Dear Mr. President,

I know that you receive 20,000 letters a day and that you actually read 10 of them every day. I really do respect you for trying to get a pulse on what is going on out here.

The federal government debt is growing so much that it is endangering us because if things keep going like they are now we will not have any money left for the national defense because we are so far in debt as a nation. We have been spending so much on our welfare state through food stamps and other programs that I am worrying that many of our citizens are becoming more dependent on government and in many cases they are losing their incentive to work hard because of the welfare trap the government has put in place. Other nations in Europe have gone down this road and we see what mess this has gotten them in. People really are losing their faith in big government and they want more liberty back. It seems to me we have to get back to the founding  principles that made our country great.  We also need to realize that a big government will encourage waste and corruptionThe recent scandals in our government have proved my point. In fact, the jokes you made at Ohio State about possibly auditing them are not so funny now that reality shows how the IRS was acting more like a monster out of control. Also raising taxes on the job creators is a very bad idea too. The Laffer Curve clearly demonstrates that when the tax rates are raised many individuals will move their investments to places where they will not get taxed as much.

I have written about 66 heroes of mine in the House of Representatives that voted “no” on your debt ceiling increase request in 2011. I believe we must have representatives that will vote to restore our freedom and that means voting to cut spending and lower taxes like the Patriots of long ago wanted. Today the Tea Party represented my views the most closely.  Lord knows I have written a lot about that in the past. . I have praised over and over and over the 66 House Republicans that voted no on that before. If they did not raise the debt ceiling then we would have a balanced budget instantly.  I agree that the Tea Party has made a difference and I have personally posted 49 posts on my blog on different Tea Party heroes of mine.

I have written and emailed Senator Pryor over, and over again with spending cut suggestions but he has ignored all of these good ideas in favor of keeping the printing presses going as we plunge our future generations further in debt. I am convinced if he does not change his liberal voting record that he will no longer be our senator in 2014.

I have written hundreds of letters and emails to you and I must say that I have been impressed that you have had the White House staff answer so many of my letters. The White House answered concerning Social Security (two times), Green Technologieswelfaresmall businessesObamacare (twice),  federal overspendingexpanding unemployment benefits to 99 weeks,  gun controlnational debtabortionjumpstarting the economy, and various other  issues.   However, your policies have not changed, and by the way the White House after answering over 50 of my letters before November of 2012 has not answered one since.    You are committed to cutting nothing from the budget that I can tell.

 I have praised over and over and over the 66 House Republicans that voted no on that before. If they did not raise the debt ceiling then we would have a balanced budget instantly.  I agree that the Tea Party has made a difference and I have personally posted 49 posts on my blog on different Tea Party heroes of mine.

THIS BRINGS ME TO ONE OF MY BIGGEST ECONOMIC HEROES AND IT IS THE LATE MILTON FRIEDMAN. Friedman had such revolutionary policies such as eliminating welfare and instituting the negative income tax and putting in school vouchers.

The problem in Washington is not lack of revenue but our lack of spending restraint. This video below makes that point.

The Continuing Debate Over Scholarship Tax Credits

Though there are currently more students participating in scholarship tax credit (STC) programs than voucher programs nationwide (about 151,000 to 104,000), the former have not received nearly as much attention as the latter. That has begun to change in recent years as growth in the number of STC programs has outpaced growth in voucher programs.

Over the past week, I have enjoyed engaging in a spirited debate over STC programs with Professor Kevin Welner of the University of Colorado at Boulder. The debate was sparked by Valerie Strauss’ blog post at the Washington Post, which contained several significant errors that I addressed here. Welner then responded at Strauss’ blog and we continued to spar here and here. It is my sincere hope that readers who have followed the debate have found it illuminating.

Though I suspect that Welner might not share my aspiration for universal educational choice, we have a least found common ground in the belief that, given limited resources, such programs should first aid those most in need. I also agree that our three primary areas of contention are: 1) the differences between STC programs and vouchers and their significance; 2) the fiscal impact of STC programs; and 3) who receives tax-credit scholarships. I will address Welner’s latest arguments on these matters below.

First, however, I must make two important corrections to Welner’s last post. In explaining why he did not provide context for some of his remarks, Welner wrote: “Much of this change happened in the aftermath of the 2010 midterm elections, when Republicans swept into state offices in very large numbers.” Actually, only five out of the fourteen STC programs (in Louisiana, New Hampshire, Oklahoma, Virginia and one of the two in Pennsylvania) were adopted in the wake of the 2010 midterm elections. Moreover, there was strong support among Democrats in two of those states. Pennsylvania’s 2012 STC legislation passed with the support of 15 of 20 Democrats in the Senate and unanimous support in the House. In Louisiana, the legislation passed with the support of 11 of 15 Senate Democrats (32-7 total) and 32 of 45 House Democrats (66-37 total).

Scholarship Tax Credits vs. Vouchers

Welner wonders why I did not use the term he invented to describe scholarship tax credit programs. “Neovouchers” is a confusing term that appears nowhere in any of the fourteen STC laws. It also blurs the distinctions between STCs and vouchers, which I have described previously. I have likewise avoided the term “opportunity scholarships” because it is essentially meaningless as well. The terms “scholarship tax credits” or “education tax credits” accurately describe a program in which individuals or corporations receive tax credits for donating to scholarship organizations that fund low- and middle-income students attending nonpublic schools. I don’t begrudge Welner for using the term that shares a name with his book, but I also don’t see why he should expect that others should adopt.

In my previous posts, I argued that these two policies have similar ends but very different means and therefore should be called by different names. I then explained how the means are different, particularly their funding (public vs. private money) and administration (government-run/centralized/uniform vs. privately-run/decentralized/diverse). Welner then responds, essentially, “Yes, but their ends are nearly identical!” I would suggest that he misses the point.

Welner also takes issue with the examples I gave of courts that decided the question of whether tax credits constitute public or private money. Welner noted correctly that some of those cases did not pertain directly to scholarship tax credit programs. What he misses is that this fact strengthens my point. State courts have ruled that tax credits do not constitute “public funds” both with regard to STC programs and other forms of tax credits. This consistency shows that STC programs are not merely a legal loophole or “money laundering”, as Welner called it. The freedom of citizens to direct their own money makes such tax credit programs qualitatively different in policy terms and this difference is reflected in the law, not arbitrarily invented by it.

Credible Evidence of Savings

Welner points out that I overinterpreted his statement that he would not be surprised if Florida’s STC program generates savings. Instead, he holds that the available evidence does not support that conclusion. He argues that we do not have all the data necessary for a conclusive determination so he throws up his hands. In fact, there is credible evidence of savings.

The best available estimate of any STC program’s fiscal impact is from Florida’s Office of Program Policy Analysis and Government Accountability (OPPAGA). This is important since Florida’s STC program is the least likely candidate for realizing savings (with the possible exception of Georgia’s). Florida offers the maximum possible tax credit (100%) whereas programs in seven of the other ten states offer only partial credits, as low as 50% in Indiana and Oklahoma. Florida has the largest average scholarship size and the highest ratio of scholarship size to average public school operating per pupil expenditures, as shown in the table below. (Note that the National Center for Education Statistics’ calculation of total per pupil expenditures excludes unfunded pension liabilities. Moreover, low-income students generally cost the state more money than average to educate.)

Now Welner is certainly correct that savings depend on the ratio of switchers to stayers, but the data I’ve provided thus far indicates that the percentage of switchers does not have to be very high to realize savings in most states. Welner was rightly skeptical of OPPAGA’s 2008 report, which made an educated guess that 90% of scholarship recipients were switchers. However, OPPAGA’s 2010 report and 2012 revenue estimating conference relied on U.S. Census data and found that their previous estimate of switchers had been too low, since 94.6% of scholarship-eligible low-income students were attending public schools in the year before the STC program took effect. As Jon East explained in RedefinED, “The estimating conference went even further, combining American Community Survey data from 2005-09 with private school enrollment data to make projections about the actual number of low-income students enrolled in each grade level in private schools in 2012.” The more recent report projected savings of $57.9 million for Florida in 2012-13.

