Open letter to Speaker of the House John Boehner (Part 51)

Dear Mr. Speaker,

I know that you will have to meet with newly re-elected President Obama soon and he will probably be anxious for you to raise taxes and  federal spending, but he will want you to leave runaway entitlement programs alone. When that happens then you have one thing you can hold over his head and that is the debt ceiling.

You must stand up to him and tell him that you can not raise it. In December of 2012 or January of 2013 at the latest we will be shutting down the government if we don’t increase the debt limit according to the LA Times. You got to listen to the Tea Party heroes like Rep. Todd Rokita, Ben Quayle (R-AZ), Jeff Landry (R, LA-03), Raúl R. Labrador , Tim Huelskamp,  Rep. Rep Himes and Rep Schweikert Discuss the Debt and Budget Deal

Washington, D.C. – Rep. David Schweikert (R-AZ) made the following statement after he voted against the Budget Control Act of 2011:

“While this deal was well-intended and skillfully negotiated, I cannot in good faith vote for a bill I know does not do enough to bend the curve of our rapidly escalating debt.“When looking solely at the numbers, the amount of cuts in the 2012 and 2013 budget cycles are not nearly enough, and these are the only two cycles under the control of this Congress. I remain concerned about holding future Congresses accountable to cap spending at our requested levels.“Though I feel this measure is inadequate, I am proud of House Republicans for shifting the conversation from spending and borrowing to reducing the size and cost of government.  It is a positive sign, and slowly but surely Washington is waking up to how massive our debt really is.

“I was sent here to grow the economy, stand up to the president’s tax-and-borrow bailouts, and stop the avalanche of debt. However, we simply must do more.”

Hunter Opposes Latest Debt Limit Proposal, Cites U.S. Security PDF Print
For Immediate Release: August 1, 2011Washington DC—Today, U.S. Congressman Duncan Hunter voted against the latest debt limit proposal due to the likelihood that the special committee created under the plan will fail to reach an agreement and therefore “trigger” $600 billion in defense budget cuts.  Hunter voted in support of the previous two debt limit proposals originating in the House—The Cut, Cap and Balance Act and Speaker Boehner’s debt limit reduction plan.“Right now, the U.S. military is facing large equipment shortfalls and growing reset burdens while engaged in three wars,” said Congressman Hunter, a member of the House Armed Services Committee and veteran of the wars in Iraq and Afghanistan.  “When we should be talking about what our military needs to keep us safe and prepare for future threats, there’s a misconception that security spending is what put the country in this fiscal sinkhole and the only way out is to cut national defense. “The future of U.S. security should not be handed over to a 12-person super panel.  Its decisions or inability to reach an agreement could ultimately break our military or bring it very close to that point.     

“From a historical perspective, current defense spending is at dangerously low levels.  Under President Kennedy, defense spending was at nine percent of Gross Domestic Product.  It was six percent under President Reagan.  Today, it’s below four percent and with $400 billion in additional cuts, military readiness will continue its steady decline.

“And we cannot overlook what a $400 billion cut in defense means for jobs.  It’s estimated that every billion in defense spending supports 8,000 jobs nationwide.  Any sizeable cut in the defense budget would mean more lost jobs at a time when job growth is almost non-existent and a record number of Americans remain out of work. 

“There’s no substitute for a strong national defense.  America’s fiscal outlook is serious, but we know what’s straining the budget and it’s not defense.”

Now that I have been critical of the Democrat President, I wanted to show that I am not concerned about taking up for Republicans but looking at the facts. President Clinton did increase government spending at a slower rate than many other presidents. Here are two  videos that praise both Reagan and Clinton for both accomplished this feat.

It seems that liberals will never wake up. On 3-8-12 a Arkansas Times blogger pointed out that Obama’s stimulus in 2009 was not made up of just increased but also tax cuts. That is true but the real truth is that there have been about 1/2 dozen stimulus efforts by President Obama and all of them have failed.  Over and over they have tried stimulus plans but they don’t work. Lawmakers are considering extending temporary payroll tax cuts. But the policy is based on faulty Keynesian theories and misplaced confidence in the government’s ability to micromanage short-run growth.

In textbook Keynesian terms, federal deficits stimulate growth by goosing “aggregate demand,” or consumer spending. Since the recession began, we’ve had a lot of goosing — deficits were $459 billion in 2008, $1.4 trillion in 2009, $1.3 trillion in 2010, and $1.3 trillion in 2011. Despite that huge supposed stimulus, unemployment remains remarkably high and the recovery has been the slowest since World War II.

