. Each of these issues is a potential rallying point for the sanctity of life ethic. Once we as a nation rally around any one of these issues to affirm the sanctity of life, we will see the importance of affirming this principle across the board.
Malcolm Muggeridge, the English writer, goes right to the heart of the matter: “Either life is always and in all circumstances sacred, or intrinsically of no account; it is inconceivable that it should be in some cases the one, and in some the other.” The sanctity of innocent human life is a principle that Congress should proclaim at every opportunity.
It is possible that the Supreme Court itself may overturn its abortion rulings. We need only recall that in Brownv.Board of Education the court reversed its own earlier “separate-but-equal” decision. I believe if the Supreme Court took another look at Roe v. Wade, and considered the real issue between the sanctity of life ethic and the quality of life ethic, it would change its mind once again.
As we continue to work to overturn Roe v. Wade, we must also continue to lay the groundwork for a society in which abortion is not the accepted answer to unwanted pregnancy. Pro-life people have already taken heroic steps, often at great personal sacrifice, to provide for unwed mothers. I recently spoke about a young pregnant woman named Victoria, who said, “In this society we save whales, we save timber wolves and bald eagles and Coke bottles. Yet, everyone wanted me to throw away my baby.” She has been helped by Save-a-Life, a group in Dallas, which provides a way for unwed mothers to preserve the human life within them when they might otherwise be tempted to resort to abortion. I think also of House of His Creation in Catesville, Pennsylvania, where a loving couple has taken in almost 200 young women in the past ten years. They have seen, as a fact of life, that the girls arenot better off having abortions than saving their babies. I am also reminded of the remarkable Rossow family of Ellington, Connecticut, who have opened their hearts and their home to nine handicapped adopted and foster children.
The Adolescent Family Life Program, adopted by Congress at the request of Senator Jeremiah Denton, has opened new opportunities for unwed mothers to give their children life. We should not rest until our entire society echoes the tone of John Powell in the dedication of his book, Abortion: The Silent Holocaust, a dedication to every woman carrying an unwanted child: “Please believe that you are not alone. There are many of us that truly love you, who want to stand at your side, and help in any way we can.” And we can echo the always-practical woman of faith, Mother Teresa, when she says, “If you don’t want the little child, that unborn child, give him to me.” We have so many families in America seeking to adopt children that the slogan “every child a wanted child” is now the emptiest of all reasons to tolerate abortion.
I have often said we need to join in prayer to bring protection to the unborn. Prayer and action are needed to uphold the sanctity of human life. I believe it will not be possible to accomplish our work, the work of saving lives, “without being a soul of prayer.” The famous British Member of Parliament, William Wilberforce, prayed with his small group of influential friends, the “Clapham Sect,” for decades to see an end to slavery in the British empire. Wilberforce led that struggle in Parliament, unflaggingly, because he believed in the sanctity of human life. He saw the fulfillment of his impossible dream when Parliament outlawed slavery just before his death.
Let his faith and perseverance be our guide. We will never recognize the true value of our own lives until we affirm the value in the life of others, a value of which Malcolm Muggeridge says:. . . however low it flickers or fiercely burns, it is still a Divine flame which no man dare presume to put out, be his motives ever so humane and enlightened.”
Abraham Lincoln recognized that we could not survive as a free land when some men could decide that others were not fit to be free and should therefore be slaves. Likewise, we cannot survive as a free nation when some men decide that others are not fit to live and should be abandoned to abortion or infanticide. My Administration is dedicated to the preservation of America as a free land, and there is no cause more important for preserving that freedom than affirming the transcendent right to life of all human beings, the right without which no other rights have any meaning.
Part 3  On 1/30/84 Ronald Reagan talks about abortion, religion, and life to the National Religious Broadcasters.

“While this deal was well-intended and skillfully negotiated, I cannot in good faith vote for a bill I know does not do enough to bend the curve of our rapidly escalating debt.“When looking solely at the numbers, the amount of cuts in the 2012 and 2013 budget cycles are not nearly enough, and these are the only two cycles under the control of this Congress. I remain concerned about holding future Congresses accountable to cap spending at our requested levels.“Though I feel this measure is inadequate, I am proud of House Republicans for shifting the conversation from spending and borrowing to reducing the size and cost of government.  It is a positive sign, and slowly but surely Washington is waking up to how massive our debt really is.

“I was sent here to grow the economy, stand up to the president’s tax-and-borrow bailouts, and stop the avalanche of debt. However, we simply must do more.”

Sincerely,

Everette Hatcher, 13900 Cottontail Lane, Alexander, AR 72002, lowcostsqueegees@yahoo.com, www.thedailyhatch.org, ph 501-920-5733

Francis Schaeffer’s own words concerning secular humanism and the public schools in the USA

Pt 1 of 2 Listen to this Important Message by Francis Schaeffer

Published on Sep 30, 2013

This message “A Christian Manifesto” was given in 1982 by the late Christian Philosopher Francis Schaeffer when he was age 70 at D. James Kennedy’s Corral Ridge Presbyterian Church.
Listen to this important message where Dr. Schaeffer says it is the duty of Christians to disobey the government when it comes in conflict with God’s laws. So many have misinterpreted Romans 13 to mean unconditional obedience to the state. When the state promotes an evil agenda and anti-Christian statues we must obey God rather than men. Acts
I use to watch James Kennedy preach from his TV pulpit with great delight in the 1980’s. Both of these men are gone to be with the Lord now. We need new Christian leaders to rise up in their stead.
To view Part 2 See Francis Schaeffer Lecture- Christian Manifesto Pt 2 of 2 video
The religious and political freedom’s we enjoy as Americans was based on the Bible and the legacy of the Reformation according to Francis Schaeffer. These freedoms will continue to diminish as we cast off the authority of Holy Scripture.
In public schools there is no other view of reality but that final reality is shaped by chance.
Likewise, public television gives us many things that we like culturally but so much of it is mere propaganda shaped by a humanistic world and life view.