Welner is also correct that the analysis of the total fiscal impact of STC programs should not stop there. States that offer less than Florida’s 100% tax credit should also account for the impact of the deduction of non-credit eligible portion of the donation, as well as the caps on deductions. A complete fiscal analysis would also have to include other government programs or tax credits that are available in a given state. I agree with Welner that in most states, we need more data. However, the evidence of savings in Florida is strong, even accounting for Welner’s caveats. And if there are savings in the least likeliest of states, then there are likely savings elsewhere.

Clear Benefit to Low-Income Families

In my previous posts, I criticized Strauss for claiming that low-income families do not benefit from tax-credit scholarships. Welner admits that STC programs “provide financial assistance to many lower-income families” but says that he “didn’t read [Strauss’] statement to be saying that zero low-income families receive neovouchers. ” Once again, Strauss correctly noted that tax-credit scholarships do not cover the full cost of tuition, then incorrectly concluded: “Poor families can’t make up the difference. Guess who can.” That’s a fairly unambiguous statement. Strauss didn’t even qualify her claim by referring to “most” or “some” low-income families, let alone provide any evidence to support her claim. If she wants to be taken seriously as a responsible commentator, she should correct the record.

Likewise, Strauss has not yet rescinded her fallacious charge that STC programs are “welfare for the rich” because the donors somehow benefit from the tax credits. As I have demonstrated, the donors break even at most. Even Welner abandoned that line of argument in his latest post. Again, Strauss has a duty to correct the record.

In his latest post, Welner conceded that all of the STC programs are means-tested but for Georgia’s and one of Arizona’s two programs. However, Welner expressed skepticism about the organization that issued the study showing that two-thirds of scholarship recipients in Arizona fall under 185% of the federal poverty line. He also noted correctly that the income thresholds in some states allow some middle-income families to qualify as well. That said, it is unclear why he ignored the evidence I provided from state governments showing that the average income of scholarship recipients is far below the means-testing thresholds. For example, the average income of recipient families in Pennsylvania was only $29,000, just under half of the state’s income threshold at the time. Welner has not explained why we should assume that recipients in other states look significantly different, especially when there is evidence of similar patterns.

Welner calls for more a more comprehensive state-level reporting system. I am sympathetic to this suggestion, though I believe that states should proceed with caution. Scholarship organizations are already more regulated than ordinary nonprofits, like the Salvation Army or Red Cross. While regulations vary by state, STC programs generally have more stringent accounting standards, reporting requirements, and some states even require background checks for employees. Every STC program requires that scholarship organizations spend no more than 10% on administrative costs, the exceptions being Florida’s 3% maximum and Pennsylvania’s unnecessarily high 20% maximum. (It’s important to note that a government study found that 62% of Pennsylvania scholarship organizations disbursed 100% of their collected funds while only 5% used the maximum administrative expenses.)

Our education system should empower families to choose the education that best meets their kids’ individual needs. Scholarship tax credit programs move our education system toward that goal. As with all government programs, we should constantly reassess whether STC programs are achieving their desired ends and make any necessary changes. I would like to thank Professor Welner for taking the time to discuss this important matter.

“Friedman Friday” Milton Friedman had a solution to the welfare state!!!

I have written about the tremendous increase in the food stamp program the last 9 years before and that means that both President Obama and Bush were guilty of not trying to slow down it’s growth. Furthermore, Republicans have been some of the biggest supporters of the food stamp program. Milton Friedman had a good solution to help end the welfare state and wish more people would pay attention to it.   Growing government also encourages waste and hurt growth but more importantly it causes people to become dependent on the government as this article and cartoon below show.

My great fear is that the “social capital” of self reliance in America will slowly disappear and that the United States will turn into a European-style welfare state.

That’s the message in the famous “riding in the wagon” cartoons that went viral and became the most-viewed post on this blog.

Well, this Glenn McCoy cartoon has a similar theme.

The only thing I would change is that the rat would become a “pro-government voter” or “left-wing voter” instead of an “Obama voter.” Just like I wasn’t satisfied with an otherwise very good Chuck Asay cartoon showing the struggle between producers and moochers.

That’s for two reasons. First, I’m not partisan. My goal is to spread a message of liberty, not encourage people to vote for or against any candidate.

Second, I’ve been very critical of Obama, but I was also very critical of Bush. Indeed, Bush was a bigger spender than Obama! And Clinton was quite good, so party labels often don’t matter.

But I’m getting wonky. Enjoy the cartoon and feel free to share it widely.

Dear Mr. President,

I know that you receive 20,000 letters a day and that you actually read 10 of them every day. I really do respect you for trying to get a pulse on what is going on out here.

In 1980 I read the book FREE TO CHOOSE by Milton Friedman and it really enlightened me a tremendous amount.  I suggest checking out these episodes and transcripts of Milton Friedman’s film series FREE TO CHOOSE: “The Failure of Socialism” and “What is wrong with our schools?”  and “Created Equal”  and  From Cradle to Grave, and – Power of the Market.

From the original Free To Choose series Milton asks: “Who Protects the Consumer?”. Many government agencies have been created for this purpose, yet they do so by restricting freedom and stifling beneficial innovation, and eventually become agents for the groups they have been created to regulate.

Milton Friedman noted, “I would agree with his general position that there is a role for government in pollution. I would agree secondly that the present techniques of controlling pollution are terrible and they are terrible and they are what they are for precisely the reasons he specifies because they are an effective way in which you could use the excuse of pollution to serve some very different objectives.”

