Dear Mr. Speaker,

I know that you will have to meet with newly re-elected President Obama soon and he will probably be anxious for you to raise taxes and  federal spending, but he will want you to leave runaway entitlement programs alone. When that happens then you have one thing you can hold over his head and that is the debt ceiling.

You must stand up to him and tell him that you can not raise it. In December of 2012 or January of 2013 at the latest we will be shutting down the government if we don’t increase the debt limit according to the LA Times. You got to listen to the Tea Party heroes like Rep. Todd Rokita, Ben Quayle (R-AZ), Jeff Landry (R, LA-03), Raúl R. Labrador , Tim Huelskamp,  Rep. By the time you finish reading this sentence, Washington will add another $360,000 to our national debt. With each day of delay, we dig our economic hole $4 billion deeper.

Make no mistake about it — we’re gazing into an economic abyss. Incredibly, some in Washington believe the best way to get back on track is to move the guardrail closer to the cliff’s edge. I refuse to join the agents of inaction who would rather bankrupt this great nation than make the tough, forward-thinking decisions necessary to fix our fiscal future.

Since 1962, Washington has raised the debt ceiling a mind-boggling 74 times. Yet with every increase, our elected officials failed to implement cost controls on future spending, choosing instead to shift responsibility onto the shoulders of future generations.

We simply cannot afford to continue down this path to economic ruin. The buck stops here and accountability begins now.

There’s an adage that says success has many fathers, but failure is an orphan.

Those words could fittingly be the official motto of Washington, D.C.

The time has come for Republicans and Democrats alike to take ownership of this massive failure of governance. Short-sighted neglect from both parties helped create our $14.3 trillion debt. Both parties have, at one time or another, been more concerned with maintaining their grip on power than with empowering a change of culture in Washington.

I’ve heard loud and clear from citizens across North and Northwest Florida: You’ve had enough. You want Washington to reflect the challenges you face every day in meeting a family budget or keeping a small business afloat. You rightly expect the federal government to do more with less.

Nearly 100 days ago, I publicly announced my support for a common-sense plan of cuts and caps to conquer our debt crisis. I am pleased that a bipartisan majorityof the House joined me in committing to this effort by approving last week the Cut, Cap, and Balance Act of 2011.

This responsible plan would ensure that Washington cuts its spending immediately while enforcing caps on future spending and sending a federal balanced budget amendment to the states.

If you are a senior or a veteran, your benefits are protected under this plan. Wasteful spending will be weeded out, but your Medicare, Social Security and veterans benefits absolutely will not change.

If you are a small-business owner, lifting our crushing burden of debt will restore certainty and stability to the marketplace, allowing you to expand operations and create jobs.

And if you are a parent, you can take comfort in knowing that your children and grandchildren have hope for a day when they won’t be saddled with the consequences of poor economic decisions from the past.

The House has acted boldly to approve a concrete, measurable strategy to cut the debt.

I am hopeful that ongoing negotiations between President Obama and congressional leaders will build upon this momentum to achieve an agreement in line with the House-passed plan.

As I have consistently stated, I am firmly opposed to increasing the debt limit unless there is a serious, game-changing plan to cut, cap and balance Washington’s checkbook. We will never digest this mountain of debt by simply nibbling around the edges.

With the president’s self-imposed Aug. 2 deadline fast approaching, many Americans are understandably concerned about what will happen if a debt-ceiling agreement proves elusive.

Whether there is an agreement in the next 10 days or not, revenue will continue to come in to the federal treasury. The president will continue to have the constitutional responsibility to prioritize federal spending. His administration will continue to set the timetable by which Social Security, Medicare and veteran benefits are paid.

In an effort to reassure those who have earned federal benefits, I introduced legislation that would ensure our seniors, veterans and active duty troops come first, receiving their full pay and benefits even if there is no debt limit agreement in place by Aug. 2. Your government made a promise to you, and you deserve to know that promise will be honored.