_____________________________

I was able to watch Francis Schaeffer deliver a speech on a book he wrote called “A Christian Manifesto” and I heard him in several interviews on it in 1981 and 1982. I listened with great interest since I also read that book over and over again. Below is a portion of one of Schaeffer’s talks  on a crucial subject that is very important today too.
A Christian Manifesto
by Dr. Francis A. Schaeffer
This address was delivered by the late Dr. Schaeffer in 1982 at the Coral Ridge Presbyterian Church, Fort Lauderdale, Florida. It is based on one of his books, which bears the same title.
Secular public schools in USA are good example of the results of humanism
———
We are now losing those freedoms and we can expect to continue to lose them if this other world view continues to take increased force and power in our county. We can be sure of this. I would say it again — inevitably, mathematically, all of these things will come forth. There is no possible way to heal the relativistic thinking of our own day, if indeed all there is is a universe out there that is silent about any values. None, whatsoever! It is not possible. It is a loss of values and it is a loss of freedom which we may be sure will continually grow.
A good illustration is in the public schools. This view is taught in our public schools exclusively — by law. There is no other view that can be taught. I’ll mention it a bit later, but by law there is no other view that can be taught. By law, in the public schools, the United States of America in 1982, legally there is only one view of reality that can be taught. I’ll mention it a bit later, but there is only one view of reality that can be taught, and that is that the final reality is only material or energy shaped by pure chance.
It is the same with the television programs. Public television gives us many things that many of us like culturally, but is also completely committed to a propaganda position that the last reality is only material / energy shaped by pure chance. Clark’s Civilization, Brunowski, The Ascent of Man, Carl Sagan’s Cosmos — they all say it. There is only one final view of reality that’s possible and that is that the final reality is material or energy shaped by pure chance.

Open letter to Speaker of the House John Boehner (Part 50)

John Boehner, Speaker of the House

H-232, The Capital, Washington, DC 20515

Dear Mr. Speaker,

I know that you will have to meet with newly re-elected President Obama soon and he will probably be anxious for you to raise taxes and  federal spending, but he will want you to leave runaway entitlement programs alone. When that happens then you have one thing you can hold over his head and that is the debt ceiling.

You must stand up to him and tell him that you can not raise it. In December of 2012 or January of 2013 at the latest we will be shutting down the government if we don’t increase the debt limit according to the LA Times. You got to listen to the Tea Party heroes like Rep. Todd Rokita, Ben Quayle (R-AZ), Jeff Landry (R, LA-03), Raúl R. Labrador , Tim Huelskamp,  Rep. Justin Amash (R-MI),  , Brooks, Mo (AL – 5), Buerkle, Ann Marie (NY – 25),Chabot, Steven (OH – 1),Duncan, Jeff (SC – 3), Fleischmann, Chuck (TN – 3) ,Gowdy, Trey (SC – 4) ,Griffith, H. Here is another Tea Party hero you need to listen to:

Duncan Hunter at San Diego Eagle Forum.MP4

August 1, 2011 | FOR IMMEDIATE RELEASE

Hunter Opposes Latest Debt Limit Proposal, Cites U.S. Security PDF Print
For Immediate Release: August 1, 2011Washington DC—Today, U.S. Congressman Duncan Hunter voted against the latest debt limit proposal due to the likelihood that the special committee created under the plan will fail to reach an agreement and therefore “trigger” $600 billion in defense budget cuts.  Hunter voted in support of the previous two debt limit proposals originating in the House—The Cut, Cap and Balance Act and Speaker Boehner’s debt limit reduction plan.“Right now, the U.S. military is facing large equipment shortfalls and growing reset burdens while engaged in three wars,” said Congressman Hunter, a member of the House Armed Services Committee and veteran of the wars in Iraq and Afghanistan.  “When we should be talking about what our military needs to keep us safe and prepare for future threats, there’s a misconception that security spending is what put the country in this fiscal sinkhole and the only way out is to cut national defense. “The future of U.S. security should not be handed over to a 12-person super panel.  Its decisions or inability to reach an agreement could ultimately break our military or bring it very close to that point.

“From a historical perspective, current defense spending is at dangerously low levels.  Under President Kennedy, defense spending was at nine percent of Gross Domestic Product.  It was six percent under President Reagan.  Today, it’s below four percent and with $400 billion in additional cuts, military readiness will continue its steady decline.

“And we cannot overlook what a $400 billion cut in defense means for jobs.  It’s estimated that every billion in defense spending supports 8,000 jobs nationwide.  Any sizeable cut in the defense budget would mean more lost jobs at a time when job growth is almost non-existent and a record number of Americans remain out of work.

“There’s no substitute for a strong national defense.  America’s fiscal outlook is serious, but we know what’s straining the budget and it’s not defense.”

Sincerely,

Everette Hatcher, 13900 Cottontail Lane, Alexander, AR 72002, lowcostsqueegees@yahoo.com, www.thedailyhatch.org, ph 501-920-5733