MCKENZIE: Now the Food and Drug Administration, and here, Doctor, I know you’re keenly interested in this __ what was your reaction to Milton’s analysis of where it’s fallen down?
LANDAU: Well, I think it’s even worse than Milton’s analysis or Dr. Wordell’s (phonics) analysis of it. If one could look at the past 25 or 30 years of new drug innovation, one could see that most of the drugs that you all would regard as miracle drugs were developed before the Kefauver Amendments.
MCKENZIE: That’s the 1962 amendments __
LANDAU: The 1962 amendments.
MCKENZIE: Which ruled what now again, just a rundown.
LANDAU: Well, the 1962 amendments as Milton said, added efficacy to the regulation of safety. Actually it’s what the regulators did with this law that went haywire. I don’t see how one can object to the law in itself. What the regulators did was go mad with respect to safety. When the only thing that was added to the law was the point of efficacy.
MCKENZIE: Yeah.
LANDAU: After all the two are intertwined inextricably fir a very hazardous disease like cancer you will tolerate a very dangerous drug and for a headache it’s got to be very, very safe. Now this we’ve know all the time, but the regulators have gone to the point of utilizing some hysteria over thalidomide and new legislation which I think was originally designed by Kefauver to get himself to be president by lowering the cost of drugs, to make regulations which are absolutely obstructive. Now instead of 75 percent of the new drugs used in this country being developed in this country, less than 25 percent of them are. They’re being developed elsewhere.
MCKENZIE: Yeah, now could we just clarify this point, though. Are you saying there should not be government intervention in the food and drug field of that kind, or is it simply the policy adopted by the FDA or imposed on it by the Kefauver Amendment is where it went wrong?
LANDAU: I believe that certain guidelines are necessary and it’s possible to construct guidelines based upon the Kefauver Amendment taking the responsibility for decision making away from the bureaucrats in the Food and Drug Administration. You say, how? I would say by giving it to panels of impartial experts to make this decision.
MCKENZIE: Now, Milton, do you take that? Do you buy that?
FRIEDMAN: Nope. I’m not gonna buy that.
O’REILLY: Can I comment?
MCKENZIE: Why not?
FRIEDMAN: Because I have never seen __ have you ever seen a cat that barked?
MCKENZIE: Not especially, no.
FRIEDMAN: Well, governmental agencies and governmental laws follow their own laws just as the physical laws say that cats don’t bark. These laws of social science say that when you start and set up a regulatory agency with power, those powers are going to be used.
MCKENZIE: I want to move on, though, to the third area that Milton chose, the Interstate Commerce Commission as an illustration. Now this is closer to you line, Robert. What is your reaction, first to his analysis and what do you think needs doing about it?
CRANDALL: Well, you’re not going to get much dispute from, I don’t think anybody’s sitting around here as to what the benefits of __ or costs of rate regulation in transportation are. The only group that you will find now supporting continued regulation would be the American Trucking Association and they can’t even make a very persuasive case or one that is consistent from one day to the next. There simply is no good reason for continuing this type of regulation. If might continue longer then, say, airline regulation did because the number of people whose wealth has been enhanced by this regulation, that is people who drive trucks, people who won licenses to operate, to haul only hardbound books between Peoria and Springfield, Illinois or something of that sort. Those people are very numerous. And it’s going to very hard to o something about it.
MCKENZIE: Does this prove anything about the nature of government intervention and regulation or is it simply an example of where the thing was done extremely badly and not in the interest of the public.
CRANDALL: It proves _ _ I think it proves a great deal about government regulation and it is no different. I don’t think in the area of health and safety regulations. Let me give you one piece of information about one area of very important health and safety regulation which I think eve Milton Friedman would be in favor of in some form and that is the regulation of pollution control or at least the establishment of property rights, so as to somehow reduce pollutant levels from what they would be if we allowed unlimited pollution. In the case of environmental policy, the strongest proponents in the Congress for environmental policy come from the northeastern part of the United States and the weakest proponents, those with the worst voting records in the Congress come from the Southwest and Alaska. You might ask yourself why is that. And one possible answer I guess is that well the air’s dirty in New York City, but I don’t think you find many people really worried about the quality of the air in New York City. What they’re worried about is their future employment and the value of their assets in New York City. What would happen in the absence of environmental policy in this country is that more business would move to the southwest and the western part of the United States. As a result, eastern Congressmen are very much in favor of a policy which prohibits through pollution control regulations, prohibits a gravitation.
MCKENZIE: Do you favor that too?
CRANDALL: I don’t prohibit the form it takes, but they use this as an excuse, just as they will use various excuses, let’s say, before the __ Miss Claybrook’s agency, for a very tight standards in order to promote the value of their product.
MCKENZIE: Well before we go back to ICC and I want to do that; Milton, what’s your reaction to his pollution point because I know he’s very keenly interested in it.
FRIEDMAN: Well he and I would __ I would agree with his general position that there is a role for government in pollution. I would agree secondly that the present techniques of controlling pollution are terrible and they are terrible and they are what they are for precisely the reasons he specifies because they are an effective way in which you could use the excuse of pollution to serve some very different objectives. That’s part of the way in which governments meow, if I may go back to my cat. We’ve discussed this at greater lengths in a book that we’ve written to go along with this program on Free to Choose. The program itself was too short for us to be able to get much in about pollution, indeed, we really had to skip it because it’s such a complicated and difficult subject. But there is a real role for government because that is a case in which you’re protecting third parties. And every one of the valid cases, in my opinion, for government entering in has to do with third parties. There’s a case for requiring brakes because that’s to protect the person you might hit. That’s wholly different. There’s no case for requiring an airbag in my opinion, but there is a case for requiring good brakes.
MCKENZIE: Do you accept that distinction, by the way?
O’REILLY: No because when you’re injured because of a failure to us a passive restraint, I am in a sense going to have to help pick up part of your medical bills, part of your insurance rates __
FRIEDMAN: Absolutely.
O’REILLY: __ because they’re spread across.
FRIEDMAN: Absolutely.
O’REILLY: And so only on Gilligan’s Island, when you have six or nine people not interacting such that all of society is affected, does your distinction have any validity?
FRIEDMAN: Go slowly.
CRANDALL: The same thing is true in alcohol. When you’re sick from alcoholism, who pays for it?
O’REILLY: On the alcohol, the studies have only shown excessive amounts of alcohol to be injurious.
CRANDALL: I’m not speaking of accidents. What about cirrhosis of the liver, my dear, it’s a very common disease.
O’REILLY: All of the reasons why we need a stronger __
LANDAU: Because it’s a long and expensive disease.
MCKENZIE: Could we pause on __ Milton’s made a very interesting distinction here, that you can damage yourself, you’ve been saying. Or it’s up to you if you want to run the risk of damaging yourself, but if __ but can you make the distinction.
FRIEDMAN: But let me go back to her question because she says, “no, we mustn’t do that because the fellow who hurts himself is going to go to a government subsidized hospital.”
O’REILLY: Not just government, no, no.
CRANDALL: Oh, but it’s more than that. It’s all the parties and liability as well, answer that issue with it. Because my __
FRIEDMAN: Go slowly. Let me separate the two issues because I really want to get to this because you’re answer is a very favorite one and there is an element of validity to it. Of course. Well, it’s only because we’ve made two mistakes.
O’REILLY: But you don’t have to be in a government hospital for it to be valid because when you’re in traction __
FRIEDMAN: Excuse me. Hold on for a moment. Hold on for a moment. The problem with your answer is that you’re saying one wrong justifies another. I believe that we ought to have much less government intervention into those areas as well. And I don’t __ am not willing to follow a policy which implies saying, you __ that every person goes around with a sign on his back saying, “Property of the U.S. Government do not mutilate, spindle or bend.”

Dear Mr. President,

I know that you receive 20,000 letters a day and that you actually read 10 of them every day. I really do respect you for trying to get a pulse on what is going on out here.

The federal government debt is growing so much that it is endangering us because if things keep going like they are now we will not have any money left for the national defense because we are so far in debt as a nation. We have been spending so much on our welfare state through food stamps and other programs that I am worrying that many of our citizens are becoming more dependent on government and in many cases they are losing their incentive to work hard because of the welfare trap the government has put in place. Other nations in Europe have gone down this road and we see what mess this has gotten them in. People really are losing their faith in big government and they want more liberty back. It seems to me we have to get back to the founding  principles that made our country great.  We also need to realize that a big government will encourage waste and corruptionThe recent scandals in our government have proved my point. In fact, the jokes you made at Ohio State about possibly auditing them are not so funny now that reality shows how the IRS was acting more like a monster out of control. Also raising taxes on the job creators is a very bad idea too. The Laffer Curve clearly demonstrates that when the tax rates are raised many individuals will move their investments to places where they will not get taxed as much.

I have written about 66 heroes of mine in the House of Representatives that voted “no” on your debt ceiling increase request in 2011. I AM VERY PROUD OF THE FREE TRADE HEROES MENTIONED IN THE ARTICLE BELOW. Many of these same heroes voted against the proposal to raise the debt ceiling too. Lord knows I have written a lot about that in the past. . I have praised over and over and over the 66 House Republicans that voted no on that before. If they did not raise the debt ceiling then we would have a balanced budget instantly.  I agree that the Tea Party has made a difference and I have personally posted 49 posts on my blog on different Tea Party heroes of mine.

I have written and emailed Senator Pryor over, and over again with spending cut suggestions but he has ignored all of these good ideas in favor of keeping the printing presses going as we plunge our future generations further in debt. I am convinced if he does not change his liberal voting record that he will no longer be our senator in 2014.