Policymakers should ignore the Keynesians and their faulty models, and instead focus on reforms to aid long-run growth…

Yet supporters of extending payroll tax cuts think that adding another $265 billion to the deficit next year will somehow spur growth. That “stimulus” would be on top of the $1 trillion in deficit spending that is already expected in 2012. Far from helping the economy, all this deficit spending is destabilizing financial markets, scaring businesses away from investing, and imposing crushing debt burdens on young people.

For three years, policymakers have tried to manipulate short-run economic growth, and they have failed. They have put too much trust in macroeconomists, who are frankly lousy at modeling the complex workings of the short-run economy. In early 2008, the Congressional Budget Office projected that economic growth would strengthen in subsequent years, and thus completely missed the deep recession that had already begun. And then there was the infamously bad projection by Obama’s macroeconomists that unemployment would peak at 8 percent and then fall steadily if the 2009 stimulus plan was passed.

Some of the same Keynesian macroeconomists who got it wrong on the recession and stimulus are now claiming that a temporary payroll tax break would boost growth. But as Stanford University economist John Taylor has argued, the supposed benefits of government stimulus have been “built in” or predetermined by the underlying assumptions of the Keynesian models.

Policymakers should ignore the Keynesians and their faulty models, and instead focus on reforms to aid long-run growth, which economists know a lot more about. Cutting the corporate tax rate, for example, is an overdue reform with bipartisan support that would enhance America’s long-run productivity and competitiveness.

If Congress is intent on cutting payroll taxes, it should do so within the context of long-run fiscal reforms. One idea is to allow workers to steer a portion of their payroll taxes into personal retirement accounts, as Chile and other nations have done. That reform would feel like a tax cut to workers because they would retain ownership of the funds, and it would begin solving the long-term budget crisis that looms over the economy.

Dear Mr. Speaker,

I know that you will have to meet with newly re-elected President Obama soon and he will probably be anxious for you to raise taxes and  federal spending, but he will want you to leave runaway entitlement programs alone. When that happens then you have one thing you can hold over his head and that is the debt ceiling.

You must stand up to him and tell him that you can not raise it. In December of 2012 or January of 2013 at the latest we will be shutting down the government if we don’t increase the debt limit according to the LA Times. You got to listen to the Tea Party heroes like Rep. Todd Rokita, Ben Quayle (R-AZ), Jeff Landry (R, LA-03), Raúl R. Labrador , Tim Huelskamp,  Rep. August 1, 2011.   This act increases the debt limit by between $2.1 and $2.4 trillion, the biggest explosion of debt in American history.  It allows the government to avoid spending reductions for the next two years while squandering our last best hope of averting a sovereign debt crisis. 
I am opposed to this measure for the following reasons:

1. The purported cuts, even if realized, are far below the $4 trillion deficit reduction that credit rating agencies have warned is necessary to preserve the Triple-A credit rating of the United States Government.

2. It blows the lid off the House budget passed in April by more than a half-trillion dollars over ten years.

3. It makes no significant spending reductions for at least the next two years, essentially freezing spending at an unsustainable level.  While the debt increase occurs this year, deficit reductions are to be spread over many years and could be reversed by future acts of Congress.

4. The spending caps are easily circumvented by declaring appropriations to be an emergency, a response to a “major disaster,” or necessary for the “Global War on Terror.”

5. The balanced budget amendment provisions are illusory because the amendment is completely undefined.

“The Cut, Cap and Balance Act is not a perfect bill but it is certainly one that under any other circumstance would have garnered the unanimous support of conservatives across America. It contains a spending cap that would inoculate us against spending excess, while forcing budget reforms to ensure the federal government lives within its means. Leading up to the debate, I joined critics who desired more immediate spending reforms, including to our nation’s entitlements, and sought to have those reforms included. Tipton Calls for Common Sense, Balanced Approach to the Debt Ceiling

 
 
 

 “The American people can’t call their banks and arbitrarily raise their spending limits; they have to cut back and tighten their budgets to live within their means, and they expect Washington to play by the same rules.”—Rep. Scott Tipton

WASHINGTON, D.C. – Stressing that Washington needs to start spending within its means like American families and businesses, Rep. Scott Tipton (CO-R) called for a common sense, balanced approach to the debt ceiling and spending problem.

“This is not a Democrat or Republican issue, but an American issue.  It is my hope that we can come together to reach a solution that embraces the common sense principles of living within our means and acting responsibly,” Tipton said.  “We have an opportunity to cut, cap and balance, and chart a sustainable course in this country, rather than just cut and run.  This is the balanced approach that the president has been asking for.”

The Cut, Cap and Balance Act of 2011 seeks to cut $111 billion in spending in FY2012 and $5.8 trillion over ten years, cap federal spending to under 20% of GDP by 2017, and pass a balanced budget amendment for passage by the states.  Tipton plans to vote in favor of the Act later today.