Great nations have fallen throughout history when they grew too bloated and careless to prepare for their economic future. We must not repeat those same mistakes.

When our children and grandchildren look back on the debates of today, do we want them to mark these times as the moment when the American Dream slipped away? Or do we want them to be thankful that we finally stood up, fought for their future and changed the culture in Washington?

I know where I stand.

President Obama truly does not believe the Laffer Curve is correct. We will have to wait and see if his ideas work. It is my view that the Laffer Curve is correct and raising tax rates does not always give you more revenue. We will just have to wait and see how it works out this time around. I have emailed and mailed letters to the White House in the past about the Laffer Curve but I doubt if President Obama ever was convinced.

Being a thoughtful and kind person, I offered some advice last year to Barack Obama. I cited some powerful IRS data from the 1980s to demonstrate that there is not a simplistic linear relationship between tax rates and tax revenue.

In other words, just as a restaurant owner knows that a 20-percent increase in prices doesn’t translate into a 20-percent increase in revenue because of lost sales, politicians should understand that higher tax rates don’t mean an automatic and concomitant increase in tax revenue.

This is the infamous Laffer Curve, and it’s simply the common-sense recognition that you should include changes in taxable income in your calculations when trying to measure the impact of higher or lower tax rates on tax revenues.

No, it doesn’t mean lower tax rates “pay for themselves” or that higher tax rates lead to less revenue. That only happens in unusual circumstances. But it does mean that lawmakers should exercise some prudence and judgment when deciding tax policy.

Moreover, even though I’m a strong believer in the importance of good tax policy, it’s also important to understand that taxation is just one of many factors that determine economic performance. So lower tax rates, by themselves, are no guarantee of economic vitality, and higher tax rates don’t necessarily mean the world is coming to an end.

With those caveats in mind, take a look at this table from the Congressional Budget Office’s most recent Budget and Economic Outlook. Taken from page 109, it shows what will happen if the economy grows just a tiny bit less than the baseline projection. Not a recession, by any means, just a drop in the projected growth rate of just 1/10th of 1 percent.

As you can see, the 10-year impact is $314 billion, mostly due to lower tax receipts, though there is some impact on outlays because of  higher interest costs and a bit of additional entitlement spending.

So why am I sharing these numbers? Because let’s now think about President Obama’s proposed class-warfare tax hike. He wants higher tax rates on investors, entrepreneurs, small business owners and other “rich” taxpayers. And he wants more double taxation of dividends and capital gains. And a higher death tax rate, even higher than the ones imposed by France and Venezuela.

I think some opponents are exaggerating when they claim that this tax hike will cause a recession and cripple the economy. But I do think that it’s reasonable to contemplate the degree to which the Obama tax hikes will slow growth. More than 1/10th of 1 percent? Less than that? Would the damage occur in the first few years? Would it be spread out over time?

Those questions are hard to answer. Ask five economists and you’ll get nine answers, but there is compelling evidence that higher tax rates do have a negative impact.

But some people assume that taxes don’t matter at all. Using models that, for all intents and purposes, naively assume a simplistic linear relationship between tax rates and tax revenue, the number-crunching bureaucrats in Washington estimate that Obama’s proposed tax hikes will generate about $800 billion over 10 years.

I’m not going to pretend I know the economic impact of those higher tax rates, but for the sake of argument, let’s assume that the impact is minor. Indeed, let’s assume that it’s only 1/10th of 1 percent. Based on the CBO sensitivity analysis above, that means that about 40 percent of the projected deficit reduction will fail to materialize.

And that’s not even considering the fact that politicians will probably increase the burden of government spending because of the expectation of additional tax revenue.

Just something to keep in mind as this debate unfolds.

P.S. I actually shared this exact same data when testifying to the Senate Budget Committee earlier this year. Needless to say,  in some cases I think my testimony went in one ear and out the other.

P.P.S. The revenue-maximizing tax rate is not the ideal point on the Laffer Curve.