I have written hundreds of letters and emails to you and I must say that I have been impressed that you have had the White House staff answer so many of my letters. The White House answered concerning Social Security (two times), Green Technologieswelfaresmall businessesObamacare (twice),  federal overspendingexpanding unemployment benefits to 99 weeks,  gun controlnational debtabortionjumpstarting the economy, and various other  issues.   However, your policies have not changed, and by the way the White House after answering over 50 of my letters before November of 2012 has not answered one since.    You are committed to cutting nothing from the budget that I can tell.

 I have praised over and over and over the 66 House Republicans that voted no on that before. If they did not raise the debt ceiling then we would have a balanced budget instantly.  I agree that the Tea Party has made a difference and I have personally posted 49 posts on my blog on different Tea Party heroes of mine.

THIS BRINGS ME TO ONE OF MY BIGGEST ECONOMIC HEROES AND IT IS THE LATE MILTON FRIEDMAN. Friedman had such revolutionary policies such as eliminating welfare and instituting the negative income tax and putting in school vouchers.

The problem in Washington is not lack of revenue but our lack of spending restraint. This video below makes that point.

Yes, School Choice Does Help Poor Kids

Yesterday, WaPo’s Valerie Strauss accused scholarship tax credit (STC) programs of operating as Reverse Robin Hoods, robbing from the poor to give to the rich.

Call it welfare for the rich. Why? Wealthy businesses and individuals are the folks who get the tax credits for putting up the cash to pay the tuition. Furthermore, the amount of money for tuition made available for tuition by private scholarship organizations often does not actually cover the full cost of attending a private school. Poor families can’t make up the difference. Guess who can.

The reality is almost exactly the opposite. Donors are not benefitting financially at the expense of the poor or anyone. And while it is true that tax-credit scholarships do not always cover the full cost of tuition at private schools, thanks to low-cost options and needs-based tuition breaks, low-income families are the primary beneficiaries of STC programs.

STC Donors Do Not Benefit Financially

It is odd to claim that “wealthy businesses” are financially benefitting by receiving a tax credit for their donations. Even a 100% tax credit means that they are simply no worse off than before. A corporation with a $10,000 tax liability that made a $10,000 donation to a scholarship organization would then owe no state taxes but it would still have $10,000 less than it did before. Whether the $10,000 went to the government or a nonprofit is irrelevant to its bottom line.

Moreover, Strauss fails to mention that most state STC programs do not grant 100% credits. In fact, only four of the fourteen STC programs do. The other credits range from 50% to 90%. In these states, corporations would be better off financially if they merely paid their taxes.

STC Programs Benefit Low-Income Students

It is telling that Strauss provides only one example to support her claim that rich people benefit from the scholarships instead of the poor: “[Pennsylvania families] eligible to receive money to pay private tuition can earn more than $72,000…”

The key words in that sentence are “can earn.” The relevant question is how much do the families of scholarship recipients actually earn.  The nonpartisan Pennsylvania Legislative Budget and Finance Committee reported in 2010 that the average scholarship recipient’s family earned only $29,000 annually, less than half of what the program allowed at the time.

The available evidence shows that Pennsylvania is not unique. Scholarship recipients in Florida must earn less than 185% of the federal poverty line, which is the income threshold for the federal government’s free and reduced lunch program. Nevertheless, the average annual household income of Floridian scholarship recipients is only $24,250, just 12.3% above the federal poverty line. And though Arizona’s corporate STC program has no means-testing requirement, a 2011 study found that more than two-thirds of scholarship recipients earned less than 185% of the federal poverty line.

There is clear evidence that students benefit by participating in educational choice programs. Numerous randomized-controlled studies have demonstrated that students in choice programs exhibit higher academic performance while additional studies have found higher graduation rates, increased college enrollment, and increased civic-mindedness.

Conclusion

It should be noted that in addition to Strauss’ central arguments, her broadside contained numerous significant inaccuracies. Contrary to Strauss’ assertions, scholarship tax credit programs are not the same as vouchers. They differ greatly in terms of their funding mechanisms and administration. Moreover, the U.S. Supreme Court has ruled that STC programs use private money not public money. Every state supreme court to address the matter has agreed. Finally, well-designed STC programs such as those in Arizona, Florida, and Pennsylvania actually save states money by decreasing state expenditures more than they decrease state tax revenue.

Under the status quo, wealthy families already have school choice while low-income families do not. Wealthy families can afford to live in districts with high-performing government schools or send their children to private schools. By contrast, low-income families generally only have one choice: the local assigned government school.

The good news is that scholarship tax credit programs work as intended. As the Washington Post editorial board understands, STC programs expand educational opportunities for low-income families, empowering them to meet the individual needs of their children.

How can we have personal freedom without economic freedom? That is why I don’t understand why socialists who value individual freedoms want to take away our economic freedoms.  I wanted to share this info below with you from Milton Friedman who has influenced me greatly over the last 30 plus years. Here is part five which consists of a lively discussion between Friedman and several other interested scholars concerning his film.

I’m Linda Chavez. Welcome to Free to Choose. Joining Dr. Friedman in a discussion of the power of the market are David Brooks of the Wall Street Journal, and James Galbraith of the University of Texas at Austin.

Friedman: In any event, I am not trying to defend one political party or another. As David says, a major enemy of a free market is a business interest. The business community is a major enemy and the problem in this society is to have the public at large understand the importance of free markets so as to protect themselves against the depredation of the business community with their tariffs, their quotas, their special provisions, and so on. But you cover all of these good things that society is supposed to do, you have to look at how many of them have been perverse in their influences and their effect. You mentioned the FDA and that is a very important case because that’s cost tens of thousands of lives over the course of time.

Brooks: You can start with the AIDS virus where the FDA tries again __ recently there have been reforms but they were very slow, even people who knew they were going to die and were going to die without any drug to try experimental drugs.

Chavez: Let me ask another question.

Galbraith: You have to establish that those experimental drugs would have, in fact, saved their lives.

Brooks: They couldn’t have done worse __ they were going to die.

Chavez: Let me give you another hypothetical. What if you have a social need, say a disease which is very lethal but effects very few people and you don’t have a company who has an interest because it is not going to make very much money, there is not a large market for the good to produce a drug, does the government have any role there to step in and try to stimulate certain social purposes?

Brooks: It’s hard for me to imagine how the government would, in the first place.

Friedman: In any event, you must realize that government isn’t the only recourse. The great period, when were the nonprofit hospitals of the United States founded? Almost all of them were in the 19th century, during the hay day of laissez faire. There are private charitable activities which are essentially the most effective way of handling the kinds of things you have described.

Galbraith: A little bit of faithfulness to history surely would cause you to concede that in 1937, when we inaugurated social security, 1965 when we inaugurated Medicare, we did so because the private charitable systems, the private insurance systems to care for people when they were old and when they were sick were failing in a gross way to meet the needs of the American people. And those programs, which are government programs, have at least had the virtue of extending the access to health care and extending income security when you are old to a very large part of the population that never had it before.

I would argue too that in addition to the regulatory functions and the judicial functions that we certainly agree on, that there is, in a rich society which can afford to take care of people who fell out of the market process, who aren’t lucky or gifted or fortunate in their economic lives, to take care of those people when they are old and when they are sick.

Friedman: What about the extent to which the same society that you described, the same logic you described, makes them poor. What about the minimum wage which prevents many people from getting employment. What about the rent controls which destroy housing in the cities.

Brooks: To switch over, you can point to the minimum wage which everybody agrees increases unemployment among the poor especially, but what about the environment. If you have a simple environmental law __ the reason the West is cleaner than the Eastern Bloc, the main reason is that we are richer. We can afford to do it.