“Forty-nine of our fifty states have some form of a balanced budget requirement.  The President’s comment that a balanced budget is unrealistic for the federal government is out of touch,” Tipton said.  “American families and small businesses balance their budgets every day; the states do it every day; it’s time that Washington does the same. With unemployment above 8 percent for 29 consecutive months, American families know all too well what it’s like to face a real debt ceiling.  The American people can’t call their banks and arbitrarily raise their limits; they have to cut back and tighten their budgets to live within their means, and they expect Washington to play by the same rules.”

While House Republicans have passed a budget, and put forward solutions to curb Washington’s runaway spending and prevent Medicare and Social Security from going bankrupt, the President and Senate Democrats have yet to propose any plan.

“We are still waiting to see a plan from the President, and the silence has been deafening,” Tipton said.  “The President cannot continue to punt on this issue.  The time to act is now, and that’s what Republicans are doing by passing this plan to Cut, Cap, and Balance.”

Now that I have been critical of the Democrat President, I wanted to show that I am not concerned about taking up for Republicans but looking at the facts. President Clinton did increase government spending at a slower rate than many other presidents. Here are two  videos that praise both Reagan and Clinton for both accomplished this feat.

Dear Mr. Speaker,

I know that you will have to meet with newly re-elected President Obama soon and he will probably be anxious for you to raise taxes and  federal spending, but he will want you to leave runaway entitlement programs alone. When that happens then you have one thing you can hold over his head and that is the debt ceiling.

You must stand up to him and tell him that you can not raise it. In December of 2012 or January of 2013 at the latest we will be shutting down the government if we don’t increase the debt limit according to the LA Times. Posey: Last Minute Plan Falls Short of What is Needed to Curb Debt
 

 
 

Washington, Aug 1 – Congressman Bill Posey (R-Rockledge) released the following statement regarding his vote against the debt limit deal:

“Our nation is deep in debt and plummeting deeper in the red every day. The Federal government is spending way beyond its means. The credit ratings agencies have warned that the U.S. will lose its AAA credit rating unless Washington enacts a credible, long-term plan to control spending and reduce the national debt. That is what is required.

“The last minute bill put forward today does not achieve this goal. Regardless of its enactment, the U.S. will still be at serious risk of losing its AAA credit rating. To date, the only plan introduced that passes muster for the credit rating agencies is the Cut, Cap and Balance legislation which passed the House with bipartisan support last week and is purposefully being blocked in the Senate.

“Today’s legislation includes a weakened Balanced Budget Amendment option. In my view, it makes no serious effort in bringing us closer to passing-on such a popular and necessary provision to the States for consideration. A Balanced Budget Amendment is needed to ensure that Washington’s addiction to spending is broken. Washington must begin to live within its means. Somehow that principle had to be tossed-out to get the Senate and Administration on board with this deal.

“This bill grows the debt to $16.7 trillion without implementing a long-term plan to control spending. The real crisis is not the Administration’s impending arbitrary deadline to raise the limit, but the lack of a plan to ever repay this money and reverse this terrible trend of deficit spending and debt accumulation.

“Again, I thank the Speaker for his efforts in filling the leadership void and for putting ideas out on the table.”

Washington, Aug 1 –

Washington, DC – Congressman Dennis A. Ross (R-FL) released the following statement announcing his intention to vote NO on the “Debt Deal.”   Congressman Ross released the following statement,

“America is nearly upside down on the national mortgage and this legislation is not a viable long term solution to put our fiscal house in order.  No responsible bank would lend to a family in the financial condition our nation is in without a realistic and enforceable plan to get their spending under control.  Without a Balanced Budget Amendment in place, this deal, as with dozens of others, will barely last through this election, let alone ten years.  My kids and grandkids cannot afford trillions more in debt and I was not sent here to heel like a good puppy when the President or the Treasury Secretary says so.  I was sent here to do what is right for my constituents and the nation, even if that makes me unpopular or costs me my seat.”

Congressman Ross continued, “The Speaker is up against the most liberal President since Jimmy Carter and a Senate that spends more time bloviating than legislating.  I do not envy him that task.  No one should mistake my differences with this legislation as an indication of any problem with my Speaker.  Those of us who vote no on today’s legislation will send a message to the President that 75% of the American people want to tie Washington’s hands when it comes to spending with a Balanced Budget Amendment and we know our Speaker will be there when it happens.”

Dennis Ross, son of Bill and Loyola Ross, was born in 1959 and raised in Lakeland, Florida.   He graduated from Auburn University and the Cumberland School of Law at Sanford University.  He has served as in-house counsel to the Walt Disney Company and as an associate of the law firm of Holland & Knight.  He previously served in the Florida Legislature from 2000 until being term limited in 2008.  Dennis and his wife, Cindy Hartley, were married in 1983 and have two sons, Shane and Travis.