Congress’s dance with the debt limit can be confusing and, frankly, the details can be a real snooze fest for many Americans. Sometimes a little humor clarifies the absurdities of Washington antics better than flow charts and talk of trillions.

The 31-second video and accompanying infographic “The Debt Ceiling Explained” by Bankrupting America offers the facts, leavened with a dose of levity. The conclusion is serious, however: The country’s debt threatens economic growth, and spending cuts are the answer.

It is obvious to me that if President Obama gets his hands on more money then he will continue to spend away our children’s future. He has already taken the national debt from 11 trillion to 16 trillion in just 4 years. Over, and over, and over, and over, and over and over I have written Speaker Boehner and written every Republican that represents Arkansans in Arkansas before (Griffin, Womack, Crawford, and only Senator Boozman got a chance to respond) concerning this. I am hoping they will stand up against this reckless spending that our federal government has done and will continue to do if given the chance.

Why don’t the Republicans  just vote no on the next increase to the debt ceiling limit. I have praised over and over and over the 66 House Republicans that voted no on that before. If they did not raise the debt ceiling then we would have a balanced budget instantly.  I agree that the Tea Party has made a difference and I have personally posted 49 posts on my blog on different Tea Party heroes of mine.

What would happen if the debt ceiling was not increased? Yes President Obama would probably cancel White House tours and he would try to stop mail service or something else to get on our nerves but that is what the Republicans need to do.

I have written and emailed Senator Pryor over, and over again with spending cut suggestions but he has ignored all of these good ideas in favor of keeping the printing presses going as we plunge our future generations further in debt. I am convinced if he does not change his liberal voting record that he will no longer be our senator in 2014.

I have written hundreds of letters and emails to President Obama and I must say that I have been impressed that he has had the White House staff answer so many of my letters. The White House answered concerning Social Security (two times), Green Technologies, welfare, small businesses, Obamacare (twice),  federal overspending, expanding unemployment benefits to 99 weeks,  gun control, national debt, abortion, jumpstarting the economy, and various other  issues.   However, his policies have not changed, and by the way the White House after answering over 50 of my letters before November of 2012 has not answered one since.   President Obama is committed to cutting nothing from the budget that I can tell.

 I have praised over and over and over the 66 House Republicans that voted no on that before. If they did not raise the debt ceiling then we would have a balanced budget instantly.  I agree that the Tea Party has made a difference and I have personally posted 49 posts on my blog on different Tea Party heroes of mine.

Dear Mr. Speaker,

I know that you will have to meet with newly re-elected President Obama soon and he will probably be anxious for you to raise taxes and  federal spending, but he will want you to leave runaway entitlement programs alone. Washington, Aug 1 –

“The Chairman of the Joint Chiefs of Staff identified our deficit crisis as America’s greatest threat, and this measure does not go far enough in holding down the growth in our national debt,” said Rep. Cliff Stearns (R-Sixth).  “Without significant spending cuts and reforms to essential programs, we are facing fiscal insolvency and the collapse of essential programs such as Social Security and Medicare.”

Stearns today opposed passage of S. 365, the Budget Control Act, which would increase the debt limit by $2.4 trillion.  “The final measure cuts less spending in the first year than the Boehner plan; the Boehner plan cut $22 billion compared with as little as $6 billion in this measure,” added Stearns.  “I supported the Boehner plan to move us forward in reaching the $4 trillion in savings needed to avoid a ratings downgrade.  This bill is $1.6 trillion short of what is needed to prevent a downgrade.”

Concluded Stearns, “This measure also makes it easier for the President to increase the debt limit in the future.  In addition, the language for a balanced budget amendment is less precise and only requires a vote in the House and Senate instead of its actual passage by both that would result in it being sent to the states for ratification.   Another concern was that this final plan sets discretionary spending for fiscal year 2012 at $24 billion higher than in the Ryan Budget Resolution, which I supported.”