Friedman: The problem, so far as the environment is concerned, the real function of the government is to define the property rights and it is quite clear that if I force you to take bad water for good water, then I ought to pay you. I am not quarreling with that. But if you look at the actual environmental measures that government takes, they often have harmful effects and not positive effects. The new Clean Air Bill that has just been passed, for example, is going to cost an enormous amount of money.

Brooks: Nobody knows how much.

Galbraith: It is in principle, of course, your argument is one which many economists are sympathetic to and I have some sympathy for it, but the technical facts of environmental control are such that it is often very costly to define the property rights in a way in which you can generate a efficiently functioning market. That is why you don’t have a private and organized market. The information cost of those transactions is extremely high. So, in some cases, what you want to have the government do is say, if there is mercury in the water, you find out who is putting it in and . . . . . that is the reasonable way to proceed because the alternative is extremely costly.

Friedman: Let’s look at what the government actually does. In the United States today, the federal government spends an amount of money which is 25% of the national income. State and local governments spend an additional 17% of the national income. That is 42% all together. Now, some of that is doing good, of course. It would be very hard to spend that amount of money. But an enormous amount of that is simply taking money from some and giving it to others and very often taking it from poor, giving it to well-to-do, . . . .

Galbraith: . . . social security in that which is taking money from the payroll tax from working people . . .

Friedman: On the whole, as far as social security is concerned, the people who pay are poorer than the people who benefit.

Milton Friedman and Margaret Thatcher were two of my heroes and I know that you can learn a great deal from their lives and their economic philosophies. Ronald Reagan and Margaret Thatcher were both were influenced by Milton Friedman. I have read so much drivel from this exact mindset over the past couple of days. Have you read that Russell Brand piece, for instance. Seriously, have you? People are like recommending it to me on Twitter, in all seriousness, as if it is a net contribution to the human condition. I have a four-year-old daughter who exhibits more critical thinking than Russell Brand, and is better with crayons, too. |||Yesterday I wrote a column about how Margaret Thatcher liberated Western Europe from the ills of Francois Mitterrand-style nationalization of industry, in part by “creating a world in which the French Socialist’s objections [to privatization] could be overcome.”

Proving that people born on July 31 think alike, the Hoover Institution has reprinted a July 1983 Newsweek column from Milton Friedman making largely the same point, one that also has resonance to the American experience with Ronald Reagan. Excerpt:

France was suffering from the same ills when Mitterrand was elected president as Britain when Mrs. Thatcher became prime minister and the United States when Ronald Reagan became president—high and rising inflation, high unemployment and slow economic growth. Mitterrand’s attack on those ills was precisely the reverse of Mrs. Thatcher’s. On coming into office, Thatcher reduced taxes; Mitterrand increased them. Thatcher reduced controls over prices and wages; Mitterrand expanded them. Thatcher eliminated foreign-exchange controls; Mitterrand made them tighter. Thatcher moved to denationalize enterprises and reduce regulation, Mitterrand nationalized private banks and other enterprises and increased government intervention into the remaining private enterprise. Thatcher tried to hold down government spending, albeit with little success; Mitterrand went on a spending binge.

Had the Mitterrand policies succeeded, even if for only a year or so, Thatcher’s opposition in Britain would have been enormously strengthened. The Labor Party would have had a real alternative to offer—one that was consistent with its ideological propensities and that had worked on the other side of the Channel. The cry that Thatcher’s “monetarism” was a tragic failure could not have been dismissed as mere campaign rhetoric.

Instead, the Mitterrand policy was a clear failure. Inflation remained high. Unemployment went up. The government’s budget deficit soared. So did the deficit in the balance of payments. The franc had to be devalued three times in the past two years, despite massive government borrowing in a vain attempt to prop the franc up. Worst of all for Thatcher’s opposition, Mitterrand was forced to reverse course. The U-turn occurred across the Channel as the French government was driven to adopt the much-derided Thatcher policies.

Thatcher’s opposition was left intellectually bankrupt. It had no credible alternative policy to offer. The claim that she was an irresponsible demagogue imposing unnecessary costs on the British people rang hollow. Her persistence in the main lines of her policy was perceived by the voters as a realistic recognition that there was no easy cure for ills that had accumulated during decades.

Dear Mr. President,

I know that you receive 20,000 letters a day and that you actually read 10 of them every day. I really do respect you for trying to get a pulse on what is going on out here.

I have been writing on my blog for over two years now concerning the disturbing trend of more and more people becoming dependent on the federal government for more of their income than ever before. This encourages laziness in my view and in the case of the food stamp system many people find themselves in what Milton Friedman calls the “Welfare Trap.”  (Much of this trend started under President Bush and had Republican support.) I wanted to point out that we should cut back on government spending and let the private economy do it’s magic.

States should vote down federal spending on farm bill and return more control to states!!!!

Some say here in Arkansas that we have to do whatever it takes to support Riceland Foods, but in other states they try to protect federal government handouts to their biggest companies. We need politicians to stop looking out for just their states selfishness wants and vote for what is good for the country. It is in the best interest of all 50 states that we cut back on excessive federal spending and return more dollars to the local states for them to spend. Ronald Reagan rightly pointed out that the founding fathers favored more local control and a more limited federal government for good reason.

Congress is considering the renewal of massive agriculture subsidies that proponents characterize as a crucial “safety net” for struggling family farms. In fact, most of the taxpayer support is actually pocketed by the well-to-do, including former President Jimmy Carter, the current Secretary of the U.S. Department of Agriculture (USDA), and the families of members currently serving on the House and Senate Agriculture Committees.

Subsidies flowing to the likes of Carter, USDA Secretary Tom Vilsack, and other relatively wealthy farm owners demonstrate just how incoherent the subsidy regime has become. New legislation in both the House and the Senate would eliminate some long-standing “direct” payments, but both bills would also establish new, potentially more costly revenue and price “protections.”

Despite record-high farm income and record-low debt, farm-state politicians and agriculture lobbyists insist that taxpayers continue to forfeit their earnings to highly successful agricultural enterprises such as Carter’s Farms, Inc., of Plains, Georgia. According to government data compiled by the Environmental Working Group (EWG), the farm owned by former President Carter and his family collected $272,288 in subsidy payments from 1995 through 2012.

During that same period, Vilsack received $82,874 in USDA benefits for his 592-acre farm in Davis County, Iowa. And USDA Under Secretary Michael T. Scuse owns 20.8 percent of a farm in New Castle County, Delaware, upon which taxpayers have lavished $1,051,107 from 1995 through 2012.

There are no farms in Manhattan, but residents there have collected subsidies totaling nearly $9 million in the past seven years. Recipients also include Mark F. Rockefeller ($356,018) and David Rockefeller ($591,057). Yes, the Rockefeller family (Standard Oil, Chase Manhattan Bank, etc.).

Over on the West Coast, in Beverly Hills 90210, the estate of comedian Jack Benny has collected $18,120 for a farm in Madera County, California, while $142,933 was paid to Mary Ann Mobley (Miss America of 1959) for a farm in Madison County, Mississippi.

These examples are not exceptions but the norm. The USDA’s Economic Research Service reports that two-thirds of the farms with income exceeding $1 million annually received government payments averaging $54,745 in 2011. Meanwhile, just 27 percent of farms with income of less than $100,000 received payments—averaging just $4,420 in 2011.

The top recipient of subsidies in the EWG data base is Riceland Foods, Inc., self-described as “the world’s largest miller and marketer of rice.” It collected $554,343,039 between 1995 and 2012. According to news reports, Riceland reported sales of $1.16 billion during 2011–2012, the fifth consecutive year of billion-plus revenues for the company.

The subsidies collected by large enterprises make it more difficult for small farms to stay in business. The flow of free dollars to big farms increases demand for farmland, which, in turn, raises the price of property. Smaller players and newcomers are priced out or left to compete in niche markets.

Members of Congress and their families routinely collect subsidies as well. For example, Lynda L. Lucas, the wife of House Agriculture Committee chairman Frank Lucas (R–OK), collected $40,613 in payments for their farm in Roger Mills County, Oklahoma. (Lucas has served on the Agriculture Committee since he was first elected in 1994. He became chairman in 2011. Lynda Lucas has received four payments between 1999 and 2003, a fifth in 2007, a sixth in 2011, and a seventh in 2012.)

Likewise, the Iowa family farm of Senator Charles Grassley (R–IA) has collected $955,192 in taxpayer subsidies from 1995 through 2012. (Grassley served on the Agriculture Committee since 1992. The Grassley farm has received payments each year from 1995 to 2012, according to the EWG.)

The payments have proved irresistible even to environmental groups that openly criticize the impact of subsidies on land use. For example, the Nature Conservancy accumulated a whopping $4,795,786 from 1995 through 2012 despite its own findings that such payments promote the conversion of natural habitat to cropland—threatening wildlife in the process. The National Audubon Society collected $932,801 from 1995 through 2012, according to the EWG.

Serious reform is obviously needed, and the time for an overhaul is ripe. The USDA forecasts that net farm income will reach $128.2 billion this year, the highest level in four decades. At the same time, farmers’ debt levels have dropped to historic lows. This means agriculture is well insulated against the risks associated with commodity production, including adverse weather and economic fluctuations.

There are a host of nongovernmental methods with which farmers can manage risk, including futures contracts and hedging, crop diversification, credit reserves, and private insurance. Given the enormous burdens already shouldered by taxpayers, there is no justification for robbing millions of middle-class Peters to subsidize Jimmy, Tom, David, and all the other hugely successful owners of farmland.

How can we have personal freedom without economic freedom? That is why I don’t understand why socialists who value individual freedoms want to take away our economic freedoms.  I wanted to share this info below with you from Milton Friedman who has influenced me greatly over the last 30 plus years. Here is part four which consists of a lively discussion between Friedman and several other interested scholars concerning his film.
To take an example that at first sight seems about as far away as you can get __ the language we speak; the words we use; the complex structure of our grammar; no government bureau designed that. It arose out of the voluntary interactions of people seeking to communicate with one another. Or consider some of the great scientific achievements of our time __ the discoveries of an Einstein or Newton __ the inventions of Thomas Alva Edison or an Alexander Graham Bell or even consider the great charitable activities of a Florence Nightingale or an Andrew Carnegie. These weren’t done under orders from a government office. They were done by individuals deeply interested in what they were doing, pursing their own interests, and cooperating with one another.This kind of voluntary cooperation is built so deeply into the structure of our society that we tend to take it for granted. Yet the whole of our Western civilization is the unintended consequence of that kind of a voluntary cooperation of people cooperating with one another to pursue their own interests, yet in the process, building a great society.DISCUSSIONI’m Linda Chavez. Welcome to Free to Choose. Joining Dr. Friedman in a discussion of the power of the market are David Brooks of the Wall Street Journal, and James Galbraith of the University of Texas at Austin. Dr. Galbraith, should we follow the example of Hong Kong and simply allow an unregulated free market?Galbraith: I think we do better in this country whereas the combination of a free market and its advantages, and a well regulated, carefully thought out structure of government, which provides a chance to pick up some of the losers from the market process and give them a second start. It provides us with a chance to make the economic process a little safer, a little healthier, a little more environmentally sound and protective, than you might get from a strict adherence to the free market such as Professor Friedman has described in the case of Hong Kong.

Chavez: Dr. Friedman, is there any such thing as a well-regulated market?

Friedman: No. He is begging the question. Obviously he is right. If you could have a well-regulated, carefully thought out, properly done market, benevolent dictatorship is the best of all forms of government.

Galbraith: Oh, I don’t agree with that at all.

Friedman: Neither do I.

Galbraith: Constitutional democracy is the best of all forms of government.

Friedman: No. Constitutional democracy is the least bad of all forms of government. But you beg all the questions when you talk about well-regulated, carefully thought out __ if you look at the actual programs that governments follow, they most always have effects that are the opposite of those that were intended by their well-meaning advocates.

Galbraith: Let me tell you what troubles me.

Friedman: I will tell you something. Matching the invisible hand of the market is the invisible foot of government.

Galbraith: You make the point in the program that in every case where you have a smaller role of government and a freer market, you have a higher standard of living.

Friedman: No. I didn’t say that. I didn’t say that. I said there are better conditions for the poorer people.

Galbraith: Okay. Better conditions for the poorer people. Fine, I will accept that. At the same time you are making the argument in the program that the conditions in Hong Kong are better, for example, than in the United States, which is manifestly not true. You are making the argument that Hong Kong is more free than we are.

Friedman: It is more free.

Galbraith: Does it then follow that the conditions for poor people in Hong Kong are better than they are in the United States? That I don’t believe is true.

Friedman: I said in there where you compare like with like.

Galbraith: Okay this is an important qualification.

Friedman: Hong Kong obviously started out from a much lower position. If I were to compare conditions in Hong Kong in 1945 or 1950 with conditions in the United States in 1820 or 1830, you would have a much closer comparison.

Galbraith: Are you then saying, a position which I would find much more congenial, that where you have a country which has developed a base of material wealth, a degree of comfort for the average citizen, that it is then legitimate for the government of that country to step in and provide some guarantees and some security for poor people and old people.

Friedman: No. I am not saying that at all. Every time they step in and try to do that, they end up doing the opposite.

Galbraith: This discussion reflects a feature of the program that I found to be most troubling which is the failure to make a distinction between governments of the kind that we have developed in this country over 200 years, and governments of the kind that you described in the People’s Republic of China. It’s perfectly clear that one can have, and many countries do have, the curse of repressive dictatorships. It is also perfectly clear that an economy that is organized by Commissars is going to fail. We have certainly seen laid out before us over the last several years, the ashes of those failed economies. But is it possible to take the example of the Soviet Union, Poland, Hungary, and to say that because their governments, which were after all dictatorships modeled after the system of government installed in the Soviet Union by Stalin, are in fact parallel to the actions of our government which is a government which operates on many different federal levels, and where fundamentally what you have is the ability of the ordinary citizen whose power is not weighted by the amount of money he or she has, to use the vote in order to make some collective decisions. Granted, after ten years of Reagan’s Washington, you’ve got a serious problem of corruption. Does that mean we should abandon the idea that you have a democratic process that should be entrusted with certain important decisions __ I don’t think so.

Friedman: You don’t have a democratic process in the sense in which you mean it. We have a democracy. We have a majority rule, but the majority that rules is a collection of minorities. It is a collection of special interests. You cannot tell me that the consumers in this country would vote for a sugar quota that makes the price of sugar three times the world price. When you say you can’t compare it to Russia, you are quite right, but only because they are 100% and we are 50%. If our system, if our present regulations and rules had prevailed, our scope of government had prevailed 100 years ago, we wouldn’t be where we are today.

Chavez: Let me understand you Dr. Friedman. Do you believe that there should be no role at all, whatsoever, for government?

Friedman: Of course there should be a role for government __ a very important role for government.

Chavez: What is that role?

Friedman: The role for government is first of all, to protect people from physical coercion by their neighbors or by foreign countries, that is to protect the national defense and to protect law and order at home. There is a role for government enabling us to have a mechanism whereby we decide on the rules which we want to run, how we define private property, what we mean by private property. There is a role for government in adjudicating disputes between us. There is a role for government. A very important role and I believe our government played that role quite well for about 100 years until the Great Depression.

Brooks: I would go a little further. I think there is a health and safety role as well. The problem is that you have to keep your regulations simple and minimal. You have to realize that there are costs and often the costs outweigh the benefits. In fact, in Washington there are interests who want to divert costs to themselves, so there is sort of a built in structure, a dynamic to make costs outweigh the benefits.