Congressman Paul Broun, M.D. (GA-10) today released the following statement on his vote against the Republican Budget Control Act, which passed the House of Representatives 218 to 210 votes:

“I cannot in good conscience vote for a bill that puts the future of my grandchildren and of generations to come in jeopardy.  While I respect my Republican colleagues’ efforts to come up with a compromise, the people in the 10th Congressional District of Georgia did not send me to Washington to follow the herd.  They sent me here to protect their liberty and to fundamentally change the way our federal government spends their money.  I do support a Balanced Budget Amendment, but I do not support raising the debt ceiling and allowing President Obama to put more debt on the backs of the American people.  Congress needs to first acknowledge that we have lost all control of our fiscal house, and then we need to focus on finding a real solution for paying down the national debt.”

Washington –Congressman Phil Gingrey (GA-11) today issued the following statement after the passage of S. 365, the bill to provide for an increase in the debt limit.“I commend our leadership for so steadfastly pursuing a deal that results in spending cuts that exceed the level of the debt ceiling increase.  Since Republicans took over the House, the tenor in Washington has changed from how much are we going to spend to how much are we going to cut.  This is a victory in and of itself for the American people.However, I am firmly committed to the principles of Cut, Cap and Balance, and while this bill moves the ball in the right direction, it does not make the debt ceiling increase contingent upon passage of a Balanced Budget Amendment.  It further concerns me that tax increases could come into play as the newly created commission formulates its proposal and that the Department of Defense could be disproportionately affected by the process of sequestration.  While I applaud some aspects of this agreement, I believe that this is the time to amend to our Constitution to finally force Washington to live within its means—and I encourage my colleagues to continue their efforts to advance this principle.”

Dear Mr. Speaker,

I know that you will have to meet with newly re-elected President Obama soon and he will probably be anxious for you to raise taxes and  federal spending, but he will want you to leave runaway entitlement programs alone. When that happens then you have one thing you can hold over his head and that is the debt ceiling.

You must stand up to him and tell him that you can not raise it. In December of 2012 or January of 2013 at the latest we will be shutting down the government if we don’t increase the debt limit according to the LA Times. Graves Votes Against Deal To Raise Debt Limit

 
 

Washington, D.C., Aug 1 –

U.S. Rep. Tom Graves (R-GA-09) issued the following statement after voting against the deal President Obama and Congressional leaders reached to raise the debt limit:

“America’s call for sweeping change last November set the stage for this great debate over our debt burden.  Washington has pushed its recklessness to the limit and violated the trust of the American people for far too long.  A debt of $14 trillion isn’t an indictment; it’s a conviction.

“Unfortunately, the final deal before us today fails the match the magnitude of the crisis.  In fact, it doesn’t come close.  In exchange for giving President Obama the largest debt limit increase in United States history, the American people receive only $10 billion in savings over the next two years.  The bill does seek out deeper spending cuts in the future, but if we’re to learn anything from history, that promise is bound to be broken.  The fact is, by the end of next year our national debt will be near $17 trillion and will remain a serious threat to our economy. 

“Ultimately, the voices of the Georgians I represent weren’t reflected in the final result, and I could not support the bill.

“Despite the legislation’s many flaws, I do want to commend Speaker Boehner for his hard work and critical victory on the issue of taxes.  By preventing any job-destroying tax hikes from making their way into the deal, the Speaker protected a great many American jobs from being sacrificed for Washington’s bailout.

“I realize this debate has been long and very difficult, but if we intend to change a government as broken as ours, prepare for the road ahead to be even more challenging.  This debate is far from over, and I’ll continue to work toward solving our debt crisis—even if it means going against the grain every time.  We have made progress, and we will continue to fight for a brighter, more prosperous future for America.”