Galbraith: We are making progress here. I would add that the government has a role to protect the environment. I would say the government has a role to set standards for products, where information is very costly for the individual consumer to obtain. I like very much the fact that the steaks that the dentist was eating were inspected by the USDA. Their purity was guaranteed by a rather well-functioning aspect of our government.

Brooks: On the other hand, you have the FDA which has these long delays, 10 years to get a drug approved so that the effect is that you have to be a big drug company to get any kind of dent of the market. Basically you are closing off the market.

Galbraith: On the other hand, you have had a set of regulations which have disappeared without any well-justified regrets. For example, the regulations that govern the entry into interstate trucking; the regulations that govern entry and rates in the airlines.

Friedman: Don’t tell me that that was done under the Reagan administration.

Galbraith: Oh no. Those reforms were done under the Carter administration.

Brooks: There is no doubt that Carter did the heavy lifting on deregulation.

I know that you receive 20,000 letters a day and that you actually read 10 of them every day. I really do respect you for trying to get a pulse on what is going on out here.

In 1980 I read the book FREE TO CHOOSE by Milton Friedman and it really enlightened me a tremendous amount.  I suggest checking out these episodes and transcripts of Milton Friedman’s film series FREE TO CHOOSE: “The Failure of Socialism” and “What is wrong with our schools?”  and “Created Equal”  and  From Cradle to Grave, and – Power of the Market.

From the original Free To Choose series Milton asks: “Who Protects the Consumer?”. Many government agencies have been created for this purpose, yet they do so by restricting freedom and stifling beneficial innovation, and eventually become agents for the groups they have been created to regulate.

Milton Friedman rightly noted, “The most anti-consumer measures on our statute books are restrictions on foreign trade.”

MCKENZIE: Milton, I don’t quite understand your position on this. Are you saying, though, that there’s no place for government to test consumer product safety at all?
FRIEDMAN: I am saying, lets separate issues. I am saying there is no place for government to prohibit consumers from buying products, the effect of which will be to harm themselves. There is, of course, a place __
MCKENZIE: But how do they know that effect?
FRIEDMAN: Well, for a moment I’m trying to separate the issues. There is a place for government to protect third parties. If we go to your automobile case __
CLAYBROOK: Well, how about children? Children don’t __ aren’t choosers.
FRIEDMAN: No, no.
CLAYBROOK: They don’t make choices because they ride in the cars.
FRIEDMAN: The parents make their choices. But let’s go __
O’REILLY: But if the industry has it there’s no choice.
FRIEDMAN: We can only take one issue at a time. We’re a little difficult to take them all at once. Let’s take one at a time. I say there is no place for government to require me to do something to protect myself.
(Applause)
FRIEDMAN: Now if government has information __
MCKENZIE: Has of obtains?
FRIEDMAN: __ for a moment, suppose it has information, then it should make that public and available. The next question is: are there circumstances under which it’s appropriate for government to collect information? There may be some such circumstances. They have to be considered one at a time. Sometimes there is and sometimes there isn’t. But you see, I want to get back. Take your area Miss Claybrook, you are now involved on the airbag problem.
CLAYBROOK: That’s right.
FRIEDMAN: If I understand the situation, I don’t know anything about the technical aspects of it, but the airbag, in a car, is there to protect me as a driver. It doesn’t prevent me from having an accident, hurting somebody else because it’s only activated by an accident. All right then, why shouldn’t I make that decision? Who are you to tell me that I have to spend whatever it is, two hundred, three hundred, four hundred dollars on that airbag.
CLAYBROOK: Well we don’t tell you that. What we say is that when a car crashes into a brick wall at 30 miles an hour, the front seat occupants have to have automatic protection built into that car.
FRIEDMAN: Have to, why have to?
CLAYBROOK: And it’s a very __ it’s a very minimal __
FRIEDMAN: Why have to? I don’t care whether it’s an airbag or a seatbelt.
CLAYBROOK: The reason why __ well, there are two reasons why. One is that the sanctity of life is a fairly precious entity in this country.
FRIEDMAN: It’s more precious to me than it is to you. My life is more precious to me than to you.
MCKENZIE: Well, you know.
CLAYBROOK: Do you wear you seatbelt?
FRIEDMAN: Sometimes I do and sometimes I don’t.
CLAYBROOK: I see. Well then it couldn’t be too precious to you because if it were you’d wear it all the time.
FRIEDMAN: I beg you pardon.
CLAYBROOK: Yes.
FRIEDMAN: Other things are precious too.
CLAYBROOK: Yes. Okay, but wearing your seatbelt is a relatively simple thing to go into.
FRIEDMAN: But now my question is __ but I want an answer, a direct answer.
CLAYBROOK: But there is a very __ there’s a very basic reason why.
FRIEDMAN: Yes.
CLAYBROOK: And it’s because a person does not know when they buy a car what that car is gonna do when it performs in various and sundry different ways. That’s number one. Number two, there’s a basic minimum standard, it’s performance standard. It’s not a requirement that you have certain pieces of products in your cars, but it’s a basic performance standard built into your car that when you buy it no one’s going to have less than that. So that you don’t have people needlessly injured on the highway, the cost to society, the cost to the individuals, the trauma to their families and so on. You’re suggesting theoretically that it’s much better to let people go out and kill themselves even though they really don’t know that that’s what’s gonna happen to them when they have that crash.
FRIEDMAN: Excuse me. You’re evading the fundamental issue. If you have the information, give it to them. The question is not a question of giving them the information. The question is what is your right to force somebody to spend money to protect his own life, not anybody else, but only himself and the next question I’m gonna ask you: do you doubt for a moment that prohibiting alcohol would save far more lives on the highways than an airbag, seatbelts and everything else, and on what grounds are you opposed to prohibition on grounds of principle or only because you don’t think you can get it by the legislature?
CLAYBROOK: I’m opposed to prohibition because I don’t think it’s gonna work. That’s the reason I’m opposed to it.
FRIEDMAN: But suppose it would work? I want to get to the __ I want to get to the principle.
CLAYBROOK: Can I answer you __ sure.
FRIEDMAN: I want to __ suppose you could believe it would work. Suppose you could believe__
MCKENZIE: Prohibition?
FRIEDMAN: Prohibition could work. Would you be in favor of it?
CLAYBROOK: No. What I am in favor of is building products __ I am in favor of building products so that at least they service the public.
FRIEDMAN: I was fascinated by some of the initial comments. Everybody agrees that the old agencies are bad, but the new agencies that we haven’t had a chance ___
MCKENZIE: No. You’re trying to sweep them into your net. They didn’t agree to that. But anyway __ hole on to your point.
O’REILLY: When you talk about __ the basic principle is: give me the information. Let me choose for myself. If that’s the ultimate goal, why is it that in any hearings that you’ve every gone to and I beg anyone to find me an exception, whether it’s airbags or DES, saccharine, whatever, you never; you never have the victims of the injury who lost their arm because of a lawnmower, standing up and saying “thank God that you gave me the right to become incapacitated.” Never do you hear a victim thanking the government for backing off. Never do you hear the victim of an anti-competitive action thanking the Justice Department for not bring a suit.
MCKENZIE: Dr. Landau, I promised you could make an observation on that without going into great detail.
LANDAU: Now, when DES was used to preserve pregnancies in women 25 and 30 years ago, there was absolutely zero evidence that it would cause cancer in anybody, certainly not in the children of the women who were pregnant and for you to say that it is __
O’REILLY: Then you’re ignoring the 1941 studies that show just that.
LANDAU: There is no 1941 study. This happens to be my area of expertise, I’m an endocrinologist. There was nothing.
O’REILLY: Well, there are a lot __
MCKENZIE: Now let’s not go any further down that road.
CRANDALL: Let me ask you __ yeah, let me ask Miss O’Reilly a question. I don’t see __ if the problem in drugs is that there is a lack of competition, there are a number of drug companies in the United States __
O’REILLY: That’s one of them.
CRANDALL: __ and around the world; and a lack of innovation, how regulation, which is designed to keep products off the market, that is further restrict the supply of drugs is going to enhance either competition or innovation; as a matter of fact, everything that I have learned in economics would tell me that that is likely to reduce innovation and reduce competition. And one of the great benefits of drug regulation is that if I’m a pharmaceutical company with an old tried and true drug on the market, I really want the FDA to keep new drugs off the market. It will enhance the market value of that drug. I think that’s the lesson that you learn from government regulation, whether it’s National Highway Traffic Safety Administration regulation of fuel economy standards, be it drugs, be it pollution controls, their effect is anti-competitive, it’s not pro-competitve at all.
FRIEDMAN: It I go on with Bob’s point for just a moment. He and I, I’m sure, and all economists would agree that the most effective way to stimulate competition would be to have complete free trade and eliminate tariffs. The most anti-consumer measures on our statute books are restrictions on foreign trade.
MCKENZIE: Milton __
FRIEDMAN: Has the Consumer Federation of America testified against tariffs?
O’REILLY: We haven’t even been asked to.
(Laughter)

Two hundred years ago in Scotland, Adam Smith taught at the University of Glasgow. His brilliant book, The Wealth Of Nations, was based on the lectures he gave here.The basic principles underlying the free market, as Adam Smith taught them to his students in this University, are really very simple. Look at this lead pencil, there is not a single person in the world who could make this pencil. Remarkable statement? Not at all. The wood from which it’s made, for all I know, comes from a tree that was cut down in the State of Washington. To cut down that tree, it took a saw. To make the saw, it took steel. To make the steel, it took iron ore. This black center, we call it lead but it’s really compressed graphite, I am not sure where it comes from but I think it comes from some mines in South America. This red top up here, the eraser, a bit of rubber, probably comes from Malaya, where the rubber tree isn’t even native. It was imported from South America by some businessman with the help of the British government. This brass feral __ I haven’t the slightest idea where it came from or the yellow paint or the paint that made the black lines __ or the glue that holds it together. Literally thousands of people cooperated to make this pencil. People who don’t speak the same language; who practice different religions; who might hate one another if they ever met. When you go down to the store and buy this pencil, you are, in effect, trading a few minutes of your time for a few seconds of the time of all of those thousands of people. What brought them together and induced them to cooperate to make this pencil? There was no Commissar sending out orders from some central office. It was the magic of the price system __ the impersonal operation of prices that brought them together and got them to cooperate to make this pencil so that you could have it for a trifling sum.That is why the operation of the free market is so essential. Not only to promote productive efficiency, but even more, to foster harmony and peace among the peoples of the world.These people are crossing between two very different societies. This is Lo Wool, the official border crossing point between China and Hong Kong. Nowadays there’s a considerable amount of traffic at this border. People cross a little more freely than they use to. Many people from Hong Kong trade in China and the market has helped bring the two countries closer together, but the barriers between them are still very real. On this side of the border, people are free not only in the marketplace, but in all their lives. They are free to say what they want, to write what they want, to do pretty much as they please. Not so over there.That is why people in China who cannot get permission to leave go to desperate lengths to escape. They risk their lives in the process. Many lose their lives, but that doesn’t keep others from following. Some are attracted by the higher material standard of life in Hong Kong, but more by the natural human desire to be free.

The people who get official permission to leave China are fortunate. They are going to be able to enjoy the benefits of the economic freedom they will find in Hong Kong. More important, that will give them a much wider freedom.

Human and political freedom has never existed and cannot exist without a large measure of economic freedom. Those of us who have been so fortunate as to have been born in a free society tend to take freedom for granted __ to regard it as the natural state of mankind __ it is not. It is a rare and precious thing. Most people throughout history, most people today have lived in conditions of tyranny and misery, not of freedom and prosperity. The clearest demonstration of how much people value freedom is the way they vote with their feet when they have no other way to vote.

Of course, many of the people who pour into Hong Kong will end up in conditions that most of us in the West would find appalling. Hong Kong is very far from utopia. It has its slums, its crime, its desperately poor people. But the people are free. That’s after all, why so many of them have come here, despite having to live in leaky house boats in one of Hong Kong’s many small harbors. Here they have the freedom and the opportunity to better themselves, to improve their lot, and many succeed. There’s appalling poverty in Hong Kong, it’s true, but the conditions of the people have been getting better over time. They’re far better off now than they were when they first came across the border from China. And that poverty, appalling to us, because we’re accustomed to much higher standards of life, is not poverty as viewed by most of the people in the world. It’s the poverty to which they would aspire. A state of affairs they would like to achieve.

There is an enormous amount of poverty in the world everywhere. There is no system that’s perfect. There is no system that’s going to eliminate completely poverty in whatever sense. The question is, which system has the greatest chance? Which is the best arrangement for enabling poor people to improve their life? On that, the evidence of history speaks with a single voice. I do not know any exception to the proposition that if you compare like with like, the freer the system, the better off the ordinary poor people have been.

Ask yourself what it is that assures these garment workers in Hong Kong a good wage; not high by Western standards; but high enough to enable them to live far better than most people in the world. It is not government or trade union, these workers do well because there is competition for their labor and skills.

When a businessman faces trouble, a market threatens to disappear, or a new competitor arises, there are two things he can do. He can turn to the government for a tariff or quota or some other restriction on competition, or he can adjust and adapt. In Hong Kong the first option is closed. Hong Kong is too dependent on foreign trade so that the government has simply had to adopt a policy of complete noninterference. That’s tough on some individuals, but it is extremely healthy for the society as a whole. Only the businessmen who can adapt, who are flexible and adjustable survive and they create good employment opportunities for the rest.

The complete absence of tariffs or any other restrictions on trade is one of the main reasons why Hong Kong has been able to provide such rapidly rising standard of life for its people. Even Communist China recognizes Hong Kong’s success, it set up shop here and now excepts the universal symbol of capitalism. The Bank of China, the official bank of Communist China is the largest bank in Hong Kong. There’s no doubt that Communist China recognizes the power of the market.

In all this, the government of Hong Kong has played an important part, not only by what it has done, but as much by what it has refrained from doing. It has made sure that laws are enforced and contracts honored. It has provided the conditions in which a free market can work. Most importantly, it has not tried to direct the economic activities of the colony.

No government official is telling these people what to do. They are free to buy from whom they want, to sell to whom they want, to work for whom they want. Sometimes it looks like chaos and so it is, but underneath it’s highly organized by the impersonal forces of a free marketplace. The impersonal forces of a free marketplace at work back here in the United States, prices are the key. The prices that people are willing to pay for products determines what’s produced. The prices that have to be paid for raw materials, for the wages of labor, and so on, determine the cheapest way to produce these things.

In addition, these self same prices, the wages of labor, the interest on capital, and so on, determine how much each person has to spend on the market. It’s tempting to try to separate this final function of prices from the other two. To think that some how or other you can use prices to transmit the information about what should be produced and how it should be produced, without using those prices to determine how much each person gets. Indeed, government activity over the past few decades has been devoted to little else. But that’s a very serious mistake. If what people get is not going to be determined on what they produce, how they produce it, on how successfully they work, what incentive is there for them to act in accordance with the information that is transmitted. There is only one alternative: force __ some people telling other people what to do.

The fundamental principal of the free society is voluntary cooperation. The economic market, buying and selling, is one example. But it’s only one example. Voluntary cooperation is far broader than that.