Washington, Aug 1 –

WASHINGTON, D.C. – After months of debate, tonight the House of Representatives passed S.365, the Budget Control Act of 2011, to raise the debt ceiling and enact some spending reforms.  Specifically, it would reduce deficits by $917 billion over ten years by capping spending levels and in return raise the debt ceiling $900 billion.  In addition, it requires a vote on a balanced budget amendment in both the House and the Senate after October 2, 2011 but before the end of the year.  It then establishes a commission tasked with finding an additional $1.2 to $1.5 trillion in spending cuts by November 23, 2011.  A second debt ceiling increase of $1.5 trillion would be permitted at the beginning of next year if the balanced budget amendment is sent to the states for ratification, or if the commission proposal includes cuts equal to or greater than $1.5 trillion and those cuts are passed into law.  If neither happens, a $1.2 trillion debt limit increase would be attached to across the board spending cuts that would equal the difference between $1.2 trillion and the cuts enacted by the commission’s proposal.  Congressman Westmoreland did not support the legislation.

“When these negotiations began in January, I made a promise that I would not vote for any legislation that didn’t include significant spending cuts and absolutely no tax increases.  Unfortunately, the final plan did not include significant enough cuts and left open the possibility for tax increases through this bipartisan commission.  In addition, it does not require a balanced budget amendment be sent to the states for ratification.  Without that constitutional restraint placed on this Congress and future Congresses, we can never guarantee real spending reforms will happen.

“House Republicans also made a promise to the American people that we would bring back an open process here in Congress.  Up until now, we have stuck with that promise.  We’ve posted legislation on the internet and given the American people and Members of Congress 72 hours to review it.  We’ve brought back open rules on appropriations bills, allowing Republican and Democrat members alike to offer amendments.  But now, after this deal was crafted behind closed doors with only a few members of leadership at the table, we were given less than 12 hours to read and review this extremely important legislation.  More time is needed to make an informed decision about legislation of this size and scope.  Unfortunately, once again, Congress has waited until the last minute to act, pushing us up against this artificial August 2nd deadline and forcing a decision on a bill it seems no one actually likes.

“I and other Republicans in the House stuck by our leadership in the hopes we could keep Cut, Cap and Balance alive and negotiate a deal we could support.  And while I know they worked hard to get the best deal possible, at the end of the day, it’s just not a deal I can support.  I commend their efforts though.  If you will recall, up until a few months ago, President Obama was still calling for a ‘clean’ debt ceiling increase and last night was still pushing for immediate tax increases on job creators.  So we came a long way during these negotiations.  Unfortunately, Senate Democrats and the White House stalled any attempt at real spending reform, resulting in this unpopular deal,” stated Westmoreland.

Dear Mr. Speaker,

I know that you will have to meet with newly re-elected President Obama soon and he will probably be anxious for you to raise taxes and  federal spending, but he will want you to leave runaway entitlement programs alone. When that happens then you have one thing you can hold over his head and that is the debt ceiling.

You must stand up to him and tell him that you can not raise it. In December of 2012 or January of 2013 at the latest we will be shutting down the government if we don’t increase the debt limit according to the LA Times. You got to listen to the Tea Party heroes like Rep. Todd Rokita, Ben Quayle (R-AZ), Jeff Landry (R, LA-03), Raúl R. Labrador , Tim Huelskamp,  Rep. Hultgren Statement On Opposition To Budget Control Act

Monday August 01, 2011

Washington, D.C. – U.S. Rep. Randy Hultgren (IL-14) released the following statement after voting against the Budget Control Act.

“Tonight, I voted against a flawed bill that doesn’t go far enough,” said Hultgren. “I’ve been clear from the very beginning I would not support any effort to increase our nation’s debt ceiling if the proposal does not hold true to the values of Cut, Cap, and Balance, as well as enact serious structural changes.

“It is my opinion that the proposal approved by the House tonight falls short of what we need to do to put our country back on the right track. By failing to require Congress to approve a Balanced Budget Amendment (BBA) prior to any further increases in the debt ceiling, this bill does not provide the structural changes that I stated were necessary to earn my support.

“When leadership changed the bill on Thursday night to strengthen the BBA provision, that change earned my support; in failing to keep that strong language, I could not, in good conscience, support this bill.”
